All the universities are playing within the letter of the law to advantage themselves in PBRF funding and reputational stakes.

Some have been doing it for a while (and worse, if rumours are true) and because TEC don’t want to know than all the universities have to do it in order to compete.

When you make things like this high stakes then people are going to look at how to make themselves and their institution look better at the lowest cost – that’s simple economics. And the people who should be policing it don’t want to know because it make their system look bad.

Gee, seems like a good way to fund primary schools – cue Tui’s ad.

This is the publicly funded sector we’re talking about, it is axiomatic that they are rorting the system, it is their standard mindset of entitlement.

Performance Based Research Funding.

Basicially the university is diddling the formula which scores their research quality in order to get more money. Not particuarly exciting (they all do it to some extent) but in this case they seem to have gone too far and are engaged in some sort of cover up by threatening the guy who’s asking questions.
