By all means run a couple of pub raffles and a cake-bake to raise the $15b to rebuild your city and then you can make your own decisions.  Until then, my version of democracy says that for as long as central governemnt is spending money then central government should exercise a measure of prudential control over the mad hatter local government politicians and cathedral re-builders who have done nothing other than demonsrate incompetence and collective stupidity.]]></description>
