People living on the coast may see flooded sidewalks and streets more frequently this year due, in part, to El Nino conditions that are predicted to develop later this year, and from long-term sea level rise trends. The projected increase in high tide flooding in 2018 may be as much as 60 percent higher across U.S. coastlines as compared to typical flooding about 20 years ago, according to NOAA scientists.

Sounds like the forestry owners are going to have to clean up the slash after they’ve cut the trees down.

Another signal to industry NZ is a dead duck for investment. I wouldn’t plant another pine tree as of now on my place.

    Forestry has been under notice of new regulations about cleaning up the ‘slash’, for at least a year. There are maps showing areas of flood risk and tree harvesting has to be managed to minimise the risk. The forest that I am involved with is removing slash as each block of trees is felled. As a result, the hill sides (some extremely steep) are clean and the streams are too.
    And as G152 shows there is a use for it all.
    Erosion will occur on the bare hillsides too, which is one reason that forests are being replanted the first season after harvesting.

      Perhaps Flash that might be the case in your nick of the woods but on the mainland where most is planted on more remote steep country there is an unofficial burn off season. Distance smoke is frequently seen which is more eco friendly as it causes less pollution than that produced by rotting slash.

  I concur with your low opinion of Shane Jones, but I don’t agree that having to clean up the piles of slash being washed up at Tolaga is an unreasonable imposition on the industry.
  
  It was a great pile of slash like this that washed out the Wairoa bridge during Cyclone Bola in the 80s, creating mayhem for East Coast access until a new one was built at taxpayer expense.
  
  If the farming sector can take actions to stop stock waste and fertiliser run-off from entering waterways, then the forestry industry cowboys can pull finger too.

      Maybe one of the mills could have been located in Tolaga or Tokomaru. Lord knows those places could do with the industry.
      Investing in infrastructure in Eastland might go some way to boosting tourism as well.
      It’s beautiful country, just quite inaccessible and ill-equipped to cope with increased human numbers or decreased tree numbers.

    Sadly Shaun the Sheep the term forest management is lost completely on some of the cowboys in the industry. It was also apparent by the safety standards displayed by many where the percentage of injury/death were highest. Serious long term operators have specifically trained safety officers who often are from those who have completed the 13 module bushman’s course. Plus the company have safety rewards for the staff keeping periods accident free. While a tree is a tree a tree feller can just as easily be a tree fella. Eh bro.

  When I first arrived in Gisborne 4 years ago, I took the back road route to Tolaga Bay.
  I couldn’t believe my eyes (so I took lots of pics).
  The place looked like a nuclear explosion had hit – catchment after catchment clear felled of pine and bare steep country left waiting for the next rain.
  
  It’s not as if anyone is surprised that these young erodible hills end up in the valleys. We’ve known about this fragile country for nearly a century.
  What is surprising that communities swallowed the bull-shit after cyclone Bola that you could practice clear-fell forestry on this land.
  It’s time to put the east coast hills back into protective forests.

But if I rent from Housing NZ I can smoke anything including meth, and I can have a couple of Rottweilers.

  Hope HNZ has a large pool of drug counsellers ready and that HNZ has increased taxpayer funded budgets to pay for them.
  While, out in the real world, workers who are drug tested during their employment are stood down if they return a positive result and can lose pay.

        Not at all. The employer is treating them badly by subjecting them to tests that only measure whether they consumed a drug anytime in the last few days, or even weeks, effectively demanding the right to determine their activity outside of work hours. If they tested for alcohol that way, hardly any of us would be able to work or drive a car.

        In more than forty years working in the electricity distribution sector I’ve seen three fatalities and way too many near misses and I’d rate hangovers, problems at home and prescription medication as leading contributors to accidents. Drug addled runs a distant fourth.
        
        All three men who lost their lives were killed before morning smoko and they were all hung over AF.

      Ah, I see – you don’t understand how representative democracy works. In short: yes you do have a financial interest in their houses, along with upwards of four million other people whose interest is of equal value to yours. To make exercise of those interests workable, the interested parties elect representatives to act on their behalf, known as a “government.” Are you sure you didn’t know this already?     Private rental owners do lease them to Housing NZ. Never seen a HNZ lease specifically but that situation can make the owner a landlord and Housing NZ the property manager / agent of the owner.
    
    However, the term ‘landlord’ can be used for either the owner or the property manager. This is set down in the Residential Tenancies Act.

    – who owns HNZC? That would be the Crown
    – what function does the Crown serve? The Crown only exists in our democracy to serve the needs of the people of NZ

  No, and FWIW I consider Glucman to be a fool and a stooge.
  
  What he said was that by using Google and searching the worlds records he could find no well founded studies that living in a house with a “p” residue was harmful.
  
