  Jobs are easy to create. It’s much harder to build value.
  
  If we really want more jobs it is easy: build a road with manual labour using nothing more than picks, shovels and buckets. Easy-peasy you’ve employed everyone.
  
  But actually generating something of value is much harder.

    The scary thing is that your road at least has some value. This government putting those thousand people on 100K a year to write regulations that reduce the productivity of the economy is of negative value. They probably cost more to the healthcare system than they would if they were getting some exercise too.

    cmm – think I’d rather see 4 trucks and around 5 people building a road with picks and shovels loading the trucks rather the more common current sight of 4 stationary trucks with flashing lights and 8 bums baby sitting the trucks while one person digs a hole. Suspect the former scenario has a higher productivity factor leading to more future value. 🙂

    Just went for a drive to the beach and went past three different road construction areas.
    
    The last one was typical of the others with at least 4 people:
    * One operating a digger.
    * One half supervising him and half on his phone.
    * Another standing there gazing off into the distance between texts.
    * The last one sitting in a traffic cone truck. apparently snoozing.
    
    4 guys, 1 working. After Fulton & Hogan have clipped the ticket etc they’ll be costing us $80-$100 an hour each. Effective rate $350 for one guy. Costs us more than a surgeon.

    It’s like a paid advert that RAL run every few years when they end up with a big base. A few years ago the base was well over 3m, the same headline was released…

The headlines read : Health Crisis Senior Doctors plea for Palmerston North, as staff struggles put safe emergency service at risk.
This week ends the Parliamentry term ends and dispite of all the money that has been poured in to health and education this out of touch Labour Government has no answer on how to fix the problems. They have used what money that was left so they can’t borrow more before the election to cover these major problems up which they would normally do to hide the problem.
Then this on Education ‘ not a pretty future’ : What a dire state of education means for the next generation.
The Government’s problems don’t stop there either with the Prime Minister Chris Hipkins deciding that attack is the best answer in defence with attacks on all the other parties on the right while forgetting that his Coalition of Labour, Green’s and the Maori Party is the most toxic of all in eyes of many voters in New Zealand.
The Prime Minister Chris Hipkins is a hypocrite, out of touch and ideas on how to fix our beautiful Country and will blame anyone except himself for the economic disaster he has left New Zealand in.

So a single person rented a house and after a few weeks, the letting agent requested that she take in an unknown boarder or flatmate.
When she said no, her tenancy was terminated.
Is this a standard practice in the world of renting?

  “… the landlord emailed Stevenson to float the idea of a boarder or flatmate joining her in the property. Stevenson said no, telling her landlord she wanted her own space.”
  
  Then termination notice was given for a legit reason.
  
  The tenant’s application for compensation failed due to timing and lack of evidence.

        Not ‘odd in the extreme’ at all. Landlord was obviously aware of the situation. If there is a shortage of accommodation in the area (and there is) the landlord may have been looking out for both parties.
        
        Didn’t work, end of.
        
        Did notice from the article the tenant talked harassment but the adjudicator said there was no evidence of this.

  The linked article explains fairly clearly (unusually for Stuff) what landlords and tenants can and can’t do within the law, and how those requirements were or were not met on either side in this particular case.
  
  As to whether this is something landlords commonly do – I would have thought it unlikely that many landlords would rent out a place that can sleep several to a single tenant in the first place, so this situation probably doesn’t arise very often.
  
  More broadly, the stark fact is that in a seller’s market, the seller is better positioned to do whatever they think is in their own best interest and less obliged to take into account the buyer’s interest. And housing in NZ is a seller’s market, thanks to years of Government and local council policies deliberately designed to make it difficult, to the point of illegal, to build affordable housing where it’s needed. The answer, as it is in many questions related to housing, is both simple and difficult – Stop making it so hard to build new housing.

    Nope. Provided that the landlord is confident that the tenant can pay the rent, this is a dream scenario for a property owner. Things less likely to go wrong, one person to deal with, less wear and tear.

And there are enough people willing and able to pay rent * 3, to make that a common and worthwhile practice for landlords? Well OK, if you say so, but then that’s two people left still in need of housing, so there is still an urgent but apparently too-hard need to stop making it illegal to build affordable housing where it’s wanted.

        The market rent for a property has no relation to the number of tenants occupying the property.

        I don’t know what that means. I am the sole occupant of a house with two bedrooms. Should that be unlawful? I know a couple with two children in a seven bedroom house.
        
        There are many single people occupying 2 and 3 bedroom state houses (usually because their children have grown up and left the house). They used to be moved into one bedroom houses but the current government stopped that.

