Very good deep (and long) interview here with who will be the new boss of NIH in the USA, Dr Bhattacharya. A real opponent of censorship as he was a prominent victim of it. He has plainly stated “Never lockdown again”. Such a change to the NZ epidemiologists who still won’t admit they stuffed up and helped destroy NZ as a united society.

  I will watch with interest as, I hope, will Shane Reti. Move fast and break things. After all, it’s what the 4th Labour Govt did. Many Lefties decry that some of the pain arose of the pace of change rather than the change itself, and I’m inclined to agree. But, as IIRC Roger Douglas said, if they hadn’t moved fast, opposition would have organised to bog them down.

What a surprise, the HMNZS Manawanui was sunk due to human error.

The minister of defense’ original assertation that the explanation for the sinking, had to wait for the inquiry was BS. As i wrote at the time….. Collins knew from the Get go.

Collins’ interview on the report was full of weasel words and holes. She tried to explain the dei hire captain wasn’t on the bridge when the ship ran aground, then later slipped in the dei hire had been on the bridge but left, Interlinked with more waffle about which genders were in charge.

The sinking is not a gender issue. It is an incompetence issue.

Hiring people solely based on sex and serial orientation, will lead to more expensive disasters.

No doubt the public service is full of people hired for the wrong reasons.

    The RN and other navies used to have “Seamen Specialist Officers” aka A Salt Horse.

    Apart from the total length of service, very little is known about her background.
    Such as seatime, type of ships served on, rank on each ship and time in such a rank and so on. 3 years gap ashore before being appointed to HMNZS Manawanui would not contribute to her professional development either.

    Can a person be piloting a vessel if the autopilot is on? If said person is in charge and piloting then they should have and would have known that the autopilot was engaged…..surely?

      The issue was (as I understand) that when someone wanted to disengage the autopilot, they could just not simply press the button, they had to hold it down for so many seconds. So when the button did not respond there was panic. There was a train collision in the Australian black stump years years ago when the Indian Pacific collided with a stopped freight train. The problem was the freight train crew accidentally pressed a button too early and upon realising their mistake could not un-press it and had to watch while disaster unfolded. Fortunately no deaths but the Flying Doctor Service had to evacuate some injured passengers. Fortunately too there is now a decent state of the art solar powered signalling controlled from Adelaide and cell phone coverage that works obscenely well.

        No Taieri. It is well designed. You do not want the auto pilot to turn off after an accidental bump.
        
        The fact that they didn’t know it needed to be held down for a few seconds speaks volumes.

      That was the who point of ‘Pirates of Penzance’. Frederic eas supposed to have been apprenticed to a pilot (ie one who helps the crew guide a ship into a harbour) but instead was apprenticed to a pirate (which was an illegal indenture contract but that would have got in the way of a good story). Fredric being born 29 February was another complication as there was doubt as to his age.

  According to Collins, the person who was driving the boat when it grounded, and their immediate supervisor who was on the bridge at the time, were both males. I didn’t hear the bit about the captain ‘leaving the bridge’, just that they were not on the bridge at the time the fiasco played out. I suggest that if the captain had left the bridge during the time that the incident was presumably playing out in front of her then she’d be up on charges of dereliction of duty, cowardice etc etc etc.
  Anyway, the captain is responsible for the ship and everything that happens onboard the ship, including staff training or lack thereof.

  Speaking as an ex navy officer, Readers should know that the Captain is not usually on the bridge of their ship, with watches being carried out by qualified Bridge Watchkeeping officers. (I used to be one)
  
  While this does not absolve a Captain from ultimate responsibility in this sort of case, this does highlight the sort of massive consequence of a simple oversight.
  
  While we do know what happened, the questions will now be about how such a simple failure led to such a total loss. This will end a few careers.

      I dare say that the Captain was on the bridge when it became apparent that the ship was in danger, but the events that led to that situation may not have happened in the presence of the Captain.
      
      This, however, remains a matter of conjecture and is a matter for the upcoming military disciplinary hearings.
      
      I can only hope that the subsequent reports have the same sort of public transparency as we are seeing at the moment.