  Now that he found nothing, simply means that there has been no peer reviewed or otherwise studies on record that confirmed that it was harmful, does not mean that it’s ok.
  
  The issue going back was what level of contamination is acceptable and there were recommendations done last year that the level was too low. This caused the moral panic that the Tenancy Tribunal exacerbated which resulted in the removal of tenants and the industry of testing and all the aftermath of cleaning and replacement.
  
  What Twitford has done is to immediately use Glucman as an expert to say it’s fine to allow people to live in these houses so long as they were not used as labs.
  
  IMHO they are wrong and the level that was established last year at 1.5 was much more a likely safe level. It may be that if a scientific study was done the level could be higher or it could be lower but no one has ever done the work.

  If you read the report it says there was NO data on the effect of third hand exposure to meth.

    Property ownership has been part and parcel of the kiwi investment psyche for yonks. Clark, Goff and plenty of other Labour MPs were into rentals.
    
    If Labour wants a paradigm shift and a movement toward investment in productivity then it needs a coherent policy —especially on productivity. The facts that business confidence is falling and that the govt is making snap decisions on significant issues without taking business with them clearly show that the government has no productivity policy. Mum and Dad investors are not going to provide equity for business at current interest rates or in a political environment viewes as hostle to small and medium sized businesses.
    
    Come up with a credible and coherent policy that rewards productivity and added value and you might achieve something. Till then investors are happy to hop in their car and look at their own bricks and mortar.

    Good luck with seeing either of those options being introduced. I foresee a new income stream for accountants, and even more landlords exiting the industry.
    
    The 10 year period you mention would be heavily punitive presumably for the life of the asset to the point where making adjustments to the expense/income ratio in year 10 to make a small profit would be well worth while.
    
    Would Xero or its shares be an asset bought for the purposes of disposal? Or is it only residential property to be treated as special?

      One of the requirements established in the NZ court system to determine whether something is a business and whether it has tax deductable expenses is whether or not it is of a scale and nature for which profits are likely. If it is not then it is not a business and has no bussiness expenses that can be deducted.
      
      For instance if you have a 400 hectare dairy farm then that is for sure a business, its off sufficent size to be profitable, a 4 hectare beef farm is likely not a business, and that UTE you brought is not a tax deductable expense, its a hobby. Likewise if the market rates are such that your rental generates a rent-loss then you do not have an accomodation bussiness.
      
      And there is a very good argument, that if you are not in the accomodation business, and you are not a registered charity, that you are in the business of capital gains, in otherwords the asset is brought for disposal, and in that circumstance gains are taxable as taxable income.
      
      Generally speaking Shares are not taxed for gains unless held in an investment scheme, therefore ordinarily the gains aren’t taxable income, however for Xero since there is no income, nor does it make profit and retain the earnings, its very hard to argue that the shares were brought for income, as opposed to providing capital gains.
      
      So yes, I think the IRD would have grounds legally to collect tax on gains from private shareholders of XERO. It may or may not be punitive, and I am not saying it should be this way, but it is NZ tax law, and it is currently not enforced. The liability doesn’t dissapear as a result of non-enforcement.
      
      And I would agree with you, that the taxation system as currently written is complicated, it requires billions of dollars and an entire industry and profession to administed, a simple Sales tax could be administered for far less (99.999% automated), no more PR and Accounting departments and is a much harder tax to avoid or evade.

    Sure Trump has wheeled and dealed and negotiated some good reforms out of the Republicans, but at the end of the day both the Republicans and democrats are for big government and big spending and one man isn’t going to change that, the USA needs a few hundred Trump Jr’s to run for office in Congress and the senate to start making meaningful reforms.

Yeah you’re right I well remember Bola. It hit us bad.

But the simple fact of the matter is, if a forestry owner large or small has to clean up the slash he or she wouldn’t make a dollar in profit.

After the costs of extraction, and trucking to port there’s not a hell of a lot in a log and we have very good prices right now. If you want I’ll give you some numbers for getting the gear to the site, setting up the skid, wages for the loggers and transport (about to go up cheers Labour)

Just the same with gold mining or almost anything else in NZ; uneconomic due to the conditions placed.

You can’t have it both ways – you can work towards equity for the environment and the human but we have a footprint for our endeavours.

  If the trees can’t be planted and grown to harvest responsibly at reasonable return on investment, then maybe there is another use for that land and forestry needs to find more appropriate sites.

      The use is Protection forestry.
      i.e . Plant, then leave trees in the ground on steep erodible country.
      You mightn’t get an immediate return off your patch of hillslope, but you won’t be hammered with costs for stuffing-up streams/rivers/coasts/ roads, bridges, river flats and settlements.
      
