Kiwibuild is really ramping up; not:

The Government’s former flagship housing policy is so far behind schedule it will take more than 400 years to reach its initial target of 100,000 homes. It had hoped to reach the target in 10 years.

Initially, the Government had been hoping the rate of building would increase over time as KiwiBuild ramped up, with 1,000 homes built in the first year, 5,000 in the second, and 10,000 in the third, but the rate of building is slowing.

Each month in 2020 seeing tiny increases in the number of KiwiBuild homes built.

The number of KiwiBuild homes built to date stood at 393 at the end of March, equating to roughly 19 homes built each month since the scheme began in June 2018.

At that rate it would take 436 years to complete the remaining 99,607 houses that remain from the 100,000 target.

  I suspect the government will effectively drop any reference to Kiwibuild, the failure of which is forever tied to Phil Twyford.
  
  Instead Labour will focus on social housing, where they claim around 2,300 houses are being currently built (September 2019).
  
  I note that Megan Woods is the Housing Minister. And from what I can see she only ever talks about social housing and basically leaves the rest to the market. She also has the portfolios of Energy and Resources, Christchurch Regeneration and Research, Science and Innovation. I also see that she is ranked no 6 in the Cabinet, so clearly Labour rate her.
  
  In Todd Muller’s view she is one of the “empty seats”, being below no 3 in Cabinet.
  
  I had a pretty low opinion of her initially , but I note that in her more recent TV and radio interviews, she is more assured and more in command of her portfolios.
  
  I suspect she won’t be quite as easy to knock over as National thinks.

    Well you can try minimising the screw up Mr Mapp. But Minister Woods and her big coteries of ministers working on houses have not moved anything in over a year since Twyford was dumped.
    
    Labour got into a position to allow Winston to select them because of that blatant unachievable lie–one of many. The Labour party is responsible, it cannot get away by finding individual scapegoats.

      I am not trying to minimise the Kiwibuild screw up. Rather I am pointing out that this may not be as easy a pushover as is currently imagined. At present National is of the view that all they have to say is that Labour is useless and that is the end of the argument. However, I don’t believe it is going to be as easy as that.
      
      National will have to put a lot of work into its Recovery Plan , so that is both obviously better than that of Labour, and is more likely to be able to be carried out.
      
      I have been thinking about what governments can actually do to aid economic recovery. Governments can’t actually do the recovery. Obviously they can spend money. But as we have already seen, that is the easy part. Labour can do that.
      
      The more challenging part is working out more can be done. What infrastructure needs to be built and when and where. What regulatory and tax changes can be done to boost growth. As I recall from 2008, it was hundreds of little things, which all added up. But none of then was a magic bullet.
      
      In short what I am saying is that endlessly repeating the failure of KiwiBuild is no where near enough. Labour will deflect from that.

        I don’t think the National leadership is nearly so naive as you suggest. They’re 30 percentage points behind in the polls and they must know that it will take great political skill and a fair bit of luck to save them from an electoral disaster. This is especially so given the increasingly naked bias of what passes for political journalism in this country. I’m sure that none of that is lost on Todd Muller.
        
        COVID-19 has been the political equivalent of a bolt of lightning. Without that and the Christchurch massacre, Ardern would be staring down the barrel of being the first single-term Prime Minister in nearly half a century.
        
        As for the economic catastrophe wrought by her vainglorious stupidity, there’s no getting away from the fact that it will take years – probably more than a decade – to repair. The best a National government could do would be to cut GST to stimulate spending, cut business tax to stimulate employment and provide the support necessary to get Ardern’s economic victims back on track. If Ardern is still PM after September – as, depressingly enough, she probably will – then heaven help us.

        Labour need executives with decision making ability and discernment. They would know that this is going to require industry co-operation and needs to be driven by industry against targets. The govt can help with freeing the paths including infrastructure.
        
        Unfortunately socialism has got in the way–how can they agree to private enterprise doing what is obviously a govt job? Twyfordism at its best.

    Whilst watching the news on TV3 which is not quite as biased as TV1 the Government propaganda channel they interviewed Twyford and I thought there is no hope for us however straight after that Woods was interviewed and my fears for the future were all but confirmed. 99% of the current Govt are empty seats in my humble opinion and that is being nice.

  The Kiwibuild Monark development in Wellington was heavily oversubscribed in the ballot. Now that completion date has gone from July 2020 to June 2022 (can’t blame that on a virus) how is the government looking after the fed up Kiwibuild ballot winners, in the election-winning flagship policy?

