  I think the idea behind ETS is good – measure emissions, then reduce the amount permitted steadily down to the acceptable or unavoidable level.
  The cost of an emission permit can then be compared to the cost of making changes to avoid the emissions and households and businesses choose the best option for them.
  
  Execution is another matter. Can we accurately measure emissions? Do we? And what happens to the net funds raised (revenue from permits – cost of administration)?

      There are comprehensive rules about how emissions are measured. These have been developed over the last 25 years. They are standardised across all nations that are members of the UNFCCC.

        And then when you read through the comprehensive rules and get to the technical part you are left asking: “Where is the technical part?”
        Oh, I found it, the word “estimate” or variants of this appears 47 times in the document. The word “measure” only appears 12 times.

  The ETS is one of the better ways of rationing a scarce resource, but in NZ would be better if wasn’t run as a defacto tax.

  The ETS reminds me of the old Catholic church practice of selling “indulgences”, which allowed people to offset their sinning by giving money (usually) to the church.
  Politically, however, it is brilliant. The government gets to “do something” while everyone else pays. The costs are spread and hidden in higher cost of living and reduced competitiveness.
  
  The solution is to define a fiscal cap say 5% of GDP. From this calculate the cost per kg to reduce CO2. Only approve schemes that cost less than that number.

  A quick reminder about the famous Paris agreement.
  1. There was no “agreement”. Individual countries made their own statements and stapled them to the pile. China eg pledges to keep increasing carbon until 2030 and then may increase more. Many African countries pledged to accept some of the $100billion promised by other countries.
  
  2. Countries did not sign up to the Paris agreement. It was just leaders in their personal capacity. Individual leaders did not bind their countries. Some countries embedded the leaders promise in domestic legislation, which like any law can be overturned in the future.

  If people understood just how significantly FF have improved our lives over the last century or so, despite any negative effects they _might_ have had on the climate, schemes like this would be laughed out of the room.
  In the very short time climate policies have been inflicted on us they are already making our lives worse (e.g. expensive energy), and it will take decades to recover once we decide to sort the problem out (e.g. building reliable electricity generation). Hopefully we’ll have some money left to do that.
  One of the best things we can do to improve our lives is to provide cheap, reliable, energy.
  There is no climate crisis.
  CO2 is not pollution.
  Warmer is better.
  The people inflicting net zero nonsense on us are not our friends.

  She asks some good questions about the economics and the science, but philosophically she lost me at the end of her first paragraph:
  
  “Not only is there inadequate science to tell us what will happen when all the trees in a pine plantation age and die at once, there is no guarantee that they will last that long in conditions of climate change, as the risks of fire, disease, intense rainfall and wind throw increase – as we’ve seen during Cyclone Gabrielle.”
  
  Anyone that attempts to link a weather event such as Cyclone Gabrielle with climate change, in the absence of even a shred of evidence, whilst ignoring the Tongan underwater volcano eruption – for which there’s abundant evidence of it being a cause of the adverse weather events endured by the east coast of Australia last year, and the east coast of New Zealand this year – loses all credibility and does her argument no good at all.

    A ludicrous decision which has helped wake up millions more people to the narrative control they’ve been subjected to for quite a few years now.

    Carlson’s salary was almost certainly more than $20m Red. Megyn Kelly was on $23m a year in 2017. There is a decent chance Carlson will get a hell of a lot more that one years salary as a severance deal.

Basic summary – Xi’s message to Zelenskyy
1. Hands off Taiwan or else – if you back the US then China will not help Ukraine.
2. You are in the crap – the Ruskies are about to destroy your country. You need to call a ceasefire asap.
3. China is here to help if you agree to 1&2 above. China will lead a Europe wide resolution with Russia.
The US of course has already ridiculed China and warned Zelenskyy not to side with them.

Zelenskyy now has the choice of peace or war.

      I agree Lance – Zelenskyy won’t surrender, if he does then the Yanks will replace him with a new puppet. So total destruction of Ukraine it is then….. The Ruskies will control the east & Crimea.
      