      Because if Forestry can’t harvest and manage the land without endangering the livelihoods of folks downstream, then short-term production forestry needs to move to sites that can be managed economically (for all rate-/taxpayers).

But she was so proud of the fight put up by the Labour Candidate, as the old saying goes Jacinda their are only whimps and winners second best means nothing.

Their candidate stood just 8 months ago and has name recognition; and has lived here for 7 years; and was beaten by a relative no name from the other side of the bridge at his first attempt at campaigning who held the same vote percentage Coleman did 8 months ago. And that’s even with Jacinda fairy dust being sprinkled everywhere.

This is an incredible result and a massive bloody nose for Labour and the coalition. Massive. Halbert has tried, and failed, twice in 8 months without cutting into National’s vote at all.

This morning I listened to the new Northcote MP, Dan Bidois, talk to Wallace Chapman. I haven’t heard this guy before, not being my electrate, and I don’t expect he’ll be a leading light in National at least in the meantime.
Most of the conversation revolved around public transport and the regional petrol tax. He wanted bus & ferry fares reduced plus improved park & ride facilities increased, but he didn’t want the petrol tax instigated that is intended to pay for such things.
So where does the money come from and isn’t it a local body issue anyway?
Dan Bidois fell back on the usual source of mythical wealth handed down though the generations – more efficiency in the council.

  The developing story is that the official advice all along was that the testing levels were only for meth labs but HNZ saw a way to get people out of houses and renovate them under the guise of testing – and then sell them to meet guidelines for cash raised.
  When houses had been empty for 6 months they wer allowed to go through the sales process. The testing and reno process took 6 months !
  A md national ministers knew of this subterfuge, as there is a statement from English about wheter the guidelines ( meth testing) were correct which he soon refuted his own concerns.
  Money by selling houses in a rising market in Auckland was the motivation , meth testing was just a cover.

    I don’t know that my reading of the situation would accept that as a deliberate rationale. What is clear is that Housing NZ and government ministers were happy to capitalise on the moral panic surrounding this issue and that already vulnerable families have been further harmed as a result.
    It has been a most unhappy concatenation of scientific ignorance, deliberate panic stirred up by the bullshit meth-testing ‘industry’, widespread prejudice against state-house tenants, government pressure on Housing NZ to make more money from the assets, and Housing NZ managers forgetting about the purpose of their organisation.

      Their purpose should be to provide law-abiding citizens who desperately need help with temporary safe housing while WINZ helps them get into employment and find a private rental.
      
      I.e. no meth users (criminals) and not in houses that at the time were understood to have unsafe levels of meth.
      
      If the latter point has definitely be proven to be wrong (science changes as more data develops), then sure, keep people in those houses. But *not* if they are criminals.
      
      I certainly wouldn’t meth users them in private rentals nor on the street though. Drug treatment centres would be the best option.

  Whatever HNZ decides re people smoking meth inside HNZ housing, as a private owner I absolutely do not want *any* smoking of anything inside a rental. Because it creates pollution inside the place, making it more difficult to rent to new tenants, and possibly making it more dangerous for future tenants.
  
  So will this frightening government make it illegal for private owners to make ‘no smoking’ a rental condition?

The PM always attends Mystery Creek Fieldays but will she this year? Will Cindy, or any member of the Cabinet run the gauntlet and face the farming fraternity en masse?

        Not taking adequate care when there is a duty of care becomes criminal if it is sufficiently reckless and causes damage in itself imposing a duty of care.
        
        Dealing within this in the political area is a problem. I see a duty of care imposed on a govt under its mandate or contract to govern. Surely a government has to obey at least the standard its citizens are held to account to?
        
        No taxation without representation is well established but other controversial proposals need preliminary approval by being put to the people at a general election. This prevents order being disturbed subsequently. Govt is not by regal fiat: the people need to know what the rules are to be and the govt be bound by what is approved at the ballot box. There is obviously some tolerance but cancelling whole industries without consultation is not foreseen. In a commercial context that would be struck down. As we have no mechanism for that by govt, it is implied that such conduct is not then permissible as being irreversible, tremendously disturbing of present order or financially hazardous to the state so requiring regal power to do so.
        
        In my view the govt’s conduct has been reckless to the point of negligence which would be criminal to others. Ideology cannot substitute for the peoples’ consent but only as the basis of proposals to put before the electors for their mandate. Action on deals between COL partners are subject to the same rules and scrutiny.
        
        The govt has forfeited its right to continue.

      Lots of people have long term unmarried, committed relationships and children. Socially libertarian but financially conservative people will support National without any emphasis on having to be married or labelling kids ‘bastards’.
      