      That was an issue on the Cook Strait ferries some years back. The number of sailings was limited by the need for the Captain to be on the Bridge at key times otherwise he would have to work excessive hours. The problem was solved by having a relief Captain.

      perhaps because they ripped the guts out of the ship accelerating onto a reef. Wonder if there is still any diesel in there, or did those tanks rupture too?

    Having the ship in auto- pilot doing 10 knots in waters known to have underwater hazards and rough seas is not simple failure. According to RNZ report this morning the ship increased speed after the initial impact, then grounding itself a long way onto the reef.

      So apparently it’s more complicated than that.
      
      The ship used to be called the Edna Fonn. She was a resupply vessel for the oil and gas industry.
      She was fitted with Azipods, so there is no conventional rudder. Just two pods that can swivel and turn the propellers which have electric motors in a pod underneath the ship.
      You can turn the pods independently and through 360 degrees.
      
      The theory is that the autopilot had control of the swivel of the pods. The crew had control of the motor speed/throttle.
      The theory is the crew manually tried to set the Azipods to face reverse to stop the ship and put the throttle on full, expecting the ship to come to an abrupt halt. Except the autopilot had control of the direction that the pods were facing, full forward, and unbeknown to the crew. Hence why it went 10kts forward onto the reef. If it’s the same autopilot as what she was bought with, you have to hold the OFF button to disconnect for 2 seconds.
      The Azipod controllers are quite different too, there is no conventional wheel….
      
      The other question that’s popped up is why when the RNZN took delivery, did they actually pay for the full autopilot and station keeping package because in theory, this ship should have been able to do the entire survey safely on automatic pilot…. As well as what training did the crew get, as Azipods are not common on Naval vessels…

  Saw tv1 news last night. They referred once to a “commanding officer” being one of the three responsible. No name, no photo, no mention of her overall responsibility.
  
  Judith was still fizzing at the bung that no one died. No one died the day before, or the day after either. But we are a boat short , deeper in debt, and Samoa have a 1000 tonnes of fuel and a polluting ship left to rust at their front door.

  There is a reason for the manpower shortage in the NZDF and it can be sheeted back to the Ardern Govt directive for the Defence Forces to be 1st in the World DEI Hire organisation. I know personally quite a few career soldiers/service personnel who have had a gutsful of the B/S and left. Young people do not join the Defence Force to be “Indoctrinated” with LBQT rubbish, they join to shoot guns, fly jets and see the world.

    Exactly my thought too. How hopeless would you have to be to firstly set up the auto pilot to aim at a reef, and then to say “I don’t know how to turn it off”, or “I forgot”!!!

    It appears not going by this sinking and the Interislander grounding.
    
    And it appears not to be very intuitive to disconnect said autopilot either.
    In an aircraft, you can override the autopilot with the manual controls and it will disconnect with fanfare.. alerts and wailers…. But that brings it’s own issues…

      It’s pretty much the same on a ship. Visual and sound alarm will go off when ship diverts from the set course when in auto mode.
      
      In DP mode all sorts of alarms go off when any parameter is exceeded.

  Apparently, ship pilot training in NZ uses a simulator much like aircraft pilot simulators. And there’s only 1 simulator in NZ. Draw your own conclusions when you consider the other recent auto-pilot incident.

The military understands that humans are prone to failure, particularly under stress, which is why the military build systems and procedures which are self correcting and are immune to single points of failure. This is also why the military constantly train and hold drills – to ensure that the personnel execute these drills properly.

When these systems fail, then it is only one thing – a failure of leadership.

In my experience in the SA Army, one thing we took extremely seriously was making sure that rifles were not loaded (except of course in combat-ready situations):
* Whenever someone handed a rifle to another person they checked before handing it off.
* Whenever someone receives a rifle they check it (yes, even though the person handing it to you just checked 3 seconds ago).
* Whenever you put a rifle down, you check it.
* Pick it up? Check it.
* Get into a vehicle? Check it.
* Get out of a vehicle? Check it.
* Enter a building? Check it.
* Exit a building? Check it.

So most rifles get checked multiple times an hour. There is not one point of failure.