  MMP is going to have to be re-visited. Parliament is about Executive Government by the representatives of the people. It is not about diversity. Ideologues cannot be executives.
  
  National select candidates on merit. They all have to face extensive electorate scrutiny and they are whittled down and finally chosen by an electorate vote. Those test puts any candidate before sufficient community that shallowness and lack of executive ability is rejected. A young enthusiast diversionary may be tolerated briefly but will soon be shown the door or leave by its own accord.

  Yes, it probably is Tony. I don’t how many times you will dig it up to only bury it again but the impact in the real world is not great. Folks have moved on, some considering building grass huts.
  A more immediate problem for you as a Nats party member is the perhaps the “for whom the bell tolls’ comments abroad that the NP front bench looks like a colonial Government.
  I didn’t get the chance to comment yesterday on a DPF blog where commentators were running down the Greens. To be blunt about it, the Nats are courting potential coalition partners, Todd has worked with James Shaw and DPF’s blog may have been a sign of the direction toward wooing possible col partners. Todd was at pains to make that point on his first day as leader – you need to be picking up these signals Tony. Then there is good old Winston – he would liven up things again for the Nats, deputy PM perhaps? Member for Whanganui? You’d probably fit in his as his right-hand man.

      Tongue in cheek for Tony’s electioneering tactic TM, the point is flogging Kiwibuild is pointless and an easy sidestep now.
      Todd’s plan, as much as we can see of it is pretty sound, he’s gone in the direction of accepting climate change and shown he can work with the Greens (1 of the leaders at least.)
      He hasn’t winked at Winstone so far but the antipathy between Simon and Winny isn’t so relevant now, also WP has never been a fan of the now distanced Paula.
      Todd seems to be looking at getting in the middle of the ring, the best place to be if he can maintain purchase and hold on – not forgetting some on the right will criticise him for that.

      I recall a certain MP with a grudge against Bridges giving a press conference and issuing a warning to some female journalists. It raised the question were journalists targeting Bridges under instruction. Chris Trotter did an opinion piece a couple of days later saying political journalism is a dirty game and journalists can go to extreme lengths to get a scoop. All conjecture but leaves the impression that something was going on.

  1,000 people a day going onto unemployment is roughly a 1% increase per month. Starting at 4% in March that puts it at 10% by the end of September – without taking the end of the wage subsidy into account. Treasury’s estimate of 9.8% comes into question then, suspiciously just under 10% and suspiciously fortuitous to be in the right ballpark with the right timing for a 9.0-9.8% result at the beginning of September, just before the election. Treasury can say “look how accurate we were” and Labour can say “look how good we are, doing better than Treasury predictions”.

      I disagree.
      I think the govt will find new & incredibly clever ways to hide unemployment.
      1) Free vocational training. If your studying for something no matter how useless the course, you are no longer unemployed
      2) Discouraged workers. If you become unemployed & give up trying to find work you are no longer considered unemployed but become a discouraged worker. This also helps lower unemployment.
      3) Underemployment. Expect govt agencies to start getting people to take a “voluntary” hours reduction along with pay. If you can have 5 people working 32 hours instead of 4 people working 40 hours, you save a job!!
      
      There are plenty of ways to hide unemployment, the most massaged statistic in our society

      I agree with you, I think 9.8% is hopelessly optimistic for anything but the next four months, simple inspection of the tourism and hospitality sectors alone would tell you that. NZIER is laughably predicting a peak of 8.1% by 2022…it can’t be far from 8.1% already at the current rates.
      
      It’s all very well for these groups to claim “forecasts are difficult” but in the eventual wash up people like NZIER and Mr. 80,000 deaths need to be held to account for getting it spectacularly wrong (if indeed, they are spectacularly wrong) and a big NO given to them next time they stick their hands out for taxpayer funding.

    If I was King I’d charge them all UOMI for the 20% overpayments at the prevailing IRD rate…..you make the commitment to the public, your problem.

One of the great pities of Simon and Paula’s time as Leader and Deputy of the National Party was that they never, as I can recall, played the media party and the progressive left at their own game by promoting their Maoriness. For the first time ever NZ had the opportunity to elect a Maori PM and Deputy PM together. Playing the racial identity card is anathema to centre rightists such as me but we can see from the nastiness and distorted ethnic attacks on Todd Mullers’s shadow cabinet picks that it would APPEAR to be everything to the msm and it would have been worth a shot.

Except, of course, that the msm would have no doubt have trumpeted their view that neither Simon nor Paula were REAL Maoris.

