Why? Apart from one item in regard to Water Care, there appears to be no other instance of so-called corruption she has exposed.
That Auckland Transport lists contracts in a certain way, as suggested by law, does not seem to be personally linked to Bright.
And we are yet to see one comment from her on the one item she is fully aware of: Auckland City Council’s utter fucking inability to collect rates due for six years 🙂

Well PM Key, perhaps if you and Helen Clark hadn’t spent the last 15 years inflating a colossal housing bubble and flooding the country with immigrants, putting a premium on available land, then perhaps the “Kiwi Dream” wouldn’t be dying in front of our very eyes.

The other, more sensible option would be to strictly limit immigration and raise interest rates so prices can become more closely aligned to salaries. The problem is though that’d probably bankrupt the country due to the massive debts Helen & Key have hung round the necks of future generations to fund middle class welfare and treaty settlements – much better (if they want to get elected) to artificially depress interest rates to sustain the illusion and call it “growth”.

With the increased forcing of people into Apartments, this can only signal that New Zealand is being forced into an “Agenda 21” future at the whims of our political elite:

EAD you don’t need to limit immigration all you need to is tell the 40,000 people granted residence each and every year that for the next ten years they can live anywhere in NZ except Auckland. And that’s administratively simple because all you do is design the points system so that it happens that way.

People who haven’t seen it might like this series. It covers the workings of Whitehall. This last one covers the rise of the power of the special political advisers over the permanent secretaries which happened during Blair’s term. And as we all know Hulun modelled a lot of her govt on The Third Way so one wonders if the same thing has also happened here.

It is General Debate so I can have my gripe about Fonterra.
Anybody notice the rationing of Lewis Road Creamery’s chocolate milk, manufactured in conjunction with Whittakers’ chocolate?
Stop and think how this little dairy company, from out the arse end of Te Teko, can be so successful with consumer products whereas Fonterra’s effort is so abysmal. Demand is so high that they have had to use another small privately owned dairy company, viz Green Valley at Mangatawhiri, to handle the volume demanded.
Forty years ago the NZ Co-Op Dairy Co was urged to diversify their product range. Then that monolithic structure morphed into Fonterra and they still, 40 years later, specialise in converting milk into powder and sticking it in a multitude of containers, with all the marketing skills of Genghis Khan.
Fonterra’s yoghurt does not within a bull’s roar of Zany Zeus of Moera. Moera? In the Hutt Valley? Yep! Their range of consumer products is so far ahead of Fonterra it is a joke. Zany Zeus’ feta is the best feta outside of Epirus. I recall mentioning at the Fonterra stand at the Fieldays that their feta was too salty. The dimwit on the stand told me that feta was a Greek word meaning salt. The dimwit was offended when I replied that if I wanted to listen to shit, I would fart. Actually, feta means slice.

Hard to believe isn’t it Reid that a country of our size is becoming another quangoland like Britain with unelected officials able to enforce and enact UN legislation without the bother of consulting elected representatives or the public first. Just like the “clean air act” or “gay marriage” etc. which were all laws passed at the same time in other countries (pure coincidence!) without any democratic mandate..

Labour/National, Democrat/Republican, Labour/Tory, Labour/Liberal – doesn’t matter what country, all kowtowing to UN diktats. We are in effect ruled by a one-world government with the political establishment and their stooges trying to prevent the public from becoming aware of who now rules us and why.

I don’t think it’s that simple. Perhaps you can control where they live when they first arrive but after that it gets much more difficult.

How do you control and dictate where people can’t live, at all let alone for ten years?
How do you define “live”?
How long would visits or work requirements be to cross the “live” threshold?
Would everyone in the household be restricted, even after they are old enough to leave home?
What would be the impact on Auckland University (students and staff)?

And why should the Government dictate where people can’t live at all?

There would also be major implications for filling sought after skills shortages when many of those are in Auckland.

Because they’re fucking foreigners Pete who CHOOSE to come here and when in Rome you do what the Romans fucking tell you to do or you don’t come – no one is forcing them to apply for residence. The reason why something needs to happen is because this is the driver behind Auckland’s mental property market and the politicians don’t tell you because in so doing they will piss off every property owner in NZ’s main political market.