      The bigger question is, then what happens? Biden will be exposed as the clown he actually is. NATO will be humiliated. So what is their response? Their options are limited, but they will potentially choose to retaliate and cause more carnage and bigger weapons. The US needs a war somewhere, take your pick which one(s) they dive into first.

        I am a bit skeptical of the logic there.
        
        Russia (on paper) should have rolled into Ukraine, but through gross incompetence and massive corruption that led to the degradation of Russian equipment their initial invasion ground to a halt.
        Then with the assistance of Western supplies, the Ukrainians have been pushing them back.
        The Russian military has been exposed as vastly inferior to what was expected.
        I fail to see how NATO has been humiliated?
        
        What’s more the financial toll of sanctions, fleeing capital and an expensive war, will bite down hard on Russia’s economy. Some serious financial observers say Russia will be in deep shit economically by the end of the year, they need to end this invasion before then.

        Zelensky isn’t in any position to surrender because the war is in fact a proxy war of the United States v Russia, with Ukraine simply providing the land and bodies for the US. The US has committed to fighting its war to destabilise and weaken Russia “down to the last Ukrainian”, which is very admirable of them.

        Based on what I have read, Russia might have changed tack quickly after the initial setback. Russia has now destabilised the EU economically and contributed to the beginning of dedollarisation (due to the US and EU confiscating Russian assets in the West), which could become fatal to the US hegemony. It’s still to be seen who will come out this mess as the ultimate winners.

  Apparently China trolled him by having a Russian interpreter *due* to not having a Ukrainian interpreter available. Zelensky’s office complained afterwards that Zelensky had suffered listening to the language of the aggressor, even though he’s a native Russian speaker and started to learn Ukrainian in 2017 only.

Forget “3 Waters”
The will be no changing Labour now on 3 Waters or Mana o te Wai Statements now – both are already written into law –

Subpart 3—Te Mana o te Wai statements for water services
140 Mana whenua may provide Te Mana o te Wai statements for water services
(1) A Te Mana o te Wai statement for water services may be provided to a water services entity by mana whenua—
(a) whose rohe or takiwā includes a water body in the service area; or
(b) whose interests in the service area are recognised in a Treaty settlement Act.

(2) A Te Mana o te Wai statement for water services provided under subsection (1) may—
(a) be provided by an individual iwi or hapū, or by a group of iwi or hapū:
(b) relate to 1 water body, or to multiple water bodies.

(3) Mana whenua who have provided a Te Mana o te Wai statement for water services under subsection 1)—
(a) may review the statement at any time; and
(b) following a review, may provide a new statement that replaces the statement that was reviewed, in which case, the reviewed statement expires when it is replaced.

(4) A statement provided under subsection (1) or (3)(b) expires after 10 years.

Meanwhile –
… A TDB Advisory report that assessed the 2022 wealth of the country’s largest Maori businesses puts Ngai Tahu at the top of the iwi rich list with a value of $2.3 billion. Tainui comes a close second with $2 billion. So, when Tuku Morgan speaks out, it’s on behalf of a multi-billion-dollar business development corporation – one of the richest private business operations in the country. …

Last year, Victoria University’s Dr Bryce Edwards described Labour’s co-governance arrangements for iwi as ‘privatisation’: “The co-governance model is a form of privatisation. The new companies will be half controlled by private organisations – iwi, which are increasingly highly corporate in their business operations.”

Let’s make no mistake – Three Waters will deliver control of freshwater to Maori if Labour is returned to power in October.

But that will not be the end of the matter for Maori.

Tuku Morgan and John Tamihere have made it very clear that if the Maori Party is the kingmaker after the election, they will not settle for anything less than full ownership of New Zealand’s freshwater.

  Borrowing money to invest has always been seen as an exceedingly risky strategy. Then again, Robertson has spent every cent in the government’s coffers, so I guess he has no alternative but to go to the market and increase our level of indebtedness.

