National Whips
October 12th, 2005 at 3:13 am by David FarrarNZPA report that Caucus prompted Lindsay Tisch from Junior Whip to Chief Whip, and Anne Tolley replaces Lindsay as Junior Whip.
Lindsay is a former party president, so has a good background for the organisational tasks involved with being Chief Whip.
Doesn’t sounds like they were contested elections, and that would have been my expectation. You don’t normally have elections for these roles. However Lindsay did become Junior Whip in a contested election I think.

Would you be so kind as to explain the function and day to day activities of a party whip please?

The Whips, on behalf of the Leader, manage the Caucus in terms of Parliament itself. Specific tasks include:
* Arranging rosters for attendance in the House
* Arranging speakers for House debates
* Approving Leave for MPs
* Ensuring MPs attend Select Committees
* Approving various allownaces for MPs
* Making sure MPs collectively stay within budget
* Casting votes and proxies on behalf of MPs
* Generally making sure the Leader is aware of any issues within Caucus
* Arranging the agenda for Caucus Meetings
* Informing MPs of how the party is going to vote on bills and amendments
* One Whip always in the House to determine National’s vote on procedural issues that arise
Probably a few more, but that should give an idea.

On a related note, I presume the parties will agree on pairing? Will this be just National/Labour or on a Government/Opposition basis? And with such a tight voting majority, and a fractured parliament, will the pairing continue?

There are no pairs anymore at each party is allowed up to 1/4 of its caucus absent, without it affecting the number of votes that party can cast in the House.

I notice you haven’t reported on the National caucus infighting over McCully. What’s the likely outcome there? I’ say Brash will hang on to him and they’ll both get the push by Key within a year.
