Consultation on the proposed tolling of three new roads closes at 5pm on Monday. If, like me, you think new roads should be paid for out of fuel taxes or RUCs, then I encourage you to submit.

There’s rightly been a lot hoo-haa about the Manawatu Gorge replacement motorway, but this has let tolling on SH1 (Otaki-Levin) slip under the radar. It’s going to ping anyone travelling in & out of Wellington, and will have a much bigger impact.

If that’s the standard, then why not toll the Waikato Expressway?

  Can you tell us why that is superior to tolls?
  
  Tolls on the Manawatu Gorge is a stupid idea. I would be staggered if it happens.
  
  Conversely, Transmission Gully should be tolled. It is a perfect candidate.
  
  At the macro level, if tolls are ruled out, patrol tax and RUC will need to be increased to pay for the new roads that we rightly aspire to.

    I absolutely agree, Benedict. I think we should have a single method of charging for roads, being RUCs (& fuel tax for the time being); and they should be set at the rate required to build and maintain our roads.
    
    Philosophically, why should the Waterview Tunnel be untolled when the Tauranga urban motorway is tolled?

      If the choice is between roads not being built and tolls, I go with rolls.
      However the cost of tolls needs to be significantly above the cost of collection otherwise we end up with forever tolls, like at Orewa.
      First goal get the administration costs down, then work out an effective rate to pay off the road and move on to the next one.

        There’s an online account you can set up with nzta that automatically pays the toll, and can automatically top up the account.

        Add a processing fee for anyone who doesn’t use it will quickly get people signed up. I forgot to pay a toll once, and the “fine” for late payment was twice the toll amount, so I signed up lickety split. Have all my vehicles registered under the account so now doesn’t matter if I’m on my bike, in my car, or towing my caravan

        As you point out the system works. Tolls are not costly to administer. It is the trolls that manage the tolls if they are not paid that are costly.

      RUCs would sort it all out, and even up the playing field. A little old granny who only goes to church on Sunday will be enjoying the $1 per litre for 91, a half tank ($30) of which will last her 6 months.
      
      It would also even out the playing field for EVs, as they would paying the same amount for RUCs (or more based on weight), and with the high cost of public super chargers, and insurance loading for Lithium batteries, will put supply and demand back where it should be.
      
      Which will slow demand for EVs so that infrastructure and power production can keep up.

        Total tax/government levies/acc/etc etc 77.4 cents,

    In Tauranga we did not appear to have any say in the two tolls we have – I am quite happy to use them when I want, but there are so called free alternatives.
    I hope our new North Road, under constructuon, will toll too as user pays.
    If I use that I will pay, as the other two already.

  The principle of tolling has merit. Many still remember the success of the Auckland Harbour Bridge toll. I have seen some eye watering proposed prices. I’m sure that a $2 toll wouldn’t raise eyebrows but $8 each way for the Manawatu gorge feels like gouging with little understanding of the locals’ long held understanding that this is the only (yes, not really) way to travel from one side of the Ruahines to the other.

    I’m with you GST. I thought the Manawatu toll proposal was $4.50 each way for cars but a charge of $2 makes more sense to me even if turned out to be for ever. At my age it would be for ever anyway.

    When we went on the northern motorway 12 years ago, I think the price was either $2.40 or $2.60. I am led to believe regular users are cheaper, hardly a steep cost( not sure if the price has increased with inflation) the 20 min saving each way in fuel makes it a no brainer.
    
    I really don’t think it is fair to till a road already under way that was never going to be rolled dnd I think common sense will prevail in the Manawatu case

  Untill they can prove the taxes aren’t pissed away on Maori signs and worthless overpriced consultants then we we just keep paying more and more for less.

  Tolls affect the people who use the particular road most so targeted user pays.
  RUC can be used for the general road network.

  For a start RUC are only paid on Diesel vehicles and now thanks to the new government on EV’s, I always thought RUC’s were for maintaining the roads.
  
  As Benedict said below I do not think the Manawatu gorge will be tolled, it is TNZ just doing their work that may or may note happen, it is not government policy to till that road, but TNZ have been charged to look at these options. But does not mean there will happen in every case.
  
