1. JUDITH COLLINS to the Minister for Social Development and Employment: What complaints, if any, has he been advised of that could seriously impact on his ability to carry out his job as Minister of Social Development and Employment?

3. Dr DON BRASH to the Prime Minister: Does she have confidence in all her Ministers; if so, why?

5. Hon BILL ENGLISH to the Minister of Education: Does he agree with the statement of the previous Associate Minister of Education to the House on 12 May 2005, “I have not been guilty of, or involved in, any inappropriate behaviour in my 24 years as a secondary school teacher. As well, I am not aware of any complaint of any kind.”; if not, why not?

    Response: I never cease to be amazed by the oppositions attitude to people making complaints about ministers.

    3. Dr DON BRASH to the Prime Minister: Does she have confidence in all her Ministers; if so, why?

    Response: Yes.

    5. Hon BILL ENGLISH to the Minister of Education: Does he agree with the statement of the previous Associate Minister of Education to the House on 12 May 2005, “I have not been guilty of, or involved in, any inappropriate behaviour in my 24 years as a secondary school teacher. As well, I am not aware of any complaint of any kind.”; if not, why not?

    Response: It is recorded in hasard that the statement was made.

    On previous form, margaret wilson will conclude that the questions have been addressed!

    DBP has announced that he is making a personal statement at 2PM. Since Clark has announced that she is standing by him it doesn’t look like he’s going to resign. Presumably he’ll apologise for his failure to recall the complaint and spend the rest of the week answering questions in the house with ‘I’ve already dealt with that matter.’

    Just to bring a technical perspective to this discussion:

    Standing Order 350 provides that “[a] member may explain matters of a personal nature with the leave of the House. A personal explanation may not be debated”.

    So one of two outcomes are likely:

    (1) Mr Benson-Pope will be denied leave to make a personal explanation. I am not aware of a single occasion where leave to make a personal explanation has been denied, and rather suspect that there is a parliamentary convention to this effect, but other Kiwibloggers might be able to clear this up.

    (2) Mr Benson-Pope does make his personal explanation, the contents of which cannot be questioned or challenged by other MPs in any way, so we all take a “cold shower” (poor pun, sorry) and move on.

    Any thoughts?

    Richard Prebble denied leave for Phillipa Bunkle to make a personal explanation about her unusual living arrangements (where she registered to vote in Wellington Central but lived in Waikanae and also charged rent to Parliamentary Services for Jeanette Fitzsimons to stay in her Wellington house.) Bunkle retaliated at least once.

    So there is a precedent for this.