        Back in the day I once partied a few times with drunken sailors. Not that we Army types were any less intoxicated.
        
        But common to us all, was that (a) we put aside just enough money to get a taxi back dockside, and (b) we stopped spending money when we didn’t have any more, and (c) we did not extort more money under threat from innocent passers-by.
        
        If only this government was as wise as drunken sailors, New Zealand would be a lot better off.

      One could also ask why financial advisers advise people to invest in funds etc while still having a mortgage. If you are young then investing in a ‘conservative’ fund does not make sense. However over a medium to long term an investor would be better off financially investing in a ‘growth’ fund rather than using the money to pay off the mortgage. Indeed it could be worthwhile to have an interest only mortgage (if the bank will let you have one) so the investor has more money available for investment. Similar with student loans. The investor would pay back the student loan at the minimum amount required by the Government and use surplus cash for investment.

        That sounds a great plan, the gains on the stocks will pay off all your debts.

        The S&P index has historically average 9% ish over the long term. But there are also long periods of losses. I believe if you had invested 2 years ago it is down.
        
        The Cullen fund does NOT invest in the S&P index. They are trying to pick winners and losers. Historically the ONLY investors to continually beat the market (S&P) are people running Ponzi schemes. Bernie Madoff was caught, in part, because he never took a loss.
        
        That the Cullen fund has done very well for the last 10years doesn’t mean it will continue to do so.

      At the casino you know (or ought to know) that each time you play Red or Black you are out of pocket with casino ‘takes’ and taxes (the ‘0’ slot) and you will run out of money.
      If you invest in S&P 500 (which you can easily do by buying NZF shares from Smartshares or a sharebroker then over time you will end up with more money than you invested. Admittedly there is a very slight chance that you will be attacked by a gaggle of black swans ie lose money.

  Correct me if I am wrong here Rodney, but this is due to ring fencing of the Super Fund (isn’t ACC the same too?).
  
  This should not be borrowings though. It should be administered the way that most NZers think of super: a part of tax that you pay in is set aside for your super.
  
  If this was not ring-fenced then we’d end up with the situation of the government still borrowing and spending like rock-stars’ kids and nothing left to show for it.
  
  The alternative would be to reintegrate ring-fenced funds back into the government coffers where they’d disappear like morning dew.

    The ACC issue is different; their investment assets are held as a ‘hedge’ or offset to the actuarially calculated claims liability…..that is the cost of presently known claims. It is therefore essentially a $NZ liability and is hedged accordingly.
    The NZSF fund is quite different and a good analogy would be borrowing $NZ against your house to invest in $US (largely) equities, since at present contributions to NZSF must be financed by additional borrowings, thus taking on currency and equity investment risk.
    I doubt that any sane investment adviser would counsel that…….or that the FMA would approve them doing so !

Millions on truancy officers and a plan to get kids into school, attendance plummeting and the worst in recorded history with fewer than 50% of children attending full-time (which, astonishingly, is only 90% of the time). Consultants on Light Rail. Light Rail. Millions to trap and kill a handful of wallabies. Second Auckland harbour crossing for cyclists – more millions pissed up against the wall.
    
    Ridiculous cheesy adverts to “lower the road toll” – road toll goes up. Te Pukenga. The Health “reforms”. Immigration – giving millions to Shortland Street to no useful effect. Giving 100s of millions to Maori for special treatment that seems to make all the stats worse.
    
    Investing in being kind by emptying the prisons – ram raids, violent crime massively up.

  I suggest a new arrangement for political salaries. Average what they earned in the last five years they worked in the private sector. Pay them that, to the limit of their Parliamentary salary. If they didn’t work in the private sector, they can have 80% of their public sector earnings (discount for job security, etc.)
  
  The remainder to be invested as they invest taxpayer’s money, for the term of their time as an MP and then held in those investments for another seven years after they leave office, after which, they can have the money back.