  Done if these brand new roads they are talking about will be tolled, as the Northern motorway from Auckland, the alternative route is 20 mins further so paying the toll is a no brained. Most brand new motorways will save fuel it’s crazy that people are opposed

    There is no such agency as “Transport New Zealand”.
    
    NZTA is subject to direction. If the government has no intention of tolling the Manawatu road, it is idiotic that the people are being consulted on that option.

  There is absolutely zero logic in tolling new roads but not existing roads. Sunk cost fallacy.
  
  The people who need the new road have spent their whole lives paying petrol taxes to fund roads that others are using for free, and will continue to be forced to do that.
  
  Either use petrol taxes and RUC for everything, or toll everything, new and old. Anything else is a failure to think rationally and fairly.

Let’s play the silly Leftards game. If that was the wettest day, no lives lost, some relatively minor slips, some surface flooding, maybe a million $ of damage (that’s a guess but it won’t be much). Then why are we worrying about all this climate change BS??

  Here’s my view of climate change, and it’s really simple. Yes, the climate is changing, as it always has from time to time. How much of that is down to human input is unknown, and probably unknowable. Whatever is the case, there is fuck all we can do about it here, since our contribution to greenhouse gas emissions is absolutely miniscule.

Let’s clean up the planet but shooting ourselves in the foot – bike lanes in hilly, wet, windy parts of NZ – is dopey. Ardern and her Captan’s Call is classic idiocy. We should proceed just as quickly as we need to, no faster. The planet is not going to boil.     The surface flooding was at its worst yesterday after lunch, but it was still only the usual places flooded in a heavy rain, Josephine st, Surrey st, End of Hargest cres, those streets sit below the side of Forbury road which is higher, Forbury road picks up all the rain off the steep drive ways in the hillside which just runs to the lowest point, it’s just physics really, (Hipkins mother wanted that gone) the surface flooding on Hargest Crescent spills down the off running streets, I live in Richardson street that was impacted at the Forbury road and Hargest crew end, but I live at the other end and no flooding at all apart from water on the lawn.
    
    A giveaway was the old for bury park race course has had far more water on it before , I did not see they much water there, yes it was there but it has been worse

    The powers that be around here sent out contractors because of the red warning , they have put cones and signs around roadside puddles that regularly encroach on the roads when we get 1/2 an inch overnight . On one of the roads the contractor must have run out of cones and signs because the water is still over the road as you get further away from town ,but everywhere he put up cones closer to town has dried up within hours of the rain stopping .

    The flood waters always build up around Palmerston Hampden and Wakouiti, they come down from the mountains, often at just north of Oamaru as well, but they happen in heavy rains, south the water from Taieri can come across the road around Lake Waihola, these things happen every time a heavy rain in my 62 years, 68, 80, 84 early 90’s, early 2000’s 2010, 2015, 3017 and this event are times when rain and flooding has been worse than this, and several other events that have course similar surface flooding in town as we seen yesterday

  Agreed, did we not get 100 mills plus in 2015? They are full of shit, this rain was over three days do bullshit to wettest day ever, note they have changed it to 100 years, after several photos of the 1923 flood were shown all over social media with people in hip high floods on the road.
  
  From what I could see yesterday coming home from work at Mosgiel was, no flooding in Mosgiel at all, no flooding until you get to the usual spots like Josephine st, parts of Hillside rd, and all those streets just off Forbury road where the water runs off the higher part of Forbury rd, at the St Clair end of Hargest cres was like a lake as usual when we do have significant rain.
  
  All water completely gone today. One thing that shits me is people still have their storm water hooked up to the sewerage, leading to over flowing sewer pip, and the toilets on low lying sections fill with water, that happens at my place when a heavy rain, and it’s time they fined for this illegal practice

  I’d not underestimate the damage from this event. It’s going to be expensive and for some, very expensive. What the last two days in Dunedin show, is the fallacy of an illusion that we can somehow control the “climate”. Be it by reducing the “emissions” or in any other way. We can’t even control a couple of days of raining, let alone anything more than that. Not only we can’t control it, we don’t even seem to be able to adapt to it.
  
