…if Icebreaker uses NZ designers, and NZ materials, should they not get at least some of the benefit?

It’s an ineffective marketing subsidy insisted upon by a party that appears to know nothing about business or marketing. I wonder how they plan to track effectiveness? Used to be the case, now out of date.
Strict quality supervision by NZ parent means equal quality products produced with tiny labour costs come out of Asia.
Good example are MacPac tents made in Vietnam. The price of the tents didn’t come down but manufacturer margins went ballistic.

Quite correct. There was a NZ furniture company that closed down its manufacturing in NZ due in part as it was costing $80,000pa to dispose of sawdust. Its sales offices etc didn’t close & NZ ownership didn’t change but the manufacturing is now done in China. Presumably the sawdust can now be dumped in a nearby river.

Now the company would be part of the Greens love in. What ever the greens are they are not an environmental movement.
