Winston doesn’t need to worry about budget bids

Most ministers have to put up a convincing, grovelling case in the Budget round to get their cause across the line. Peters appears able to make announcements before the numbers are even crunched.

Yep Labour Ministers need to make budget bids. NZ First Ministers announce publicly and then force Grant to fund it. did this with RSA funding and now Winston with his corporate for the racing industry.
