Has the Government lost the plot or are they that short of funds because of there overspending that they need to have Police officers go undercover as window cleaners that created $20,000 in fines from people using there phones or other minor instances.

They have crime at a high in most towns and cities around New Zealand that they still can’t control but find it necessary to have a officer gathering revenue from minor offenses.

      This is a decision for Parliament to make, not the Police Commissioner. This ‘jam jar’ (there are only two jam jars – road traffic safety policing and general policing eg catching burglars) approach was imposed on the Commissioner by Parliament. Parliament allocates an amount for general policing in the estimates and also allocates an amount to NZTA for road traffic safety which NZTA sub-allocates to the Police. NZTA require continuing evidence from the Police that this money is used for road traffic safety and not used for catching burglars.
      I see nothing wrong with police using police officers disguised as car windscreen cleaners to catch drivers using phones or not wearing seat belts (also no doubt checking for expired WOF’s)/ Given the significant death toll from road accidents, road safety policing is NOT a game of tiddlywinks.

    Ram raids seem like they would involve automotive vehicles, but seriously if you track down stolen property on Facebook and the Police aren’t interested in dealing with it, it seems the clever folks running cellphone stings for fun would be better deployed in real police work.

        Sure, using your phone whilst driving is dangerous and stupid. Sitting at a red light in a stationery vehicle is a different matter, and I’m certain that’s why they put the undercover plod there.
        
        I wonder if a reasonable defence is that they picked up their phone to take a photo of an aggressive window-washer for your own protection?

      That is a decision for Parliament, not the Police Commissioner. This would date back to the time when the Police and MOT traffic officers were merged and there would have been concern the merged police service may have paid sufficient attention to traffic safety (would be very easy to do given the context of heavy workloads and day to day ‘firefighting’). I think it was a mistake when merging that traffic safety policing did not retain a separate ‘brand’ from general policing.

    My friend had same recently, it took over 50 minutes to get through to report a crime that was being conducted…..all too late by the time the Keystone Cops arrived as 10 parked cars had been vandalised.

  Just last week I was driving to work in my new car. Traffic slowed on the motorway, I slowed and then had to stop. Next thing, my car gets shunted from behind. The car behind me had been hit by a driver still doing 50 kph and was shunted into the back of my car. Said driver had been texting at the time of the accident and didn’t see the stopped traffic. the car that hit me was written off Luckily no one injured, but the potential is there. The fine should be considerably more than it is. I now have to wait for car to be repaired and drive loan car in the interim. All because of one idiot who does not deserve a Drivers Licence

  Using your phone when driving and not having your kids in child seats are not “minor instances”. I have seen people texting while driving. The yare a menace.

“Te Mana O Te Wai” statements appear to be a crucial device for Maori control of water (the mechanism is not available to non-Maori) – from the top level actual governance of the Maori Advisory Group (with Tipa Mahuta as Chair), and its supervision of Taumata Arowai (the new Water Regulator) and their supervisor in turn of the Four Regional Entities, where there are other groups of “co-governance” which are the ones most public opposition concentrates on – generally not realising this level is only the bottom of those who may issue “Te Mana O Te Wai” statements and they miss the Tipa of this iceberg.

Auckland Mayor Wayne Brown’s statements and other Mayors now supporting him, appear to intend to get rid of the Four Regional Entities and water-down “co-governance”, but they do say they will retain Taumata Arowai (the new Water Regulator), although they do not mention Tipa Mahuta’s governing Maori Advisory Group and the Mayors also miss the potential “Te Mana O Te Wai” statements.

So what could a “Te Mana O Te Wai” statement actually involve?

■ Perhaps that commercial users of water be excluded from Maori policy decisions on the very water that commercial users base their livelihoods – a position already muted.

■ Maybe an extension of the legal recognition of water as a personage, following the recognition of the waikato and Whanganui Rivers to legally be people.

■ Or for examples of Maori “science” considerations read –

Following some awareness of the possible power of “Te Mana O Te Wai” statements, can anyone – but particularly the Mayors, explain what such a statement may encompass. They are in the legislation, so what are they really for?
And when are the Mayors going to address this crucial issue?

  The article in Stuff on Maori claims to a piece of the action in our space programme is based on the opinions of a bunch of professors. Do they not realise how ridiculous they make Maori appear to us?
  
  When I was at school we had a seperate class called the “special needs class”. This is what the official view is of Maori.
  
  Special needs kids were a pain in the arse. Whenever we wanted to do something fun we were constrained by the need to take the special needs kids into account. Seperate facilities had to be built for them. Not only did they hold us all back they were noisy and disruptive. We are ended up resenting them.
  
  In reality most Maori are not special needs kids at all. But the elites and activists benefit by keeping them in their perceived condition. But I am hearing louder groans every time the special needs kids are mentioned.

