The police aren&#039;t the sole arbiters, but they decide whom to charge.  If they&#039;re telling you to be careful, then it might be wise to pay attention, unless you want to be a test case.</description>

Also, you can be on the opposite side as officials trying to stabilise a currency, as well as someone trying to make money.</description>