  It also shows how fragile we really are, when a couple of days of rain can result in a sizable city being cut of from the outside world. And not just in the way of the State Highways, since even the connection to the port in Port Chalmers is unavailable at the moment. And how inadequate our infrastructure is. Taking South Dunedin as an example, where the storm drainage system is grossly undersized and the pumps can’t cope with anything bigger than a moderate precipitation. And where the sewerage system fails regularly after a heavy rain, discharging its contents into the streets and people’s gardens. And this is not the first time this area has been affected this way. It happens just about every time there’s a bit of a heavy precipitation. And what does the local council do about it? A sweet fuck all. The local council has other priorities. Such as making George Street more “vibrant” and “celebrating our cultural and historical values”, so that in the words of one prominent Dunedinite, this “once in a generation chance” can result in, “now, when my children walk down George St, they will see the kupu (words) of their tīpuna (ancestors) inscribed on the pavements, they will see our cultural practices transferred into contemporary art and celebrations of history and knowledge passed down through generations.” Now, I’m not picking on the “mana whenua” here, this person is perfectly entitled to feel like this, but what will happen if all of use prioritize things this way?
  But then, I presume that at the end of the day it’s far more pleasing for a councillor to read in the paper about achieving such a great and “culturally appropriate” transformation, than to worry about sorting out the mundane matter of the human shit being properly disposed of.
  The above is of course and by all means not a solitary example of hubris and stupidity. The White Elephant of a hardly ever used Dunedin Stadium is another one. That one was due to the efforts of just one very determined person, who managed to force the issue just about single-handedly. And there are many more. And not just in Dunedin, but in just about every city, township and other human settlement of this fine country.
  Some might say, you get the council(s) you vote for, so shut up and put up with it. Well, it’s very easy to dismiss it like that, but how much power as voters we really have? Not a lot, judging by the state of things…

    The drains and pumps were working perfectly, just surface flooding that is usual in thdd ed low lying streets mainly at high tide, I notice high tide was around 12 noon and that’s when the Duracell flooding was at its worst, on Thursday night they showed the Mayor at the New pumps and they were working fine.
    
    In 2015 the useless greenie council did not clean mud tanks for years, this led to that flooding, that led to pumps sucking air so they actually had to be turned off, that flood was a straight out council mismanag, also they weee putting the water from Kaikorai valley over the hill through South Dunedin in stead of going out to the Kaikori estuary and into the sea, why god knows, but they may have been up grading something

    You know Fiordland gets METRES of rain every year generally? I’ve been in West Coast downpours where I had to stop the car because all was white in front of me (not from fog or cloud, but just from intensely bucketing rain). I used to moan about Kim Hill, but her twin replacements are truly dire. Joanne Forbes excelled herself this morning by saying that Auckland is the nation’s capital. It’s not clear whether she misspoke or whether she truly thinks that. Either way, she’s substandard. But, she speaks Maori and that seems to trump all of her failings.

      Funnily enough, I watched the Pilger interview with MS Hill. I thought he dealt with her ignorance on some subjects quite well.
      
      In her early days she did quite well, but in later years she was definitely pushing an agenda and her beliefs, talking over guests(like Piers Morgan) makes for crap Interviews.

      AFAIK this bullshit mixed language does not happen in any other developed country. Because it is as annoying as f***k. Yet we put up with it.

        The only successful case that I can think of is adoption of the (modern) Hebrew as an everyday’s language in Israel. The Jewish diaspora in the days before the State of Israel was created never used Hebrew for casual communication, its use was restricted to religious matters. Normal, working languages were Yiddish for Ashkenazi and Ladino for Sephardic Jews, when speaking between themselves, with local vernaculars for dealing with Goyim.

        The development of Hebrew as an everyday language was made possible by the unique circumstances of Israel’s origin, quite dissimilar to the circumstances of contemporary NZ. Modern Hebrew filled a communicative function for immigrants from different countries, as well as being a marker of Jewish identity and commitment to the new country. But Maori, nowhere near so much.
        