    It is not highly unusual for a single person to rent a 2 bedroom place… I have done it a few times. Why? Because I liked the location, the price was right and the extra bedroom doubles as an office and place for rellies and mates to stay over when in town…
    
    Landlords judge tenant quality (are you a munter) and can you paid the rent on time, every time. Nothing else comes into it…

    Terminating (periodic) tenancies – used to be 90 days notice and no reason required. Labour changed that, to give tenants more security they said. Currently there are specific reasons required, including by Kainga Ora. Not that KO use them these days.
    
    In this case a specific reason was met, according to the Tenancy Tribunal and the law.

  So, maybe property owner’s relative suddenly needed a place to stay, asked if tenant would accommodate relative, tenant said no, owner then terminated tenancy with proper process, tenant left earlier with shorter notice as tenants are allowed to.
  Law followed all round, tenant obviously a bit peeved but didn’t have a fixed term, so no comebacks.

Luxon announced yesterday that National would abolish Maori wards in city councils. A good move in the right direction. There should be no Maori-only anything, just as there should be no European only or the Ku Klux Klan.

      Here is part of my submission:
      
      Māori already have full voting rights, in addition to which IMSB (is this to be abolished if Māori seats are introduced?) members have full voting rights on the influential committees in the ACC (no other ethnic group has such racially specified representation) which drive overall ACC policy affecting everyone. The IMSB itself over-represents mana whenua Auckland Māori disproportionately to the number of the total Māori in Auckland.
      Racial set asides in voting create a divisive racial spoils system responsive to cliques but indifferent to the whole population and local residents – we have seen that with the Tupuna Maunga Authority’s actions.
      This obsession with what the Treaty allegedly said, but didn’t, ignores the passage of time, geographic mobility of NZers, the long history of intermarriage in NZ, privileges a conservative, ethnocentric, semi-religious viewpoint in public policy when NZ is increasingly secular in outlook, and trashes centuries of democratic development away from ancestral rights towards equal rights held by individual citizens.

        Unless I’ve misread National’s position and it is merely to abolish those Maori wards that were not subject to the veto since 2021.

      National was reckless to say, during the 2011 election campaign, that it would abolish the Māori seats. At that election, National received 59 seats, ACT NZ 1 seat, and United Future 1 seat – a bare majority in a 121-seat House. At that point, John Key extended an olive branch to the Māori Party (3 seats), for his own reasons, and the rest is history. But I don’t blame him for that. Consider the following:
      
      About that time, it would have been explained to him that the Māori seats are effectively entrenched, because the formula used to calculate the number of Māori seats (section 45 of the Electoral Act 1993) is entwined with the formula used to calculate the number of General seats. That formula is set out in section 35 of the Act.
      
      In other words, in order to abolish the Māori seats, the formula pertaining to the calculation of the number of General seats would need to be amended, but section 35 is entrenched (reserved) under section 268 of the Act.
      
      Under section 268(2), reserved provisions can be repealed or amended “[only if] the proposal for the amendment or repeal—
      (a) is passed by a majority of 75% of all the members of the House of Representatives; or
      (b) has been carried by a majority of the valid votes cast at a poll of the electors of the General and Maori electoral districts:”.
      
      In this day and age, no government would set in motion procedures to (presumably hopefully) abolish the Māori seats, particularly under subsection (2)(b), above, without the concurrence of Māori, which, presently, would not be given. To do so, would lead directly to widespread unrest, or worse. Fortunately, John Key was reined in just in time.
      
      As I have said two or three times previously, realistically, the Māori seats will go only when Māori say they can go. Presently, the quotient is 7.23 seats. Only if that quotient falls to 0.50 or less – which would take at least a generation and a rapidly changing Māori mindset to happen – would no Māori seat or seats be required to be established (see sections 45(3)(b) and 45(12) of the Act).
      
      The Māori seats are here for at least the foreseeable future. That is a fact that Kiwiblog commenters simply need to get used to, if not accept.

        Co-governance–an equal-power partnership relationship between Maori and the Crown–is not a function of Maori seats, but it certainly is a function of Maori wards, racially-selected appointees to boards and committees, and special veto powers for iwi, etc.
        
        Maori seats are certainly an anachronism but a relatively benign one since you can’t be on both the general and Maori roll at the same time.

        I disagree.
        