But we’re talking about 40,000 people WITH MONEY coming in EACH YEAR and ALL wanting to live in Akld. WTF does anyone think is going to happen?

And if its supply as the disingenuous politicians and their muppet followers pretend, then WHY have these outrageous rises only just started happening now? Auckland has had a significantly high rising property market since the 1980’s, but it’s gone completely mental in the last five. Why? What’s different now? The difference is the Chinese WITH MONEY wanting to come and the increasing numbers of yanks and Europeans who have had a gutsful of their homelands and want to live at the bottom of the world because hopefully when the shit hits the fan which it will in any number of ways we’ll be relatively better off than the people in their former homes will be. That’s why.

And since this is generating a two speed economy the politicians owe it to the majority of the population which – newsflash – lives outside of Auckland, to do something about it. But the gutless pricks won’t. You think about 40,000 people with money each and every year settling up and down the country, for the next ten years. You think what a difference that would make – to the country.

And as for being difficult, we can make any rule we like, we can change the immigration act, we can do whatever the fuck we want because this is OUR country not theirs.

Imagine if this was some polynesian bloke who worked as a labourer. He’d be convicted and possibly jailed.

This guy bottled another person and that fact stands whether he gets a conviction or not and midcentral health should certainly not give the promotion just because he escaped due to his job.

While she may not have uncovered any particular corruption I think it is good to have people like her around to keep jumped up council staff on the level.

I agree with you. It is interesting that the guy /people behind the Lewis Road products is an ex Satchi ad man (or one of the big ad companies) like the guy who built the vodka product. They know you start with a great product and then they know how to build and “milk” the brand (no pun intended !).
I’m not sure what the problem is with Fonterra — the added value issue has been around since my Massey Uni days in the 70’s. Across the road was the Dairy Research Institute with world leading research , including Product Development aimed at adding value. Tatua Dairy in the Waikato has really believed in the idea and has been successful ( I’m not up to date but I think they are still going strong).
Maybe the issue for Fonterra is that they are far too big to be the innovative consumer product business that is needed to drive added value. They are always going to have to produce the volumes of milk powder simply because of the arrival of large volumes of milk each day but it is what they do with the milk powder ( an intermediary product/raw material) that counts.

If they were forced to go elsewhere we would just move the housing problems elsewhere.

Surely the best option is to fix the housing problem where most of the work is and where many immigrants want to move to.

And the benefit is, we wouldn’t any longer be creating a 2 speed economy via a non-productive asset because while housing is a vital necessity, it does not actually produce anything, it just sits there, year after year, doing what houses do.

An excellent overview of the convergence of evidence that points to the Doensk rebels complicity in downing of M17. This is of course without prejudice to the Dutch Board of Safety enquiry continuing at the moment.
An important point is that downing was accidental and not as far as evidence so far shows as deliberate ..

Some points regarding the circumstantial evidence pointing to the rebels.:

1 . M17 was downed over rebel held territory.

2. The rebels had downed a Ukrainian An 26 Military transporter using an anti aircraft missile system not long before.It was flying at c 20,000 ft .Plus a sundry list of Helicopters and SU25 but likely with shoulder anti aircraft launchers..As with the A26 it demonstrates some familiarity with the Buk system with ( likely ) or without Russian help.

3. I distinctly recall a the time of the tragedy Voice of Russia online proudly boasting the Rebels capturing a Ukrainian a BUK launcher.some months earlier The article with photos was taken down and removed. Why.?

4. As my link shows Rebel Commanders have admitted as much .

5. The Kremlin has claimed that witness saw that Ukrainian Su 25s down M17 .It does not stack up.Why.? There was cloud cover at the time and at 30,000 ft M17 so it wasn’t readily visible and at that height it would be to small to see let alone the much smaller Su 25s. Besides a Mig 29 or Su 17 would be far , far more suitable for this kind of intercept.Also the following Air India flight failed to pick up the presence of aircraft other than M17 on its radar.

