The Auditor-General has published his report into Labour’s planned $21 million publicity splurge on their recent budget.

It basically finds that the amount budgeted had no strategy behind it, process was not followed, and has been inconsistent. This is strong stuff from the Auditor-General who is always very reserved in his comments.