        In the ‘Conclusion’ to their paper, “THEORISING REPRESENTATION IN THE MĀORI SEATS – The crucial role of accountability” (published in Mai Journal, Volume 6, Issue 2 (2017)), the authors, Sylvia Nissen [and] Lindsey Te Ata o Tu MacDonald (Ngai Tahu) (both at the University of Canterbury), stated the paper highlighted—
        
        “two key justifications for the Māori seats in particular. First, the Māori seats provide an important avenue for representation given the historical treatment and dispossession of Māori, the continuance of contemporary inequality among Māori, a shared memory of the discrimination, and a conviction of shared political interests in the present. Second, this paper discredited arguments that the seats are not ‘needed’ now that there is proportional representation, as the Māori seats also provide crucial mechanisms of accountability that ensure the fidelity of Māori representatives to their constituencies.”
        
        Another issue that I consider important is the fact that parliamentary seats are calculated on the basis of population, rather than the number of registered electors. That means those Māori on the Māori electoral roll, and their families, constitute the Māori Electoral Population.
        
        If there was no separate Māori roll, and all Māori voted with everyone else, that would adversely affect the number of solely Māori-oriented MPs (for want of a better expression) that would be elected, because the percentage of Māori aged 0 to 17 is greater than it is for non-Māori.
        
        So, even if Māori turnout matched non-Māori turnout at each election – in 2020, turnout in the seven Māori seats was 69.11%, compared to 83.34% in the 65 General seats – Māori would continue to be at a disadvantage in electing Māori candidates to represent their specific views.
        
        So, I, for one, do not regard the Māori seats as an anachronism.
        
        Now, while it can no doubt be argued that the Māori seats are not a “Treaty” issue, per se (in that they were established 27 years after the Treaty was signed), the Treaty principles of ‘active protection’ (of all Māori interests), ‘equity’ and ‘equal treatment’ (among others), are. Under these principles alone, the Māori seats will be with us for as long as Māori want them.
        
        Whether we like it or not, the Treaty principles that have been developed over the last 36 years or so, are also not going away anytime soon. That is something else that Kiwiblog commenters need to get used to.

    Some time ago I emailed Luxon, the party president, and my local candidate, stating that getting rid of co-governance is my absolute bottom line. Without a definitive statement on the matter they would not get my vote, period. A few acquaintances did likewise (we were discussing it amongst ourselves). Lately there has been the Hobson’s Pledge campaign on similar lines. I wonder if there has been pressure like this coming in from all sides to influence Luxon’s statements.

I sent an email to all my local candidates, via the Hobsons Pledge website (auto email), about the importance of democracy, co-governance etc, and this is the reply I got from my local ACT candidate. This reply alone has confirmed why I’ll be party voting ACT again this year.

“Thank you for your email.
We’re as worried as you are about the division this Government has introduced with its co-governance agenda.
That’s why ACT has been the leading party on this issue. For example, we exposed He Puapua – developed under a NZ First-Labour Government – by bringing it to Parliament and demanding answers. We’ve held the Government accountable, but being against isn’t enough. We’ve also shown a better way forward.
Our paper ‘Democracy or Co-Government’ sets out that way forward in detail. The basics are:
• One person, one vote. No race-based laws. ACT will repeal divisive race-based policies like Three Waters and the Māori Health Authority.
• The public service will be directed to prioritise support by need, not race. It should use data properly to target the people who really need help, instead of lazy racial profiling.
• The principles of the Treaty will be defined as what the text of the Treaty actually says: we all have the same rights and duties. This last part is critical, because it removes the other side’s argument that the Treaty justifies discrimination.
If you get those things right, then it becomes obvious road signs and government department names should be written in the language all people understand. (We notice Labour don’t put their billboards in Māori first then English underneath when they’re fishing for votes).
Only ACT is committed to ending co-government, and only ACT has a detailed plan to actually do it. We hope you’ll do your bit to get real change by giving your Party Vote to ACT.

What a nasty little man Chris Hipkins is. The media have done their best to portray him as a cute younger brother with his sausage rolls. But he is a deeply ambitious politician determined to hold on to power at all costs. He will stop at nothing as we are already seeing.
This horrible little man was Jacinda’s closest colleague, along with Grant Robertson. They bear full responsibility for everything that happened and for their record of incompetence and non-delivery.
It amazes me anyone still puts any credence at all in what Labour has to say. Just look at their record.

  In reality I can’t see such a cluster of a government.

Its surprising how many people are unaware of how inaccurate the Temperature readings being taken around the world are.
They use Mercury Thermometers inside a White painted Slatted Box on Stilts called a Stevenson Screen invented in 1864.

