[DPF: There is no comparison to an aircraft flying though a country for a few hours, and a fishing vessel with crew who live on board for months at a time in a country's EEZ.

The fishing boats are here to fish New Zealand quota, on behalf of NZ companies that own that quota. The vessels tend to spend most of their time in one country.