  They accidentally got it right as share market returns since Cullen’s Folly was established have been higher than debt costs. They could probably have gotten greater returns by less international investment as the NZ stock market has provided some stunning returns over that time mainly driven by cheap money (quantative easing)
  
  Reversion to the mean probably means share market returns will be mediocre over the next 10 years so borrowing to invest in shares is dim.

So i was in Aussie last week on business.
I needed to grab a couple items from Chemist Warehouse. They totalled $8.12 converted to NZD.
Out of curiosity I looked up the exact items in Chemist Warehouse NZ.
In NZ they totalled $12. For the exact same items.
I’m not against people making a profit, after all it’s what makes the world go round, but… damn that’s pretty much a 50% increase.
One of the Uber drivers mentioned how he carries a lot of Kiwi young couples arriving in to Aus to live. I can see why, unfortunately.

  The main purpose is to discourage people from thinking of the school attacks.
  
  Most school shootings seem to be disgruntled pupils or former pupils who turn up to show them. If they think they won’t even get to the front door, then many would give up before they even seriously consider it.
  
  Of course there are the “blaze of glory” types for whom having an extra hurdle to overcome would be a way to prove themselves. I suspect those are in the minority.

I’ve often said–mostly to deaf ears–because the US has so many gun owners, and because it is generally so easy to buy and carry a gun, and so many of those guns are handguns, that counterintuitively, the US has an admirable paucity of things like mass shootings, and shooting in general outside certain areas and groups.
  
  I shudder to think how a country like NZ would handle the same liberal approach. With our rates of domestic violence and mental health problems we’d be slaughtering each other by the bushel.

  “Big burly marine”. There’s a picture from the olden days! As I drive past schools in Christchurch I see fences and gates. So I’m puzzled about how people enter and shoot up pupils in the USA. The USA has less than 5% of the world’s population and 45% of the world’s civilian gun ownership. The Swiss have estimated that more guns are owned in the USA than the population. Obama also spoke about eliminating shootings from schools. My advice would be to build fences and install the kind of metal detectors that the Americans have in their airports and museums. An armed teacher is not a good role model. Of course the woman in the lobby of the Tel Aviv hotel was totting a gun even though the entrance was cunningly constructed to slow down any traffic.         I’m 61, personally I don’t really care if an unvaccinated nurse is looking after me.
        I caught the bug, was sick for 3 days, during which I was still able to put in about 12 hours work. Similarly my wife who’s 58 caught it from me and was in bed for about 2 days and off color for another 2 days.
        Since our general health is good and we take a range of food supplements like Vits D, K, C plus Zinc, etc. we were giving our system what it needed to do what it does best, which is fight the bug.

  There’s got to be something else at play here. Apparently all the trains have been reduced to a maximum of 70kph until the tracks are checked, so they’ve gone to a weekend timetable which effectively halves the services provided… why ?
  
  Also, why does it include the Johnsonville line, which never gets up to 70kph in the first place, and is an independent track (except at Wgtn Central yards)… why ?

  If it is true and a Powerful Indigenous ‘Pro-Voice’ group aboriginated this list it is a vast worry, see just –

Last election I party voted Act but gave my electorate vote to Simon O’Connor. Now that Brooke is going to be the Act candidate, I think it may be two votes to Act this October. I wonder how many other people in my electorate will also vote for her? I expect Simon will still hold the seat but may have a big reduced majority.

Last report a week ago “authorities were tight lipped”. Which authorities are suppressing this? The police? Do they have a right to suppress it? Or is the media suppressing it? Where do the police publish their updates? Can the public access the police press updates that the media choose not to print?

    Interestingly enough, thats why soldiers are told to break step when marching across bridges – the frequency can lead to a resonance that can break the bridge itself.

There are calls for teachers’ pay to be significantly lifted amid increasing concern over New Zealand’s falling attendance and achievement rates.

Students have had a rocky start to the year with teachers’ strikes and weather disruptions seeing schools close regularly.

It comes after years of COVID-19 disruptions with attendance rates falling from 66.1 percent in term 4 of 2019 to just 50.6 percent in term 4 of 2022.