        My guess is that Maori language will end up in terms of popularity somewhere between that of Welsh in Wales, apparently flourishing but still a minority language, and Irish in Ireland – after 100 years of independence, more than 90 years of coercion and inducement, Irish, while constitutionally the preferred official language, appears to have plateaued at about 40% speaking/understanding it, and is used daily by only 4% outside education, and by less than 2% as the primary home language.

        What happens is that a government or administration is formed, establishes an official language and then if you want to do business with it you have to use it.
        Nobody cares what how you speak at home or how you haggle with the local greengrocer for cabbages and beans, but if you want to plead a case in court, get a government contract or pass an official exam you have to do it their way.
        The same thing works with money, you can’t just file a tax return in any old language you like and pay in whatever notes and coins you choose, it has to be done in the official government way. Same thing with calendars and measurements. That’s the only way the system works.
        The Romans did it, the Ottomans did it, the British did it (although the English switched a few times) and the Chinese have done it, also with a few changes along the way. The Red Chinese establishing an official language is only the latest example of the Chinese central government doing that.

    Nevermind: A bit of useless trivia for your next pub quiz… Alexander Fleming was NOT “the inventor of penicillin”, he was simply a scientist who – in 1923 IIRC – noticed that penicillium mould contaminating a petri dish of bacteria had killed the bacteria around it. He did nothing more than note it.
    
    The real “inventors of penicillin” were two scientists called Florey and Chain, who found a paper mentioning Fleming’s notes and worked out how to mass produce the mould, and then extract the drug penicillin from it. Fleming played very little part in the process aside from his original observation.
    
    In my view he was an unwarranted recipient – along with Florey and Chain – of the Nobel prize in medicine in 1945.

    One small point though: I don’t think fear of – or even anxiety about – what China might do in the future is synonymous with a dislike of Chinese people. I like Chinese people just fine, but I am pretty sure the Chinese have some sinister intentions in the South Pacific, where they are investing huge amounts of money into developing countries who have no way of repaying the huge “loans” China is making.
    
    Tonga reportedly owes them USD300 million plus – they have no hope of ever repayng that. But they DO have a massive harbour – known for obvious reasons as “the Port of Refuge” – in the northern Vava’u group… An ideal naval base smack in the middle of the South Pacific.
    
    And the Chinese embassy compound now has apartements sufficient for 1500 people – while the embassy staff is about 35. Why the need for so much accommodation?

        Steve: As many here will know, the local general store and one of the liquor stores in my patch is Chinese owned. The family are probably the best respected in the district, certainly one of the best respected.
        
        When they experienced an armed robbery several years ago they got so many flowers from well wishers that they had to put an ad on Facebook asking people not to bring any more.
        
        The married daughter is a medical specialist in Australia. The son has a degree in both law and engineering – the requirements of a patent attorney – he currently helps Mum and Dad run the shop. I think he also manages the family’s property investments.

      I wish for Democracy and freedom in China like every other sensible person, but you have to fair with your judgements. China today, particularly for its Han citizens, is a lot more like Singapore or Taiwan before they became democratic than it is like actual Communism, such as the Soviet Union or China under Mao.
      
      Militarily, they fear the West (rightly so, and no bad thing) much more than we need to fear them.
      
      And while there is much one can criticise the CCP for, providing aid to impoverished Pacific nations in exchange for influence is a perfectly reasonable thing to do — those nations that don’t like it are always free to provide similar aid themselves.

      Take a little time to think about how this devilish scheme is exactly supposed to work.
      Who loans out money hoping and planning that it WON’T be paid back?
      Who pledges MORE in collateral than the loan is worth?
      How can it be that after literally hundreds of years of cut throat and for-profit international financial dealings, Beijing has devised a plan that London, New York, Paris and Rome never even though of?
      If you want to calculate how heavily leveraged a nation is and what risks it has, then calculate the amount owed to ALL creditors not just the Chinese. If you have standards for what is a good/bad deal then apply them to all players equally.
      It is also rather insulting to African and Polynesian nations to imply that they don’t know how finance works and that they can’t negotiate a deal.