      I just want us all to be treated the same – as New Zealanders and leave race out of it. As for National’s front bench, Todd should stand firm and stress that ability comes before race, gender and every other nonsense. Also, he should stop the interviewers hectoring and interrupting him and just tell them that he would like to finish his answer without interruption. He MUST stand up to them and put them in their place. They are so rude and disrespectful. He is trying to come across as polite but he needs to play their game and develop some mongrel.     Sometimes it is a vote winner but only if you don’t make a big deal about it.
    
    I can’t speak for others, but I would personally prefer diverse backgrounds so long as this is not put ahead of competence.
    
    I am not going to vote for an X (Maori/woman/gay/whatever) just because they are X. But if they are equally competent then I’d go for the diversity.
    
    Same in a workplace.
    
    I don’t think many conservative leaning people (to the extent that National is) hold being an X against that person. They tend to not consider that a primary factor.
    
    Look at Selwyn: the strongest National stronghold in NZ. MP is Amy Adams. She’s not get many votes if she was telling people to vote for her because of her bits.

      Today there are no “maori” just differing shades of multiculturalism.
      
      There are what I call “feral” but they are not exclusively race based and I certainly don’t want them in parliament.
      
      I believe merit is the only quality people should have in order to be in our parliament and as long as they don’t carry their own preferences to the fore I don’t have a problem with how they pee, pray or perform in the bedroom.

And he claims “these statistics paint a very poor picture of “our” people, and is what the Māori party has contributed to through its support plan with the National party.”

If Labour Maori – now all seven special racist seats – damn Maori working with National, must they not more greatly condemn Maori who are National.
And now the Government he is part of says “National does not have enough Maori”?
It is simply against his own recommendations.

Labour’s Maori record though is their demolishing partnership schools, which are now – as a result – subject of a Waitangi Tribunal claim.
Labour is in no position to comment on Maori’s relationship to National.

  Why should Maori expect higher performance when their average IQ is 1 standard deviation below the NZ Euro population. That puts their average equal to the top of bottom 1/6 of the European NZedders.
  That’s not modifiable, nor can education fix it. They do have some high achievers but they are rarer.
  That make schooling to work level difficult. That is further compounded by the cultural practice that Polynesians of lower social status should not be seen to outshine their tribal betters.

        The idea of any humans being inferior to me is obnoxious. Some are differently abled and not to recognise that leads to problems. Different abilities lead to different life outcomes for all.
        
        Standardised IQ testing globally has discerned there are evident innate differences between population human groups on those tests. They were initially designed to measure the potential suitability for military assignment. They work now to show whether a person is likely to be able to achieve NCEA level 2. They are well proven in education and in expected work outcomes.
        
        The differences are interesting as they put the Chinese mean at the 105-110 level. That notch up from the Euro mean of 100 does show up in Chinese academic attainments. The Standard Deviation measures the variation from the central average. Two thirds of any group fall with 1 std devn. either side of the centre–so for Euro’s that 85-115.
        The lower level in that range are not likely to attain NCEA 2–that’s 1/6 of the Euro population but 1/2 of the Maori. We cannot brush it away by dropping the NCEA gradings, the inborn differences will still show up at the workface. Our work, education and social welfare systems need to recognise that and provide accordingly. Everyone needs and is deserving of a place.

        In Hone’s case it appears that any possible advantages from being European by ‘association’ have been effectively neutralised by his Mother and her ‘Maori’ (specifically Nghapui) perspective, to the extent that hers appears to have been the dominant culture / influence in the family home.
        
        The situation, if correct, woukd seem to seem to support to my observation, and would also seem to confirm the ( paraphrased) adage that ‘While you can take the boy out of the ( Maori) culture, you can’t take the ( Maori) culture out of the boy’.

      I tried to find the results of the 2018 census to check if the long decline in te reo speakers was continuing. All I found was this:!!!

      So the 2018 data is not comparable to the time series on Maori language proficiency. The 2001, 2006, and 2013 censuses all measured conversational proficiency which has declined for at least 30 years. Now in 2018 all we get is data on the numbers of Maori who can “speak more than a few words” of the language. That could mean anything.
      
      It would be interesting to submit an OIA to discover who directed Stats New Zealand to change the methodology.
      
      As an aside, I have both public sector and private sector clients. Over the last three years the use of Maori customs, language, and ceremonies in the public sector has reached staggering proportions. I have witnessed rooms full of exclusively white professionals doing their waiata practice at full volume while people try to work around them. There are white professionals with exclusively Maori titles – they have no English translation. – and these are not in Maori focussed agencies – these are mainstream Government Ministries and departments.
      
      It is clear that many of these New Zealanders are coerced into these practices. Some have told me that it would be career damaging to refuse.
      
