we must run in different circles. i dont think i have ever heard a mate of mine say “she deserved it”.

i think its more of “what was she thinking?” eg passing out drunk at a gang HQ and getting raped. that isnt saying the rapists arent to blame and dont deserve to be dealt to with the full force of the law.

would that mean we have a thieving culture?

what if, the person gets caught and successfully prosecuted, but your mate goes – geez pete, that was a bit silly of you. is that mate condoning the thieving culture?

i think half the problem is using the word blame. the people i hang with dont blame rape victims.. but in some cases they could have done more to keep themselves safe.

Red, that is way below the total since 1985 when the TOW Amendment Act was legislated. As Mike Butler has itemised the direct and indirect privilege and its now around $1.5 billion per annum total going to Maori. No wonder they have a 37 billion economy.

Ngai Tahu and Tainui had full and final settlements for 300,000 pound in circa 1945. Both are still waiting for the ratchet clause to kick in so they can collect even more so they are in no hurry.

National and Labour have been complicit in allowing the Waitangi Tribunal to fleece taxpayers for decades. It is one of the biggest single unaddressed issues we face and it is only going to get worse.

Again, it is not possible to identify them purely by looks or even behaviours, but only by examining their beliefs, can you determine whether they are a member of that culture or not. I would say, that it is a culture that many would not even realise they are a part of. In that, they do not realise that their beliefs actually minimise the crime of rape, or even reject it. As an example, someone saying that a young woman wearing a see through dress is just ‘asking for it’. Which could be interpreted as having the belief that if she was raped, its her own fault for wearing a see through dress. That person might find rape an abhorrent act, and yet fail to see that their belief actually supports it in some circumstances.

Excellent article. I am strongly opposed to binding referenda for the reasons pointed out. Whilst I accept that government represents the people, it must also be allowed to operate, which means at times, it must enforce legislation that not all will agree with.

The example I frequently use is paying income tax. None of us want to pay it. Many of us, but not the majority understand that it is a necessity – a lot do not understand the balance required and so if presented with a referendum that states “should paying tax be voluntary”, they may just be silly enough to agree – and cripple the government.

There should always be room for referenda in society, but only when they are of such quality that they represent reality, rather than poorly worded documents that only a minority agree with. Such referenda should rightfully be able to be ignored. Of course whether ignoring it was the right thing to do, or not, would be indicated at the next general election.

Juidth, what I am asking is for Pete – who has been posting about “rape culture” and discussing it for at least 17 months – to clarify some his basic tenets concerning “rape culture”. Pete obviously feels very strongly about it; therefore I would imagine that in 17 months he has taken the time to consider what the term means TO HIM (not what it means to other people), whether we do indeed have such a culture in New Zealand, how widespread it is, who it applies to, who it DOESN’T apply to, who is responsible and in what way, and so on.

Frankly, I find it quite stunning that someone who posts frequently on the subject of rape culture, has posted countless examples of what he considers to be “rape culture”, has accused several other people of demonstrating rape culture behaviour, opines that rape culture has been embedded in our culture for so long many (men especially) aren’t even aware of it (but it still exists), has stated that possibly a majority of men aid rape culture … can not even explain the term rape culture or provide a definition that he agrees with.

I agree with David Round.

Binding referendums are often criticised on the ground that voters can thereby demand the impossible; can demand, for example ~ the Californian example again ~ both that taxes be reduced and that government expenditure be increased. This is a good point. Chaos can ensue if the impossible is demanded. In fairness, though, elected governments, just as much as citizens in referendums, can live beyond their means, ‘borrow and hope’, and generally do stupid things; the phenomenon is not restricted merely to decisions of the feckless people. Let us be careful to avoid snobbery here. Are we democrats or are we not? I am not automatically convinced that our increasingly narrow and self-focussed political class necessarily knows any better than citizen voters; when it comes to the general shape of policy, at least.

A second reply is that it is not just California that has binding referendums written into its state constitution. A moment’s research ~ let your fingers do the walking! ~ will reveal that many very respectable European countries have some provision in their constitutions for referendums. Switzerland, in particular, has binding referendums at the national, cantonal and municipal level. I omit the fascinating details; the point I am making here is that Switzerland is a prosperous, well-governed and sensible country where the availability of binding referendums has not led to disaster. When used by responsible and thoughtful citizens, binding referendums can enhance both good government and human happiness, since politicians are readier to be reasonable if they are aware that a referendum might follow unwise decisions, and citizens are happier knowing that their direct participation in government is useful and important and always available.