Everyone is required to abide by these rules.
Everyone is required to speak out if they see someone violating these rules.

I am aware of an incident in a South African Army training camp where a person on guard duty had been fooling around and mistakenly loaded his rifle. It ended up being discharged an hour later inside a building. Nobody got hurt.

The OC’s reaction was, in my opinion, astounding leadership.

He formed up the whole unit on the parade ground and said there would be opvok PT for the guilty parties (if you don’t know what opvok PT is, you can probably guess but Google will help you).

First, he called up the person who had discharged the rifle.
Then he called up the people who had been on guard duty with him.
Then he called up their training Corporals and Officers.
Then he joined them himself.

Then he said: “Everyone in this group, including me, failed to do their part in handling firearms safely. Some people failed by screwing around. Some people failed by not speaking out. Some people failed by not doing proper training. I was responsible for making sure all of that happened.”

He then picked up a sand bag and told the PT instructors to start the opvok.

That man was hard on his troops, hard on himself and the troops all loved him. An excellent leader.

  Some years ago my son asked if he could shoot some cans with the .22; I had taught him all the rules of firearm safety, and he was very careful. I got the rifle out of the safe, and said something like “Even though I am certain the chamber is empty you know you should never point it at someone right?” Then I pulled the trigger….and it fired.
  We both stood there stunned (I had just made a hole in the floor because I had followed rule number one: always point it in a safe direction). I scanned my memory trying to remember who had last used it. I am pretty sure it was me. How in God’s name I put it away with one up the spout I will never know.
  
  Thank God for always obeying those basic rules. Had I been acting the fool and pointed it at him, I would have a dead son.

    In Alaska I had a lot drummed into me before going to the range. Over two hours of instruction the evening before, with a new 9mm hand gun. First time shooting a pistol. Next day the slide got the top of my thumb. I was warned but sort of forgot. Siren wen, weapons down and step back. The safety guards thought I had shot my thumb off!
    Anyway, one thing I was told by one of our host family was never point a gun at someone unless you are going to use it – they are likely going to shoot back!

      Yes, all guns have one purpose – that is to kill. In my younger day I went hunting with a couple of my mates almost every weekend. I had had NOCTU training when I was at college & went through with my younger mates all safety precautions, & never had an accident.

Left Wellington a few years ago and was visiting recently. Was just wonderful to be back on Lambton Quay. Still gives me that buzz being down on the Quay. There was a great vibe due to a cruise ship being in town as well.

Was disturbed to hear from my friends that Tory Whanau is still going to box on with her pedestrianisation of this iconic strip, thus putting many livelihoods and the wider Wellington economy in jeopardy. Only for her to no doubt shoot through with this notch on her belt and enter parliament as a Green Party mp.

I haven’t heard from one single Wellingtonian in favour of doing what Whanau plans to do to Lambton Quay. Has she even any plans to provide parking and functioning traffic flows around this area? Of course not.

I went into the Brandon St library. A beautiful library, only to find FOUR sets of homeless people using it as their living room. Some of them lying prone on the bench seats so no one else could use the seats. Others decamped with all their backpack paraphernalia spread around the area as you go up the stairs. Staff helpless to actually move these people in to more appropriate locations.

You can only surmise that Lambton Quay will just become one great big homeless congregation point if they close off the traffic and as a result all the struggling retailers will get tipped over completely. Of course Whanau will have long shot through by that stage.

I would be appalled if I still lived in Wellington and were paying those sky high rates to fund this vanity project. I despair for Wellington if this batsh*t, hare brained project actually goes ahead on the jewel in Wellington’s crown.

I sincerely hope they run out of time to actually set a spade to anything near Lambton Quay and Whanau gets booted from power at the next election. However I’m not holding my breath. Wellington is full of voters with not one single bone of commercial reality and financial nous in their body. Just like Whanau.

  Whanau and her supporters voted to ‘rescope or revise’ some lower-value items while leaving the obscenely expensive Golden Mile revamp (take the projected cost and add at least $100 million onto it). They believe they have been tremendously clever, that the observer will go back to Brown with a glowing report about WCC’S newfound fiscal responsibility. Then they expect the whole thing will be forgotten and they’ll be free to vote through in full all the items they said they’d look at downsizing.