      I have no issues with anyone doing any of this, but I have no interest in learning the Maori language and hell will freeze over before I sing a waiata.

        There would be very few non-academic-based speakers of Te Reo under the age of 65 who could use the language in a non-marae-setting exchange of ideas and information.
        
        When was the last time that Te Reo was used in a practical setting? For example:
        – Discussing of a business venture and how to raise capital
        – The booking of a vehicle for W.o.F. and to discuss a mechanical problem
        – The development of an educational program, including timelines, budgets and resource acquisition
        
        In theory, the terminology exists in a Te Reo dictionary, but have the words ever been used in practice?

        If you go into a lunch room of a government department all the appliances have signs that tell you what they are called in Maori. In my view knowing the Maori name for “dishwasher” is totally useless, even for folk that do speak Maori.

        After the 2018 census I was required to do the mandatory Maori survey. I assume that is used to augment the census proper. There were many many questions about the reo and kapa haka and some on tikanga. Plus questions about perceptions of certain state functions, carefully selected it seemed to me.
        
        My overriding impression was that the quite extensive survey had been created for, and probably by, those with a vested interest in obtaining funding for certain activities.

    We then have to live with the consequences of these choices, whether positive or negative.
    We all [including Maori] have the same freedom to make these choices in their lives, and need to take responsibility, eve when a “choice” we have made does not work out well.
    It is worth considering various situations – eg the lockdown etc of the Covid-19 and follow-ons – and
    * notice the various decisions made
    * who made them
    * the results – positive and negative
    * reactions, blame, thanks etc from various groups

  Then Labour’s Maori caucus own record is to stand aside and while the pakeha union, especially with Willie Jackson’s support, destroy the Maori education ‘taonga’, the partnership schools, which had enabled many Maori to develop beyond the miasma of those bad statistics, that Davis would use to his advantage.
  
  We have heard those enslaving poor social statistics endlessly, but how damning is it of Maori to attempt to use them against their own people?

Six years in and my KiwiSaver including government contributions and no employer contributions has gained under 1%. Nothing to do with Coronavirus. It’s just back to where it was a year ago. It would have been OK if I had put in just $20.00 each week instead of $100-300.00. AMP are doing well out of it though. Worst of all my investments.

# Peer to Peer lending = 11.3% gross
# Shares, mostly happy with those

    Check solar panels out (the PV kind), I recommend them in spite of the bad press. In March 2019 and then in September 2019 we generated over 700 free KWH each of those months. That’s Autumn and Spring sunshine in Canterbury.

  I transferred from AMP to Milford about 6 years ago.

      I am sure you will find many options better than AMP.

    Many years ago I put with AMP some large six figure pension that I had earned as we did not need at the time for various reasons.
    It went into a balanced fund highly recommended by a certain Wellingt0n Sunday newspaper financial writer.
    Share $1.79, under tax agreement it could not be withdrawn for 5 years.
    Sold out after the time at $1.25.
    Managers took their fees every quarter also, like Kiwisaver which I would never touch.

Oh No! Not a Committee keeping an eye on what the other parties are doing going into the Election. Sure to be a dirty tricks. Confirmation by Cinders that she didn’t do that last Election and will not this time. Holding her mouth right in case the wind changed.
Then the real new about business and the economy.
Followed by a very lightly interviewed Winston on how they wanted to move to Level 1. Not much opinion offered here.

Great to see the missing trampers out alive and all that. Far better than bringing bodies home.

But no PLBs! This should have been a non-event.

They are getting praise for being well equipped and doing the right thing: yes they were and they did, except, again for not taking PLBs.

What should have been a $50 PLB hire down at an outdoor store turned into countless hours of search and rescuers’ time and taxpayers paying huge costs for helicopters. 50 or so rescuers were inconvenienced, gave up week ends and put their lives at risk.

This is not the 1980s any more. PLBs are cheap to rent, buy or borrow. They make work far easier and safer for the rescuers. To not carry a PLB shows gross disregard for the life of others.

Please people, do the right thing. Even if you don’t care about your own safety at least consider the safety of the search and rescue people.

    Interestingly, I’ve just heard on the Magic FM 9am news that the issue of them going out for a tramp during Alert Level 3 is “neither here nor there”.
    
    Wasn’t the reason restrictions were put in place in the first place so that people weren’t put at risk going to the aid of those who needed it? Whilst I’m pleased the young couple was found, I hope they make a donation towards at least one of the organisations that came to their assistance.