      But people should only have children if they are in a financially stable, committed long-term relationship.
      
      Having kids without a supportive partner and expecting the taxpayer to pay is not OK for over-burdened taxpayers who would rather pay for their own kids. I’m all for payment for *new children* ending completely 9 months from now (i.e. only supporting currently pregnant women). Then if pregnant without own or partner’s financial support: choose either family, friends, charities, abortion or adoption. All the Lefties who want to help unsupported and unemployed people have children can form their own charities, nothing stopping them.
      
      The only time someone should get WINZ help is if they need the dole and help to get back into the workforce asap.

        I agree, disabled and mentally challanged people aside, if the vast majority of people can live without subsidies from WINZ then the few stragglars should be able to aswell. But instead of writing cheques for people between jobs WINZ should lend people the money at an interest rate comeserate to the risk of default and late-payments.
        
        As for child support, its hard to justify why the Man should have to pay, given that its the womens choice regarding BC and whether or not to keep the child. Its far too easy for people with access to sexual relations with the well off to have an ‘accident’ and get pregnant, as a form of lifestyle or career.
        
        It doesn’t matter whether its through WINZ or Child Support, having a child is not a career, its not a job, and women should make sure they are in a poisition to provide a stable and financially secure home enivronment for their children before having children! Anything else should not be encouraged by income redistribution through the state!

  The slim margin lie comes straight out of the New York Times fake news playbook.
  
  Here they try to convince that the Supreme Court only narrowly ruled in favour of the Christian baker who told a pair of gay activists who drove past 33 other bakeries to find someone they could be offended by to create a rainbow test case.
  
  The court ruling was by 7:2 – which was as slim as the margin by which the ABs thrashed France by. Of course, they’ll say the ruling by the court was on just the specifics of the case (doh what else could SCOTUS do – they don’t make fucking policy) and thus the ruling was “narrow” as a way of saying the offenderati pooftas were right anyway. Still the “narrow decision” headline could equally be interpreted as meaning “narrow margin” the devil is in the detail.
  
  It’s worth pulling stunts like this because while most ordinary, decent people won’t fall for it – the naive and vapid that the libtard parties prey on just might be dumb enough to swallow the lie.

As for the Rugby the failing newspaper/Gossip rag is running with the bull shit the French are sprouting about “Illegal” (worse than foul) play by the French. If you had listened to the ref, he said the played fell into the tackle and Ayoub agreeded with him.
Why Wayne Smith has to spend the whole game running down the All Blacks, he does it every game he commentates is beyond me. According to him we only won because of the yellow card given to a French player, the three tries we got when he came back on don’t count.

The first is that it shows the sycophantic followers of the NZ rugby team that rugby does not rate at all on the world stage. The second thing that always makes me laugh is the way the NZRU gets desperate for coverage whilst the World cup is on. The NZRU go into panic mode, expect to see some hilarious press releases as they struggle to remain relevant during the tournament that really does stop the world.

It’s fascinating listening to leftist pundits claiming that Labour actually won the Northcote by-election. Let’s be under no allusions, Labour definitely tried full on in this particular campaign – the attempt to promote the Jacindamania brand in a trendy, liberally-minded electorate, the creation of anger at Jonathan Coleman for leaving early, the presentation that any ‘problems’ in Northcote are definitely the fault of the last 9 years of National government…
The rhetoric is almost Winstonesque. You might think I lost, but I didn’t – I actually won! This result is exactly what I predicted would happen and I’m the only politician in this country who really knows what real NZer’s think and what they really mean when they vote – even if they didn’t actually vote that way… Go back and check your facts – I think you’ll find I never said I’d actually win the seat, but this is a definite and uncategorical win for my government and that is how real NZ will demonstrably see this!
Mark my words, someone will have been donkey deep in the National Party campaign!

Cindy has been trumpeting how they slashed Nationals margin of 4600 down to 1300 however when you factor in the poor voter turn out the change is less than 1%.

Actually the labour vote dropped from 12862 to 8745.

      Hub’s won’t let me drive the Beamer. Never drove it into a ditch but I’ve touch parked the Chevy a couple of times. In true womanly fashion I blame it on the guys: “Why are women such bad parkers? Because men tell them ‘this’ is eight inches long”. I’m hoping to behave myself enough to upgrade the Hyundai to an Audi by the time I’m 45.

Looks like Soros and Merkel are onto plan B.
They realise the EU is in real danger of falling apart after, among other things, the Italian election results.
So Soros is now saying the EU must give 30 billion Euros a year to Africa and a few days later Merkel announces she has given up on the immigrant quota idea. They now understand people are really annoyed about the immigrant issue.
The voters are winning!