Bear in mind, too, that underlying the criticism that voters will make ill-informed and impractical decisions is the unspoken fear that voters will just reject the policies of the politically-correct ruling liberal caste. The fear is that if you give the common people referendums they will only do what the Swiss did and vote against mosques having minarets. I am afraid I do not see why the decision should not be the people’s.

I will bet that the invitees did not include the world’s foremost expert on malaria, Prof. Paul Reiter at the Pasteur Institute in Paris. Paul Reiter, incidentally, is an Englishman, and a very approachable, and patient fellow – especially if questions are posed “with clean hands”, information sought, and comments are devoid of idiotic links to papers by dummies.

The PC brigade have succeeded in criminalising speech in a number of formerly western liberal democracies. And where it is not criminal the media ,politicians ,academics etc are shutting down debate using race hate as the excuse.

But when it comes to a traditionally western institution or imagery then we are fair game. Think Virgin in a condom as oppossed to Mohamed cartoons.Virgin was cited as a case of free speech and was allowed in what is pretended to be a museum of the people of New Zealand. I can’t imagine them allowing a Mohamed in a Ham Sandwich! In fact there is no way they would “give offence” to that lot.But to Christians? That’s a human right.

Stop being sorry for being white or male or middle class or successful.Our rights are being slowly but surely eroded.Every apology is another nail in the coffin.

Actually, according to a report by Carol Shakeshaft commissioned by the U.S Dept of Education, abuse by teachers is likely 100 times worse than that of priests.

Mr Craig wants to enter the political contest. It is one where there are very few concessions. If he wants to play with the big boys, then he really needs to suck up his criticism and learn to be guarded in what he says, unless of course he can provide evidence that totally supports his assumptions.

As a potential MP, he should be aware that if anything he says can be twisted and given an alternative meaning, and be used to mock him – it will be.

His statements about moon landings etc demonstrate to me that he is not ready for a life in politics – being told to put those statements to one side and look at the positive he offers, is stupid. It doesn’t matter what sensible things he maybe offering, if he doesn’t have the ability to withstand the criticism at this stage, he will not survive once the real game begins and will therefore not be an effective MP.

Pete – some of it I agree with; some of it is wrong; some of it is confusing; some of it is taking the statements of one person and blowing them out of all proportion and saying “Oh no, we have a MASSIVE PROBLEM!!!”; some of it is very focussed, taking a problem that affects many many different areas and cultures and people and implying that it is only concerning when applied to rape; some of it is based on false assumptions; some of it based on false presumptions; some of it uses statistics that have been called into question many times.

What do you agree with, and disagree with? Do you agree, for example, with the statement that rape culture is “the whole set of ideas we have around sexuality and violence and rape that normalise rape and make it acceptable, and at the same time, almost invisible.”?

Conservatives . . 3 more years boys.

The PiMPs seem to be leeching votes from Labour and Greens. Hone might get Harre, Sykes and Minto in on his coat-tails, but there’ll be 3 less nutbars from Labour/Greens so at the end of the day what’s the difference?
Of course Labour might decide to actively campaign for Te Tai Tokerau, which would mean less PiMP nutbars and more Labour nutbars.

re: Legislative changes since 2008 that have allowed NZ at local and central government to become more exposed to the derivatives market.

Please be advised that under the Local Government Official Information and Meetings Act 1987, I have recently received a reply from Auckland Council, dated 14 August 2014,
( Auckland Council Official Information Request No. 9000130643)

– which reveals the following information:

My LGOIMA request question:

” 6) Please provide the information which confirms exactly how much Auckland Council has been exposed to the derivatives market since 1 November 2010.”

Auckland Council reply:

“Interest rate swaps are used to manage interest rate exposures on Council debt.

The total notional value of interest rate risk management instruments (swaps) including forward start swaps is $5.8 billion and the average term to is 6.4 years.

Total “live” swaps at 30 June 2014 are $3.2 billion.

The forward start swaps of $2.6 billion will lock in the interest rate on future borrowings. ”

Please provide the following information:

1) All legislative changes enacted since the John Key led National Government took office in 2008, which have facilitated, enabled, encouraged or generally made it easier, for New Zealand at local and central government level (including Crown Entities, and State-Owned Enterprises) to become exposed to the derivatives market, in any/all way, shape or form.