    Me too. As the price came down I decided to buy a beacon about a year ago. I mostly do day tramps these days, but usually alone, and it is still easy to break an ankle late in the day with nobody else on the track.
    
    These two were going on a complex tramp off track, and in remote and difficult terrain. The search and rescue would have cost hundreds of thousands of dollars. A beacon should have been an obvious inclusion in their gear.

In case you missed Question Time yesterday and, of course, it wasn’t newsworthy.
Cinders (it’s not about the economy) being questioned by Todd about matters economic.
Went okay for a while remembering her briefing notes. Then getting into her usual fluster because she does not really know the answer.
So it took three (Wood, Hipkins and Winston) to get questions in to rescue her (partially).

  Sure, South Africa had separate hospital facilities for different races in most areas (it never really took off in Cape Town where all races were treated in Groote Schuur hospital).
  
  However, there were always facilities for all. The apartheid regime even built Baragwanath Hospital in Soweto – the biggest hospital outside of China.

    While some might say a law that can’t be well enforced is useless, the reality is that there are all sorts of laws that serve as signals for socially endorsed behaviour rather than activities that will be punished by the state.

    Burt – I think they will. If they are going to be consistent they need to give booking priority to Maori people.
    I see that Maori people are getting priority in waiting for operations. Obviously Maori people are more deserving than white people to get surgery?
    Also we note that Maori people can set up roadblocks and block access to certain parts of New Zealand.
    So Maori people get first turn at healthcare, can set up their own tribal areas which they can police themselves. So it makes sense to give them priority access to everything including overseas travel.

I remember when

How much, in total, is spent on providing relief to the poor and if money is the total answer why isn’t it working.
One of the amounts that is almost never mentioned and, in fact, isn’t really know is the amount of money that is given indirectly. Be it school meals by charitable organisations, free food distribution charities, dinner meals provided by churches and social groups and even money dropped in hats on the street.
As well as this large amounts of time are given to assist the needy – social contact, advice, transport, etc.
Is the problem that too often this help is delivered in isolation without helping the ongoing problems.
Do we need to start supporting at birth and continue throughout schooling and job seeking to overcome the inherent problems associated with low (no) expectations.
The poor/needy all too often seem to become users and dependent on the help, rather than able to use it to get to a better place.

The media can minimise or maximise the fear quotient, thereby dictating public opinion, which charlatan government leaders, such as Communist Comrade Ardern, or the socialist factions in the USA can use to further their totalitarian objectives.

The following from a US citizen in Illinois:

Two hikers rescued after 19 days when from the look of the Anatori area on the map it is impossible to get more than 10km from roads to east or west, and the hills in that area are all covered in bush, up to about 30° slopes and max about 1200m tall. You could crawl 10km in a day. So this seems incredibly incompetent, or something is missing from the story. Am I missing something?

Three National Party members appeared on RNZ last night with Lisa Owen to talk about the ‘no maori in caucus issue’. WTF. Why? People on here are always blaming media for Nationals issues but they need someone to tell them how to handle media. Why are these people still talking about this issue? Both it and the dumb hat thing should have been stamped out with a statement and then ministers told not to comment on it. Poor handling of the media and PR was Bridges undoing, with the hopeless Facebook post etc. They need to have discipline. Clarity in messaging. They will never beat Ardern if they don’t sort this stuff out. Plus we have leaks and disharmony in the ranks. Sort it out or else we will have a Labour/Green government for sure.

  They are going to pay dearly economically for this panic/pandemic. People will vote with their wallets, and not purchase things form China (this is already happening). Companies will move away and manufacture in other countries (they already are). This will expose the Chinese leadership. Dissatisfaction with the leadership is only just simmering below the surface in the Chinese populace. What may happen is civil war in China, most likely with a number of regions breaking away. As National and NZF say we should be at level 1 for the sake of small business especially, could NZF and National push through a bill to get us to level 1 or is that impossible under the Covid-19 legislation? Just imagine what changes could be wrought before the election if NZF and National did a deal now at this late stage in the game. According to the polls they have nothing to lose. If they pushed through legislation to defer the election to December Labour would be pretty exposed by the failing economy.

I see FakeNewshub is now taking stories from the standard. I made a few comments on that blog around the sobering fact that in 2024 we would have a debt to GDP figure aligned with a bankrupt, basketcase economy with 20% unemployment.

It’s Banksie’s last day on MAGIC tomorrow 🙁
GOD he is sooo good to listen to. My partner has been rushing home from the office early just to catch his show at 4.
Let’s hope Media Works can find a permanent slot for him – he’s one of the few out there that is compulsive listening. And not to mention a real animal lover as well 😀
