New Plymouth mayor has taken his fight for Maori representation a step further, calling for a law change so up to half of all councillors in New Zealand are Maori.

Fiji has just ended an system that divided people up on the basis of their bloodline, but Mr Judd wants to extend and entrench such a system here.