It probably has quite a lot to do with things. If they are forced to live away from Auckland, away from where much of the high skilled work is, away from where their family and friends may already be living, then many won’t come.

And while that might ease the strain on Auckland’s housing market it will cause problems for Auckland’s economy, which will cause problems for New Zealand’s economy.

I would personally prefer our population growth and immigration was spread around the country more but I don’t think it’s a good idea to try and force people to leave in particular areas.

And there’s another problem. While some including myself would like to see development and growth in Dunedin the city has been and is fairly anti-development. This is rife in the city council which happens to be Green dominated and there is a hard core of anti-development people who know how to use the RMA system to oppose development and deter development.

So if the government forced say a thousand immigrants a year who would otherwise go to Auckland to go to Dunedin there would not be the jobs nor the housing for them, and slim prospects of development to support them. If they rode bikes around the city the council would be happy but the city would keep dying economically.

Like most normal people in the community, I have trouble in establishing just what planet it is you live on!

Your strident outpouring of crap on illegal immigrants is incredibly offensive to the vast majority of Australians, which is why you and your nutter mates Milne, Bandt, Brown, Rhiannon and co, attract only 8% of the national vote, and they are the extreme looney left in our community, to whom you obviously relate.

The majority of illegal immigrants come from Muslim countries from, which in case you haven’t noticed, 99% of all terrorists emanate. Every muslim country in the Middle East is in total turmoil and, with notably few exceptions, are poor, violent, and have not been able to govern themselves for centuries. Their vile islamic religion with its jihad and fatwah spew forth hatred and terror across the world, and anybody who does not follow their crazy doctrine is considered an infidel and should be executed and Allah is obviously quite OK with that, yet you are in the forefront in assisting more of them to come here?

Muslim immigration into civilized western societies is a huge drain on the welfare systems of those countries, syphoning off much needed funds for our own disadvantaged people. The majority of muslims in western countries are unemployed and unemployable, they create unrest, squalor and dependence on welfare.

In Denmark the muslim population is around 5% yet they account for around 75% of that country’s welfare payments.

Muslims refuse to recognize the elected governments of democratic countries and have allegience only to their despicable Allah and their vile sharia law, yet they are all happy to live on the public tit in any western country they can infiltrate.

Last time I looked, the muslim community is the only ethnic group to have its own dedicated police task force (Sydney’s middle east crime squad) to deal with the anti social criminality that is rife among all muslim ghettos in western countries.

Witness the two muslim maniacs that hacked a decorated soldier to death in the UK last year? I suppose you would let them out on probation to be rehabilitated.

And what about the subjugation of women who are treated as mere chattels by muslim men, with children being dragooned into forced marriages, in many instances with men they have never met… Are you OK with that?

The European migrants that came here from Europe after the second world war assimilated into Australian society and made this country what it is today, and I as a 6th generation Australian of 71 and married to a Dutch woman, greatly admire those people.

You keep harping on about discrimination and on that subject we can agree with one point of difference: there is not enough of it. The regular executions and drive by shootings in Sydney’s western suburbs, the drug dealing and organized crime that necessitated a special police task force, the draining our welfare system, are all due to muslim immigrants.

And there you are with your bleeding heart all over our television screens castigating Tony Abbott for protecting Australia’s sovereignty and preventing the massive drain that unemployed muslims place on our scarce welfare resources that can certainly be used for much more deserving causes.

Get this through your dumb green skull! The vast majority of Australians do not want muslim immigration into this country, and if a referendum on this issue were held tomorrow, you and your scaly mates know damn well what the result would be.

So give us all a break and refrain from your pathetic outpouring in support of illegal immigrants, the vast majority of whom are muslim, we could give a rat’s arse, and you and your nutter associates in the greens are a disgrace to this country!

Bright says the only way she is going to back down on her rates protest is if Auckland Council begins publishing contractor lists, though she says the council has now offered her the option of a “rates postponement” rather than her being forced to sell her home.

“Until I see the same details on Auckland Council’s website, and all the council-controlled organisations’ websites, I will not consider their offer of rates postponement,” she said.

Bright maintains councils that don’t publish contract lists are breaking the Local Government Act 2002, which is unequivocal about the obligations to open government that local councils are under.

