Radio NZ reported:

Data has revealed caught 5000 drivers breaking their restricted licence by carrying passengers when they shouldn’t last year – and prosecuted just one of them.

So that’s a 0.02% prosecution rate!

An response shows they issued written warnings to 10.

And a 0.2% warning rate

Restricted drivers tend to be young and inexperienced. They should not be driving at night or with passengers. They will do so, unless there are consequences for breaking the rules.
