Grant - one could well argue 66%. I think either would be fine. I went with 75% as that is the usual super-majority requirement.

My question should have been why 75% and not 66%? I take your point about getting someone acceptable to all, but I worry that it becomes just a bit too susceptible to obstructionism, and what happens to an election if nobody is appointed?

I should add that the stability of the two large parties agreeing is [imo] worth more than the buy-in by the small.

Why 75% and not 33%? The small party may just be bloody-mindedly obstructionist.

Great submission David, very comprehensive. Multi party support on this issue is important for the integrity of our democracy.

On the subject of elections, I would have liked to have seen the vote on MMP include three options
1) Would you like to retain MMP in its current form?
2) Would you like to retain MMP with amendments?
3) Would you like to select an alternative form of of electoral system?