It states that: “In performing its role, a local authority must . . . conduct its business in an open, transparent, and democratically accountable manner.”

“I get $20,000 in penalties for not following the law. Where are the penalties for the councils not complying with the law for all these years?” Bright asked.

For Bright, the contract lists would be a step in the right direction, but she wants even more transparency. She was successful in prompting the council to begin publishing a public register of councillors’ pecuniary interests, something MPs have long done, but she believes that must be extended to include council executives tasked with handing out contracts.

Local Government (Rating) Act 2002

Purpose

The purpose of this Act is to promote the purpose of local government set out in the Local Government Act 2002 by

(b)ensuring that rates are set in accordance with decisions that are made in a transparent and consultative manner:

(c)providing for processes and information to enable ratepayers to identify and understand their liability for rates.

10 Purpose of local government

(1)The purpose of local government is—

(a)to enable democratic local decision-making and action by, and on behalf of, communities; and

(b)to meet the current and future needs of communities for good-quality local infrastructure, local public services, and
performance of regulatory functions in a way that is most cost-effective for households and businesses.

(2)In this Act, good-quality, in relation to local infrastructure, local public services, and performance of regulatory functions, means infrastructure, services, and performance that are—

(a)efficient; and
(b)effective; and
(c)appropriate to present and anticipated future circumstances.

14 Principles relating to local authorities

(1)In performing its role, a local authority must act in accordance with the following principles:

(a)a local authority should—

(i)conduct its business in an open, transparent, and democratically accountable manner; and

(ii)give effect to its identified priorities and desired outcomes in an efficient and effective manner:

(f) a local authority should undertake any commercial transactions in accordance with sound business practices; and

(fa) a local authority should periodically—

(i)assess the expected returns to the authority from investing in, or undertaking, a commercial activity; and

(ii)satisfy itself that the expected returns are likely to outweigh the risks inherent in the investment or activity; and

(g)a local authority should ensure prudent stewardship and the efficient and effective use of its resources in the interests
of its district or region, including by planning effectively for the future management of its assets; and

(2)If any of these principles conflict in any particular case, the local authority should resolve the conflict in accordance with the principle in subsection (1)(a)(i).

17Requirement to create and maintain records

(1)Every public office and local authority must create and maintain full and accurate records of its affairs, in accordance with normal, prudent business practice, including the records of any matter that is contracted out to an independent contractor.

(2)Every public office must maintain in an accessible form, so as to be able to be used for subsequent reference, all public records that are in its control, until their disposal is authorised by or under this Act or required by or under another Act.

(3)Every local authority must maintain in an accessible form, so as to be able to be used for subsequent reference, all protected records that are in its control, until their disposal is authorised by or under this Act.

42 Chief executive

(1)A local authority must, in accordance with clauses 33 and 34 of Schedule 7, appoint a chief executive.

(2)A chief executive appointed under subsection (1) is responsible to his or her local authority for—

(a)implementing the decisions of the local authority; and

(b)providing advice to members of the local authority and to its community boards, if any; and

(c)ensuring that all responsibilities, duties, and powers delegated to him or her or to any person employed by the local
authority, or imposed or conferred by an Act, regulation, or bylaw, are properly performed or exercised; and

(d)ensuring the effective and efficient management of the activities of the local authority; and

(e)maintaining systems to enable effective planning and accurate reporting of the financial and service performance of the
local authority; and

(f)providing leadership for the staff of the local authority; and

(4)For the purposes of any other Act, a chief executive appointed under this section is the principal administrative officer of the local authority.

Now, ask yourselves, Kiwibloggers, how come if the Mayor and ALL Auckland Councillors swore the following oath at the public ‘swearing in’ ceremony, held on 30 October 2013 at the Auckland Town Hall :

“I declare that I will faithfully and impartially, and according to the best of my skill and judgement, execute and perform, in the best interests of (region, district, community) the powers, authorities and duties vested in or imposed upon, me as (mayor, chairperson or member) of the (local authority, local board, community board) by virtue of the Local Government Act 2002, the Local Government Official Information and Meetings Act 1987 or any other Act.”