Wellington City’s finances — and those of other NZ local bodies — are trivial compared with what’s going on in China’s cities.

They are under a mountain of debt, and some are cutting services, including in some cases, at the hospitals they run.

Meanwhile, local governments are hurting from the fall in a traditional income source – land sales.

The Wall Street Journal says Chinese local governments have total hidden debt — off balance sheet and by other methods — of between $US7 trillion ($NZ11.8 trillion) and $US9 trillion ($NZ15.189 trillion).

(This is using the now common “short scale” version of “trillion” — a “million million” or a “thousand billion”.)

Monthly debt repayment across provinces reached 125 per cent of monthly revenue at some points last year, Victor Shih, Californian academic who researches China’s financial system, told the WSJ.

The Chinese Government has launched $US1.4 trillion ( about $NZ2.36 tr) of bonds to swap for local governments’ off-balance-sheet debt.

The US-financed Radio Free Asia explains China’s local government debt:

“… in the wake of the 2008 global financial crisis, the ruling Chinese Communist Party allowed them to set up local government financing vehicles, also known as local financing platforms.

“These government-backed investment companies were allowed to issue local bonds and to apply for bank loans to finance infrastructure projects that boosted local property values and with them government revenue from property sales and usage fees.

“But their debts never appeared on the books of local governments.

“In 2014, Beijing allowed local governments to borrow directly, mostly in the form of bonds, to reduce their dependence on these local platforms.”

In a 2008 financial stimulus plan Beijing required local governments to invest in stimulation projects, either by issuing bonds or borrowing from banks through “local financing platforms”. The International Monetary Fund reckons local government debt through these platforms reached $US8.3 trillion, or 47.6 per cent of GDP, according to Reuters.

  Do they not realise we are part of a global community? Educating kids to fit in with a narrow (Maori) view of everything is ridiculous. The international language is English whether they like it or not. If you are in aviation you need to be able communicate – and well – in English. I am pretty sure this will apply to most STEM based careers.

  On a visit to Japan, I noticed one little kid, who approached me, had Mickey Mouse on his t-shirt and when he had passed me on the footpath and I looked back, there was a back-view of Mickey Mouse on the back of his t-shirt.
  Similarly a taxi had TAXI on one side and IXAT on the other – a little screw-up I though – but no, the young man, who was assigned to me as a ‘Minder’, explained that the front of the word goes to the front of the vehicle.
  This is in a country that was changing from reading right to left to reading left to right, but also read in both vertical directions.
  It is a country that you suddenly appreciate may perceive the world a little differently than you.
  
  In another aspect, I got into a Crown Toyota the City Council provided for eight office staff to take the day of City Hall work to eagerly accompany me, as an alternative to their normal work of couse, to see a Samurai Castle in the next Prefecture. And as we backed out onto a main street, I wondered where the Minder was, and then realized he is standing in the lane behind the car, holding up a line of traffic whille we backed out, and then he gracefully bowed to the line of cars, and came to join us, while the traffic behind waited until me moved off.
  Back home here the poor bugger would have been severely honked at, if not run over several times.
  
  But in just mentioning this, I would be fascinated to know – “What is “the unique Māori way of viewing the world”, what is different, and also was it pre 1840 as well as after?”

  My whole objection to this folly neatly encapsulated by decolonisation proponents:
  
  “Success on this model is evidence that the university has more (permanent, high status) Māori staff, and students, teaches more Māori knowledge in more Māori ways, is a place where Māori assumptions and priorities are supported and resourced….”
  
  Success under a decolonised, an indigenised, education system is not a better, higher standard education for our young folk as measured against our international competitors, it’s not lower numbers of bridge failures, or lower numbers of aircraft falling out of the sky, it’s not even anything as banal as perhaps say lowering education costs to taxpayers – no, success under an indigenised education system is simply and merely jobs for the bros and them increasingly in charge of everything!
  
  If educational outcomes become worse, or we fail to educate our young folk sufficiently to enable them to compete internationally or in fact education costs to NZ families and taxpayers sharply rise, well, who cares! As long as we have jobs for the bros and they are in control that’s all that matters!
  
  Thea people are consumed with the means rather than the end! Control is all they care about, not the final product.
  
  May they rot and may we as a country just get this behind us as quickly as possible.
  
  This decolonisation cancer is leading us nowhere except to lower achievement, lower standards and massively increased costs to us all.

    I’m utterly disgusted that Auckland Uni will, from next year, require ALL students to take a Maori course. Good grief who are these nut jobs running the outfit? I am with David Seymour on this one, as he said he is so disappointed Auck Uni has devalued his degree with this nonsense and it serves it right to be rapidly sliding down the International University Ratings. A once prestigious University has been hijacked by Maori activists it seems. I am now wondering where on earth my grandchildren can go to avoid this ridiculous indoctrination.

  I didn’t even know the ship had Azipods!
  Autopilot – first, I am a boatie but in no way a ship person. My way of thinking is if the ship was in autopilot it should disable as soon as anything used for manual control is used. Similar to cruise control in a vehicle. Touch the brake or throttle and you have manual control. Silly idea? I don’t think so.

  Boo hoo. If what you’re doing has somehow come to the attention of the SFO then you probably shouldn’t be doing it. And if then you find the SFO action oppressive, then I have as much sympathy as I do for the recent gang members crying that police were rude and disrespectful.
  
  I’ll admit the court is merely interpreting law as they’re required to. But then they’ve recently shown themselves to unlawfully interpret law.

      I’ve never seen any footage of Kamala Harris or Hillary Clinton drunk but I remember MAGA supporters describing Pelosi as a drunk too so it seems to be quite a MAGA theme to describe female Democrats as drunks. Another of those labels MAGA supporters used to denigrate is “low IQ”, one of Trump’s favourite put-downs. But you only need to see Harris debate Trump or see her questioning of Bill Barr when Harris was a senator to see that she is a highly intelligent woman.

TVNZ+ is broadcaster for the 1st Test being played in Christchurch. It’s a pathetic shame they can’t bring themselves to identify the venue as being in Christchurch since all onscreen references are to Otautahi. Further, when they display the schedule for the test series, which has games also in Wellington and Hamilton, the non-Maori names of those cities are not to be seen.

There’s a huge audience in England for the test series and TNT Sports there are carrying the TVNZ+ feed so I suppose they’re wondering where this Otautahi place is and what does it have to do with Christchurch.

It’s just good old-fashioned cultural Marxism from the state broadcaster. The sooner they go down the better.

The NZH reports today that a sex offender has been sentenced. His lawyer sought the usual consideration for lack of previous convictions and volunteer work. Fortunately, the judge had heard that before, “Often people present well in society, they do good things, [but] all the while they continue to offend.” She noted his his lack of remorse and minimisation of his offending, but he still got a small discount.

Is it possible to change the rules for this so that previous good character, lack of conviction, and volunteer work don’t count for crimes committed in secret?
We know well that pretending to be a good citizen is exactly how people like this get access to the opportunities to offend. It should be considered an aggravating factor in their offending. They do it to make it more difficult for their victims to speak out, knowing people won’t want to believe such a thing of the “good bloke” they’ve known for so long.
We might get fewer volunteers, but they’d probably be more trustworthy.

The newly-adopted Instant Runoff Voting (IRV; our PV) to elect the mayor, and ranked-choice voting (RCV; our PR/STV) to elect the 12 councillors (from four three-seat districts) was a runaway success in Portland, OR.

The voters “elected the most representative council in the city’s history. The new 12-member city council is diverse by district, neighborhood, gender, race, age, homeownership, political experience, ideology, and more, reflecting the city’s demographics and viewpoints much more closely than prior councils.”

“The dozen councilors include three renters, five people of color, six women, eight millennials (one only 28 years old), and residents of twelve different neighborhoods.”

  I like the idea of ranking candidates. It puts the compromises in the hands of the voters. You like candidate B, but know they probably won’t get in. Who is your second choice? A, to the political left of B, or C, to their right?
  The winning candidate has more support, but also knows who they were second choice for, which should help steer their choices in office.