Two recent situations where banks have declined (so far anyway) to refund customers for money taken from their accounts. Being reported that the banks have determined their security systems were not breached, the implication being that the account access was at the customer end. The first case mentioned that the account password was accepted at first try. Don’t banks all have two factor authentication these days?

Both customers are pensioners with a sad story.

The other story mentioned in each case is the amount of bank profit.

No agenda then.

  Not all. Mine doesn’t just to log in. However, when making a transfer and if over the limit then yes 2 factor authentication kicks in. But if the transfer is under the limit then it just goes through.
  Banks should not be liable for someone’s lack of their own online security. Whether be phone or romance scam.

    Banks offer on-line transactions in order to save on associated employee costs. Banks, therefore, have a responsibility to insure that their security systems prevent anyone other than the customer from making said transaction.

      Given that there are two parties involved – the bank and the customer – I don’t think it is possible for the bank alone to be responsible for security.
      
      Remember that when banks had branches, despite many security measures being taken, robberies still occurred.

  Offering two factor doesn’t mean it’s used, for example if that pensioner doesn’t have a mobile. Plus I believe they convinced the bank to change the registered mobile number
  
  However a sudden transferring of tens of thousands should have triggered suspicious transaction protocols

    When I have transferred large amounts it has been no problem provided a bank process has been followed. For example, go through the id verification process, set the amount, the date range and the recipient account.
    
    Scammers will know all this and be set up to plausibly go through the process. Won’t always work, no harm done, but lucrative when it does work.

      I have a low daily limit. If I want to transfer a larger sum, I call the bank, get id’d and they raise the limit while I am on line, I do the transfer and they put the limit down again. Bit of a PITA but it’s not very often. They always offer to leave the limit at the higher value and I always decline with thanks …

    Kiwibank allowed me to pay the full cost of a house purchase minus the deposit from my current account to a lawyers trust account without even a phone call to check it was actually me. I was horrified and called them about it, they did not see any problem- i don’t leave any significant money in my KB accounts now. Not that I have any now haha.

  The story I read the other day was about a pensioner, like myself, who lost north of 100k to thieves online.
  He told the bank he protected his password and clearly the bank didn’t believe him, but were reluctant to comment on individual cases due to privacy.

  Reading the FBI affidavit it seems clear to me that DePape has no chance with an insanity defence.
  
  The courts will easily decide that arriving with a bag packed with a hammer, zip ties and duct tape shows deliberate planning. And his confession that he knew once Paul Pelosi phoned 911 that the Police wouldn’t let it go shows consciousness of guilt.

      It seems DePape was a conspiracy theorist who was deep into MAGA conspiracies like the stolen election/Big Lie and the Covid vaccines. (On that basis he’d likely fit in commenting on Kiwiblog …).
      
      Personally I don’t see how if he was a Antifa or communist or whatever Fox News alleges he supposedly is … why was he targeting Nancy Pelosi? That just fails the common sense test.
      
      And “I” haven’t inherited anyone. First I’m not American, and second I don’t feel strongly about the Democrats. I do feel strongly about people of character and courage, who are prepared to take the difficult unpopular path because they’re fighting for truth, or justice, or fairness. So I’ve had to re-assess my view of Liz Cheney in the last year or so. I admire how she has been prepared to knowingly sacrifice her political career and ambitions because she believes her political party is on the wrong path. I can’t see too many other politicians in the US, or UK, or Australia, or NZ who would do that. Respect.

        Historically I’d sit comfortably in the Reagan or George HW Bush era GOP.

    In the sixties subsidies were ramped up for the likes of fertilizer and more were piled on until the early 1980s when government support for agriculture was equivalent to 30% of the total output from farming.

    Douglas didn’t make changes to farming that had to be made. HE made changes to appease the urban electorate and reward then for the Lange victory.
    The farm ‘subsidies’ were an attempt to recover unearned income from UNION DOMINATED employees aND RETURN IT TO THE PRODUCTIVE SECTOR —the RURAL part of NZ.
    This situation of INFLATED pay awards is about to return with the recent FPA.
    If the URBAN sector was as efficient and productive as the RURAL sector of NZ, this would be a very wealthy country, and there would be no need for WFF and the numerous welfare add ons.

      Back in those days the government controlled all sorts of things that would be unthinkable today. Exchange rate, general pay increases, price of petrol, how far trucks could drive, radio and tv channels, import licenses.

    It caused massive distortions, skinny overstocked sheep, marginal land cleared that should have been left in native bush cleared.
    A generation of young farmers bought land with guaranteed low interest loans and guaranteed minimum prices, then rather than transition to sensible market policies Labour ripped the rug out from underneath them, the provincial economy collapsed overnight and provincial towns still haven’t recovered.
    The violence you see in Christchurch from fatherless children had much of it’s genesis then, the now jobless service workers became generational beneficiaries.

      The academic learning bit works. Children in functional families would have been better socialised to begin with and their families would cope better with the lack of direct social contact during lockdowns.
      
