I suspect they never will under Key's "leadership". The current PM goes by poll ratings and will never endeavour to rock the boat. I would wait until the 2010 budget to see if National intends to change course (difficult to see with the overcautious English as minister of Finance). If there are no new ideas or initiatives, but the same tired socialist old mantra Labour gave us for nine years, then Key would have to be rolled by an effective/decisive leader.
