Riddle me this – is an airline a community organisation?

The Kapiti Coast District Council has listed a $500,000 loan to Air Chathams as a loan to a community organisation.

This looks like trying to disguise corporate welfare as a charitable endeavour.

Air Chathams is of course a for profit company.