2) The names of the banks, financial institutions and the like, which have facilitated, enabled and/or provided derivatives market services, in any form, since the John Key led National Government took office in 2008.

3) As of today, 28 August 2014, the total current amount of exposure to the derivatives market held by the NZ Government, at central government level (including, but not limited to, Crown Entities, and State-Owned Enterprises).

4) As of 18 November 2008 (the day before the John Key led National Government took office), the total current amount of exposure to the derivatives market held by the NZ Government, at central government level (including, but not limited to, Crown Entities, and State-Owned Enterprises).

I have heard the arguments attached to BCIR. I too was once sceptical about allowing the people a voice but as NZ is made up of 4.5 million people of equal value I decided they should be allowed a voice.

As we have MMP the dog electoral system and both Labour and National have proven they cannot be trusted on any level I think BCIR with a 66% threshold and cool-down period is well worth the risk for democracy.

If the issue going to referendum is worthy and there is independent scrutiny of the pros and cons it must be good for NZ. Just look at the history of parliamentary abuse we have endured on the referendums to date. Bring it on I say.

lacks the ‘devilish detail’ which I specifically requested:

The ‘Debt Composition’ has been aggregated, and the exact names of those whom have provided ‘domestic funding’ and for what purposes, has NOT been provided.

Those whom are listed as having provided ‘Domestic funding’ are grouped as follows:

Bank Facilities
Local Banks
Public and financial institutions
Banks and institutional investors
Crown Electric Multiple Unit facility
Local Government Funding Agency
Offshore superfunds and institutional investors

(The total debt is now $5,553 MILLION )

1) Please provide the NAMES of each bank/company/financial institution/institutional investor listed within each of the above-mentioned groupings.

2) Please provide the exact amount(s) borrowed from each of the bank/company/financial institution/institutional investor listed within each of the above-mentioned groupings.

3) Please provide the information which confirms for exactly what purpose, this ‘domestic funding’ was arranged, with each of the bank/company/financial institution/institutional investor listed within each of the above-mentioned groupings.

7) Please provide the information which confirms that the ‘Treasury’ of Auckland Council has been compliant with the Public Records Act 2005, since 1 November 2010.

Auckland Council reply:

“Audit NZ annually review and audit the work of Auckland Councils Treasury Team to ensure policies and procedures are adhered to.”

With all due respect, compliance with the LAW is not the same as adherence to ‘policies and procedures’.

Currently, those responsible for administering the Public Records Act are NOT ‘Audit NZ’ – but the National Office of the Archives, now attached to the Department of Internal Affairs.

Please answer the question, and provide the information that was requested.

A bit of light relief

Hone Harawira was visiting a Northern primary school and the class was in the middle of a discussion related to words and their meanings.

The teacher asked Hone if he would like to lead the discussion on the word ‘Tragedy’..

So our future illustrious leader asked the class for an example of a ‘Tragedy’.

Manu, a little boy stood up and offered: ‘If my best friend, who lives on a farm, is playin’ in the field and a tractor runs over him and kills him, that would be a tragedy.’

‘Incorrect,’ said Hone… ‘That would be an accident.’

A little girl raised her hand: ‘If a school bus carrying fifty children drove over a cliff, killing everybody inside, that would be a tragedy.’

‘I’m afraid not’, explained Hone ‘that’s what we would refer to as a great loss’.

The room went silent. No other children volunteered. Hone searched the room.

‘Isn’t there someone here who can give me an example of a tragedy?’

Finally, at the back of the room, little Johnny raised his hand and said:

‘If a plane carrying you and Kim Dotcom was struck by a ‘friendly fire’ missile & blown to smithereens, that would be a tragedy…’

‘Fantastic’ exclaimed Hone ‘and can you tell me why that would be a tragedy?’

‘Well’, said Johnny, ‘it has to be a tragedy, because it certainly wouldn’t be a great loss, and it probably wouldn’t be an accident either!’

It lets you customise your timeline by letting you choose what type of content you see. So you can choose a mix of stories, videos, tweets, statistics and fixtures, or all of them if you can’t enough of the boys in black.

Perhaps you could take one for the team, if you’ll excuse the pun, and let us know whether any off-the-field content is included?

However, someone here keeps on hijacking General Debate into ‘Rape Culture’ Debate, wonder why?
I would like to know more about United Future and where they stand in issues other than the rape culture.