  The education system in NZ is crumbling and it is going to take some extreme measures to arrest this. National and ACT have a big job on their hands if they manage to win the election.
  I’ve mentioned before, our daughter just started high school, what I’ve seen and read so far doesn’t fill me with confidence. We’ll be monitoring closely, but the latest email giving dates for upcoming strikes does nothing to improve the feelings of concern.
  Teachers seem to want to “down tools” at every available opportunity.

  There are 8 weeks a year when teachers are not required to be at work (38 weeks term time + 2 weeks out of term preparation + 4 weeks out of term annual leave = 44 weeks, cf 52 weeks for other full-time employees).
  I’d be happy for us to pay teachers who attend and complete additional training in that time, to ensure up-to-date knowledge and above average ability in the curriculum subjects they teach, as well as in actual teaching knowledge and skills.
  
  Wonder how the union would receive that suggestion?

  From a recent Free Speech Union email:
  
  Its been a few weeks now since the open mob violence against Posie Parker at her “Let Women Speak” event at Albert Park. The utter lack of a police presence left Parker and her supporters as victims of assault for their views, with their speech rights not trampled on by the Government, but by their fellow Kiwis. Since then our public letter calling on the Police Minister and Police Commissioner to acknowledge their mismanagement received over 23,000 signatures! We will be delivering the public letter to them shortly. But in the meantime we have been working in other ways to make sure such open political violence doesn’t occur again:
  
  –After the event, we wrote to the Police Commissioner and Police Minister separately from our public letter expressing our deep concern over the events that transpired without any police presence, and seeking to meet with them.
  
  — The Police Commissioner accepted our request, and we had the opportunity to meet with him in person, seeking answers as to the lack of a police presence and impressing upon him the need for the police to prevent mob violence from overriding Kiwis’ free speech rights.
  
  –We’ve made a complaint to the Independent Police Conduct Authority, ensuring that the speech rights of Posie Parker, and the need to protect them, are included in whatever investigations are carried out about the events at Albert Park.
  
  –We’ve filed several OIAs on various aspects of Parker’s trip to New Zealand, particularly around the decision making of key agencies regarding her trip and security.
  
  –We’re also approaching the Ombudsman concerning her alleged treatment by Immigration New Zealand when she arrived at Auckland Airport and was apparently held for over 2 hours of questioning.
  
  Such open violence and intimidation to suppress a person’s right to speak, which was all caught on film, must not be allowed to happen again.
  
  The state doesn’t only have a duty to respect speech rights, but when they are threatened by mob violence it is the state’s duty to step in to protect them. The Free Speech Union will continue to work to ensure that duty is upheld.
  
  Donate often and donate big. These people are on the front line, putting in the hours, taking the shit. Give them a few bucks. Give them more than a few bucks. If not now, then when?

Transgenderism is a trojan horse. Yuval Harrari is one of the globes key authors, influencers and intellectuals and linked to WEF.

Yuval’s key ideas is the “primacy of fictions” and how collective fictions are linked with power.

He says in the New York Times, ” I think that the reason that there is so much political heat around debates about transgender people and nonbinary people and so forth is because people maybe subconsciously feel that debates of the future will be about what we can do with the human body and the human brain. How can we re-engineer them? How can we change them? The first practical place that we come across these questions is gender. Me:( So what Canada is suppressing is suppressing a philosophical debate on what it is to be human and the limits and ethics of Transhumanism.

The NYT article also says “Some of the big ideas about humanity that you’ve helped popularize — that fictions or social constructs have political power”

Driving in to work this morning I saw an electronic billboard entirely in maori with a stylized white man with a black mark over his mouth.

I wish I could recall the main phrase on the billboard so I could Google it, as I suspect it’s highly inflammatory – and likely doesn’t meet the appropriate standards.

Anyone else see something similar?

I remember when

Australian mining company TiGa Minerals and Metals contend their reapplication to do open-cast mining at Barrytown , north of Greymouth, will earn West Coast millions and have a light environmental impact.
A commissioned report estimates 130+ direct and supporting jobs, $34million a year in wages and local spending, and when fully operation $63m a year in exports.
Restoration, as each part is mined, would return land to productive farming.

Last week I stated that Max Rashbrooke doesn’t know what he’s talking about. I was unfair to him.

He is dangerously ignorant of what he’s talking about.

He’s an academic and journalist focusing on wealth inequality. He has zero experience in tax or business and his position is entirely ideological.

Normally that would just make him someone that anyone with any knowledge on the subject would just ignore.

Unfortunately, what makes him dangerously ignorant is the fact that the IRD report actually referenced him as an “expert”. His only expertise is in wanting wealth taken off rich people and given to the poor. That the IRD thought his name and theories (because obviously they have no basis on reality) should be in an income report shows just how ideological this report was and how worthless it is.

Having read the report, I’ll also note that what I said last week was right – the calculation of business values for the Capital Gains were based on multiplying the income (i.e. it’s present value of future income which will be taxed when it’s earned). So yeah, they’re totally aware that their Capital Gains tax is double taxation.

  Macrons aren’t part of English, so how do they think people with standard English keyboards will produce them? Do they honestly think everyone is going to want to learn a bunch of shortcuts so they can do these spelling variants?
  
  I’ve noted of late that many Maori words seem to be “Maorified” versions of the English word, in the same way that many Maori place names have been Anglicised in English pronunciation. So why is one “offensive” and the other acceptable?

    It looks like that particular route was a limited stop route and the passenger didn’t know that. The bus driver may not be handling it very well – it doesn’t sound like he knows how to defuse the situation. That’s probably something drivers should be trained in, as people can get distressed quickly when their bus trip goes awry. It probably wouldn’t have helped in this instance, but might another time.
    
    Of course, a normal person would have talked to other passengers, or used their phone to get help from the company. Not punched out the driver. That’s surely a chauffeur driven trip to secure accommodation, complete with cool new accessories and bright new attire.

Common sense: Kansas Becomes 1st State to Pass Law Defining Gender as a Person’s Sex at Birth

Kansas has become the first state to adopt a definition of gender with the passage of legislation that keeps men, no matter what gender they identify as, out of women’s bathrooms, locker rooms, and other intimate spaces.

It also separates inmates and restricts participation in sports according to one’s sex at birth.

The move came late in the afternoon of April 27, when the state Legislature voted to override Kansas Gov. Laura Kelly’s veto of S.B. 180, which became known as the “Women’s Bill of Rights.”

Under it, a female is defined as “an individual whose biological reproductive system is developed to produce ova.” A male is defined as “an individual whose biological reproductive system is developed to fertilize the ova of a female.”

It also defines gender words calling for “woman” and “girl” to be used to refer to human females and “man” and “boy” to refer to human males. It defines “mother” as a parent of the female sex and “father” as a parent of the male sex.

  Utterly stupid. What would they do about the likes of Georgina Beyer or Jan Morris who had the full surgical procedures and lived as women? They used women’s facilities with no difficulties or issues. And were accepted as such by just about everyone.
  Of course, I am not surprised that KK would endorse just about the most regressive state legislature in US. Kanas has form going back over more than 100 years.

      Were Georgina Beyer or Jan Morris mentally ill?
      There are a number of people who follow their path, not an enormous number, around 0.3%, who are born male but who go down the full path of gender reassignment. However, that number in New Zealand is still some thousands, probably around 7,000, counting both sexes. Is it reasonable to deny such people their personal identification?
      Would you, for instance, refer to them as “him” when they very clearly identify as “her”. There would not have been a single MP in parliament who would have done that to Georgina Beyer.
      Yes, there are some real issues around élite women sport and where there has not been surgery.
      But the Kansas legislation is a crude approach to the issue, which ignores those who make a real choice. Not all are mentally ill. Most won’t be. That is the same pejorative label that used to be put upon many gay people.