Sadly they were on the Holmes show once when their trainee doctor son committed suicide because of the long hospital hours he was having to do.       Why? Have you not understood that Labour only funded a concrete frame, no equipment was funded the cost north of 1 billion, why should this government have to pick up the slack of 3 billion, that was never what was promised, finish and equip the out patients (yes out patients has not been funded for equipment either) build for all emergency services, then all non emergency care stays in the old hospital, I have no problem with that and I live here, all services remain and the fact that the new hospital was to be 16 stories high gives them plenty of room to sort this

    Actually, he was a righty, he was voted in as a conservative to get our f…n rates down, he has failed and we have had rates of 18-20% the last two years, he is carrying on about the hospital to get support back I am convinced, to be fair to him he was protesting Labours hospital twice down sized and once funding drop of 260 mill, I note he said last night he will not take no for an answer, what ever that means, he has done well on this weather event and Mitchel did say as much last night when speaking from Dunedin yesterday

    Why? With any other medical emergency, like polio, medical professionals would be the first to get a vaccination.
    
    How many of those exempted professionals have subsequently caught up on covid vaccinations? If it is so great at preventing covid why don’t they take it? Genuine question, I don’t know and haven’t heard.
    
    Have the intervening years allowed Pfizer to complete testing and remove their exemption from prosecution? No.
    
    I started having chest pains after vaccination (had first 3) but before catching first and only bout of covid in December 2023 on an overseas trip. Still not adequately explained by any doctor.
    
    I have a close friend who developed debilitating health issues within hours of the second jab.
    
    I just don’t trust mRNA anymore. Happy to have other “traditional” types.

  What’s interesting is that there was absolutely no COVID vaccine causing any of these rising chest pain visits to this point, because no vaccine had been released in NZ yet. But in any medical study, a 3,900% increase would, and should, trigger investigative alarm bells.
  What was causing it? COVID had shown up in fewer than 1000 people total, all age groups, by the end of 2020, and the number of under-40s would be a pro rata fraction of that. Additionally, most of those testing positive did so at the border quarantine – they weren’t hospital walk-ins – and everyone walking into hospital was being COVID-tested every which way but loose. So it’s safe to assume that whatever phenomenon was behind the rapidly escalating chest pain wave, it wasn’t COVID or the not yet deployed vaccine.

    More important context:
    2021 saw the number of under-40s complaining of chest pain leap from 4406 in 2020 to 13063 by the end of 2021, the year of the vaccine.
    
    2022, with vaccine uptake rapidly falling in the young as omicron swept through regardless of vax status, logged 21416 hospital ED visits for chest pain.
    
    In 2023, it fell for the first time, dropping to 20005.
    
    So there was a huge 3x increase +8500 cases to 13000 in 2021 over 4400 in 2020, with next to no viruses in circulation. 2018, 2019, 2020 were all <4400
    
    The very low reporting in 2018 could well be a reporting issue, would need to see data from previous years.

    I agree with the chest pain not mean heart.
    After my two compulsory vaccines to get a silly passport, the chest pains started up for my. Bad pains. 4 times in an ambulance to North Shore Hosp. Chest pains radiating to the shoulder and down the arm.
    Finally it was tracked down to the pain going the other way – shoulder to the chest.
    Rotor cuff. 3 tendon tears and a bone spur that decided to give me a hard time. Heavy meds to control pain while I wait for surgery.
    Because of the Covid fear I really did think of heart issues.

From yesterday , in answer to your question re Ardern speaking fees . That was discussed between Soper and HDPA last weekish on radio and was possibly triggered by this;

‘One Asia-based organisation claiming to be able to book Ardern for events told The Post the fee would be about US$200,000 (NZ$316,000).’

I have read widely on how the Deep State do not want Trump as president.
Then I looked at the odds on Betfair. Vance is paying $180 whereas Walz is paying $760.
Look at those odds and think.
I think Trump is the bravest politician in the world.
The betting markets suggest that he is in danger.
Harris is presently the favourite, but not by much.
