Compulsory circumcision for male MPs

ZIMBABWE’S male ministers will all undergo circumcision as part of a campaign to prevent the spread of HIV, the deputy prime minister has been quoted as saying.
Research indicates male circumcisions can help prevent infections of HIV, the virus that causes AIDS.
According to Thokozani Khupe, quoted in the state-run Sunday Mail newspaper yesterday, all men in the 150-member parliament and all male councillors in urban and rural councils should also undergo the minor operation.

Zimbabwe has adopted this policy because it has been shown that male circumcision reduces- by about 60%- the risk of transmitting HIV. As it isn’t a problem here, it won’t be advocated, because of its irrelevancy. However lets just pretend that somebody would- so which party?
Maybe the feminist coterie in Labour would want to have it because it causes pain and subsequent desensitisation to the penis? Probably not- despite the beliefs of many, Labour’s feminist wing isn’t that nuts. The Greens may well regard HIV as nature’s way of culling us, and so reject it, and Mana & the Māori Party would see it as being anti-Māori, because they never did it in the past, or would adopt it as compulsory, because Pakeha dared “prescribe” to Māori about their most precious of taonga. Hopefully both National and Act would denounce it as an infringement on the rights of the individual, which leaves New Zealand First and the United Party. NZF don’t have sex anymore, except with chemical assistance, and would be very wary of having surgery that further reduced their membership, so we are left with the United Party- the party of [and for?] irrelevancy.

Not surprisingly there are no policies on MP circumcision – and if considered with our statutory gender balance there’s no way that will happen.
Increase funding for sexual health/contraceptive programmes.
That’s about all on sexual health specifically, but…
Encourage personal responsibility for maintaining good health

Question is: With 10% of the population in Zimbabwe living with HIV, would circumcising all the males be effective in saving lives? The answer is yes. If I were a Zimbabwean MP, I’d be amongst the first to volunteer.

So let me me see if I get this right… their solution to reducing the transmission of HIV/AIDS – is to circumcise Adult Politicians – risking infection after the operation, accidental medical mutilation, pain & discomfort after the operation and during recuperation – inability to have sex or enjoy an erection. Loss of productivity caused by days off serving the country. The cost of bandages and antiseptics and nurses treatment hours.
Adult circumcision is a major difference from infant circumcision. The physical dimensions of the member for one thing are an issue – as well as the fact an infant is virtually immobile… try getting a man – any man – to take a minimum 4 days off work to sit, rest & recover from a “minor operation”, and NOT think with his dick.
I think he would rather spend a week with his wife and her mother in a small caravan in Taupo than have to go through that! Either way he doesn’t get sex!
Solution: The cost effective – 100% (rather than 60%) prevention of HIV/AIDS – damn site cheaper without the loss of sitting days in Parliament, medical procedures and dressings etc – give each member of Parliament – (male or female) access to an exhaustible supply of condoms. Cheaper, effective with water based lubricant, and they keep the fun bits together.
Main cause of HIV/AIDS: NOT foreskins – its UNPROTECTED SEX (sharing needles etc.)
Statistics: Africa’s unfortunate position in the worldwide HIV and AIDS epidemic, as the 19 countries worldwide with the highest prevalence of reported infections are all African countries with more than 24.5 million, and more than 60% of the HIV-infected population. South Africa is reported to have the largest population living with the disease, at well over 5 million people infected, followed by Nigeria in 2nd place and India being the 3rd largest population of HIV infected with more than 2 million people reported.

My suggestion is even if you’re going to SNIP – make sure that if you’re going to DIP – SLIP on CONDOM – or make sure your lover does.

This type of policy disturbs me and shows just how out of touch politicians are with the HIV/AIDS situation. Studies of transmission rates were performed on cohorts of men who had a tendency to sleep with prostitutes. It was found that infection rates of circumcised men were a few percent less than their uncircumcised counterparts. While it did offer a statistical protection, being circumcised does not eliminate transmission, it just means you have several more sexual encounters with HIV infected women before you have a probability of being infected. Realistically it will not stop the spread of HIV or AIDs.
Even more concerning is that these studies only look at female to male transmission. It does not offer any protection to the female. A woman is just as prone to being infected by an HIV positive male, whether circumcised or not. Very quickly we see that this is a very sexist, male cauvanistic policy.
If politicians were to get real with HIV/AIDs, they need to stop looking for excuses for the culture of their sexual practices, and change them. Such as use of condoms or even better, strict monogomist relationships.

The South African National Communication Survey on HIV/AIDS, 2009 found that 15% of adults across age groups “believe that circumcised men do not need to use condoms”.

From the committee of the South African Medical Association Human Rights, Law & Ethics Committee :
“the Committee expressed serious concern that not enough scientifically-based evidence was available to confirm that circumcisions prevented HIV contraction and that the public at large was influenced by incorrect and misrepresented information. The Committee reiterated its view that it did not support circumcision to prevent HIV transmission.”
The one randomized controlled trial into male-to-female transmission showed a 54% higher rate in the group where the men had been circumcised btw:
