Police use of pepper spray

I have not seen the TV3 footage, but this Herald article on how it shows a police officer pepper spraying a man who was already restrained and handcuffed is shocking by itself.

One wonders how wide-spread this practice may be – I mean it is unlikely that the one and only time it happened, it just happened to be caught by a passing TV cameraman.

You only use pepper spray in self defence or to protect others – not because the guy is just getting lippy.