      Children from dysfunctional families went into this more poorly prepared and suffered more as a result.

  Although I am in an industry that gets funded from this, I am opposed to people doing so.
  
  Why should a baker be taxed more, and his business made more vulnerable, so that someone with an idea for a new website or whatever can get funded?
  
  The selection process is increasingly woke too. It is less about funding people with good ideas and more about funding people with the right “image”.

I think Labour are planning / trying to make abortion an election issue. My money (and I guess labours) is on the compliant NZ news media to canvas nation MPs on their abortion views. If they can find someone to say something even remotely pro life I expect labour and the media to try and frame the next election as a ’Woman’s rights’ vs ‘conservative Christians’ event.

I think they might try to replicate the strategy being employed by the Dems in the US. This makes sense when you consider almost all of the other normal electioneering platforms are unavailable due to Labours obvious failures.

My hope is that National are very careful with what they say. Even though I am more pro life, I would rather National steer clear of this debate. NZ has so many important issues to deal with, Labour trying to focus on areas that most NZers are happy with seems foolish.

Can’t post a link because it’s in Herald Premium but they’ve basically turned down half a million dollars because it was offered as a donation by Waikato Stud owner Mark Chittick whose horse won a ten million dollar race in Oz.

I wonder if they accept Lotto grants and if so would like to know the difference between the two.

They can piss off crying poverty after this.

The race organizers asked for charities to donate 10% of the winner’s cheque. Starship’s woke leaders don’t like horse racing and declined. Chittick nominated Muscular Dystrophy instead.

From my limited understanding, the pipe is at 200ft deep. That’s 60 metres.

That is well within the diving capabilities of your local SCUBA club!

I’ve been deeper than 60 metres more than once and didn’t even bother with decompression on one occasion.

And you wouldn’t even need a diver. Lower down a box of explosives with a rope.

The whole job could be done by two guys with a recreational power boat in 5 to 10 minutes.

  If I were the Ukrainians I would have sent a small group of fit young men – divers, soldiers even – on a Baltic summer holiday. Chartered a boat from somewhere like, say, Lithuania. Spent a week or two stopping at nice spots like Gotland, taking in the sights. And then do a small spot of “recreational diving”. Charges timed to go off a few days after the boat was returned and the holidays were over.
  
  But hey, I’d also have sent the same team of people on a summer holiday to Italy. Go to the Tuscan coast. Check out the big super yacht that is supposedly owned by Putin and is sitting in Marina di Carrara. Surely not hard to sink a super yacht that’s at anchor.
  
  And then start blowing up their houses in France and Italy and so on.

    Ukraine are obviously tickling the tail of the dragon – Russian infrastructure would be easy to target with missiles (cheap go-cart engine powered drones only cost $1-2k in parts), but nuclear reprisals are are real possibility, and to date Ukraine have been very circumspect about doing anything within Russia.

National need a better answer when the Government and media keep saying their tax plans will give more money back to high income earners than low income earners. It is because the top 5% pay way more in tax so percentage wise are going to get more back. The lowest earners often pay very little tax after working for families etc so there is very little to give back, it is the middle earners who it is aimed at as they will likely move to a lower tax bracket for most of their tax.

      Wage rises are great but saying you have massive wage rises when they’re actually less than inflation is BS.
      
      Our Reserve Bank is legally required to keep inflation between 2-3%. Our Government has literally allowed them to forego their legal responsibility – hence the Government are responsible.
      
      Government policies have resulted in record profits for banks (printing money to drive up house prices) and Supermarkets (killing off small business competitors). I assume those are the companies you mean? There are very few Labour policies that help businesses other than those two.

Since the ministry of education blocked schools from demanding ‘donations’, we are now getting asked to pay for ‘different’ things.

Just received an overdue demand for our daughter, from her college including these items….

It seems to me they just replaced donations with other compulsory demands.

“117Contracts relating to provision of water services
(1)
Despite section 116, a water services entity may enter into a contract for any aspect of the operation of all or part of water services for a term not longer than 35 years.
(2)
If a water services entity enters into a contract under subsection (1), it must—
(a)
continue to be legally responsible for providing the water services; and
(b)
maintain ownership of the infrastructure and assets relating to the water services; and
(c)
retain control over—
(i)
the pricing of water services; and
(ii)
developing policy related to the delivery of water services.
(3)
This section does not prevent a water services entity from entering into a contract with 1 or more other water services entities if the purpose of the contract relates solely to water services.

A rule which allows for blanket funding of cancer medicines to treat children is being reviewed by Pharmac, to consider whether it is still “needed”.

At present, any medicine used to treat cancer in a paediatric setting is automatically funded without a Pharmac assessment – under rule 8.1b of the Pharmaceutical Schedule.

  Yeah, well. In the US, any vaccine on the children’s schedule is automatically funded. Hence Pfizer has got the jizzer on that schedule.
