The Committee may also like to note that the Bill’s proposed spending limits of $60,000 in 2007 dollars would be just $18,024.71 in 1981 dollars. It would be extraordinary for the Committee to argue that the anti-apartheid movement should have been limited to this amount in 1981. It is noteworthy that not even the Government of Sir Robert Muldoon sought to clamp down on the anti-apartheid movement to this degree.

Indeed.  The Clark bill will be admired by authoritarians around the world as something theymight try and do, if she gets away with it.