– that they’re NOT doing their jobs, and their above-mentioned statutory duties to ensure ‘open, transparent and democratically-accountable’ local government are NOT being ‘executed and performed’?

Got any other ideas about how to hold elected representatives (and Auckland Council CEO) accountable to the LAW?

It appears that my one person ‘rates revolt’ for transparency in rates spending, is getting a lot more traction than anything else to date?

Not a good look that I have ended up having to put my freehold home on the line, to fight for transparency in the biggest city in the supposedly ‘least corrupt country in the world’?

Actually Penny is quite right. Only the contractors and councilors will complain.
The law says they must do it but council’s seem to be above the law when it suits them. It’s our money after all.

And bruv you spend half your life here complaining and giving others advice.
Why don’t you back Penny when the Law is being broken by the very people you complain about.

renderer: 2002, at least you got the right century, a little out on the year and the month. Only just over a decade though, apart from that – very quick off the mark. I knew a ‘renderer’ once he use render down bullshit and turn it into bullshit, so bright you could have expected the bloke was a scientist. He told me once when he had practised turning bullcrap into bullcrap for half a century, he had a secret plan to turn horse manure into bullcrap as well. Have to like a guy that ambitious.

There’s no reason, providing the economics work. However, it’s just much more difficult to build equity through capital gain, that’s all. Dunedin may be quite different for all I know, but in most NZ cities – those with ongoing growth – the prime financial value of a home is overwhelmingly in the land, which is a finite commodity. Land appreciates in real terms, whereas ‘improvements’ (buildings) depreciate inexorably and must be maintained and (usually) replaced ultimately.

Because each central-city apartment has the equivalent of a postage-stamp area of land, it loses the essential driver of capital growth available to a house on even one of today’s smaller sections. Younger first-home buyers are being allowed to believe, by omission, that an apartment will appreciate in the same manner as a house with land. It won’t, and there are many apartments that struggle to even hold their value in real terms. “Starting modest” is more likely to become “remaining modest” in respect of the home’s contribution to an individual’s overall wealth creation over 25-30 years of home ownership.

John Key’s recommendation to young buyers to start home ownership with an apartment may make sense in terms of their lower capital outlay and the hurdle of the mortgage deposit level. But it is misleading to make such a suggestion to amateurs who lack a simple understanding of the ratio of freehold land value to the total value of a property. Many will be badly disappointed over the medium term by following such advice. Far better to “start modest” with a humble bungalow – preferably with upgrade potential – on a small section in an unfancied suburb, with good connections to the City and to main arterial routes that will underpin future value growth.

cg – it’s not just land value appreciation that allows you to build equity. Over time you pay off your mortgage, increasing your equity. And wage inflation also makes it easier to pay off capital and work towards a deposit on a better property.

Sure when property prices escalate it makes it harder, and better supply of more land is important to reduce that disproportionate component of the price, but there’s mays of getting on the property ladder.

It’s far less of a problem in Dunedin (and other provincial areas). Recently I know two people (family) with young families who have bought their first houses – modest but good first homes with scope for improving their capital value, another common way working your way up.

Young people coming out of university could do well to consider the potential advantages of getting their first jobs in the provinces if property is a priority. Wages may be lower but it’s far easier to get a start on the ladder, build equity and work your way up to Auckland if that’s where you want to go.

It’s not easy now for sure – but at times in my life (over the last forty years) property ownership has been tough to manage financially.

None of us are guaranteed (nor ever have been) our dream home with no financial pressure.

I accept that, which is why I limited my relevant comments to the capital gain aspect. Many young buyers do not understand valuation differences between an apartment and a house with its own land. They tend to think that buying their own apartment is a certain route to financial security. It’s not (nor is a house, but it’s got a little more going for it).

Apartments have valid roles to play in the housing market. But why shouldn’t naive potential buyers be alerted to relevant and important issues involved? I’m disappointed that our trusted PM stepped into recommending apartments without qualifying his statements.

(And all this ignores potential Body Corporate problems down the track ….. with your own legally-unconnected home, you are in control!)