  The Stevenson screens were erected in the middle of lawns – well away from buildings. Now they’re surrounded by asphalt parking areas and airconditioning units. Is anyone surprised they now have different readings?
  
  Many of the longer running measurements are from airports (they’ve always needed temperature to calculate take off weight etc). Airports started off as grass strips with the occasional small prop plane. Now they are acres of asphalt and concrete with airconditioned buildings and massive jets both belching heat.
  
  Most screens are placed in cities. Of course the environment around these has changed massively in the last few decades.

  Argo ocean temp data is very high quality, with global coverage. It shows a lot of heat being pushed into oceans from atmosphere. Something like 0.1-0.2°C/century over 4km global average ocean depth, though thermogeddonists don’t like reporting that number as isn’t scary enough for propaganda purposes, and ultimately it prevents long term rapid increases in global air temps – the ocean ‘clamps’ it.
  
  Also shows up as sea water thermal expansion (thermosteric) sea level rise.
  
  Basically can’t argue that warming is occurring, the data is solid on that. Whether it is a cause for concern is open to interpretation – I tend to think not.

The health system is definitely a mess.

There seems to be a feeling here on KB that Labour throwing more money at it has not fixed things. Hard to argue with that.

Health is about $20bn per year. If efficiencies are going to come from carving out middle management positions (hard to argue with that too) ….. then

Costing these out at average of $150k each (a wild guess) then every 7 disestablished will save $1m. Trashing 7000 of them would save a billion – or 5% of the current budget. Somehow it seems hard to imagine that a 5% cost reduction will generate a sea change in the system.

Anyway 7000 might be a bit aspirational. Ditto for sorting the health system without spending more money.

Must be time someone drafted Tony Ryall ….

      The lost $1.9 billion that went to mental health but produced zero extra beds or nurses…. I suspect that isn’t an isolated incident. You don’t have to find too many of those to find real money.
      
      Also if you get rid of some of the massively increased “management” part of health, the docs and nurses will magically have more time to do their jobs instead of going to cultural training, filling in useless forms or team building…cost per op falls considerably.

  Unfortunately parties of both stripes mainly measure their accomplishments in terms of expenditure, so there is little desire to reduce spending.
  
  The medical industry has little interest in reducing costs. Every new fancy treatment and machine costs more and, of course, we MUST have them because nobody likes asking the big question: how much is a day/week/month of someone’s life worth?
  
  As a result, we can only expect medical costs to increase – particularly as our population gets older, fatter, and, generally, less healthy while simultaneously demanding more and more. Things like hip operations are now routine. How did we get there?
  
  At some stage we will need to reduce this spending and tell people that they have exceeded their budget. I don’t know how we’re going to make that work.

      Point taken. I’m aware of the potential theoretical dangers. However, monitoring and controlling each and every item on every transaction is just not feasible. There’s simply no computer power that would be sufficient to process it all. At present even the commercial banks do not have an instant processing facility as evidenced by the “payment pending” entries in my Mastercard account, and which by the way do not itemise my expenditure recording only the amounts and the names of payees. Another aspect of this whole business, how would commercial banks react to CBDC? After all, it would negate any rationale for their very existence; would their owners just take it like that?
      Personally speaking, I don’t use cash at all, mostly because of convenience, having said which, I’m still in favour of retaining cash as the means of payment.

  I was in Japan earlier this year. Electronic payments are (unsurprisingly) a very big thing there, but so too is cash.
  I have no problem making electronic payments easier, but we must keep cash because I think the threats of a social credit type system being inflicted on us are very real. I can imagine politicians salivating at the thought of them.
  Maybe what we need to do to keep cash around is to make sure we keep using it. Personally speaking, I rarely use cash nowadays, but I wouldn’t be happy if it wasn’t an option.

  What astounds me is that they are using these really crap devices that are so easy to gyp by “foiling” (ie. wrapping in foil to screen the radio signals.
  
  This prevents the GPS and cellular signals from working.
  
  Unfortunately GPS signals are extremely weak, so if you’re sitting inside it is possible that the GPS signals cannot be detected so a GPS outage is legitimate.
  
  What they really need to do here is add a stronger beacon that is attached to the house and must always be in view.
  
  It would be possible to create a device like that for less than $100 that could not be spoofed and would prevent these (inaudibles) from rorting the system.
  
  But would they care to do this? I doubt it.

Twice in the middle of the night when sound asleep in bed he received a visit from a security officer because the monitoring station lost signal. On both times he had never left the house. And the second time, his probation officer put him on report for the “offence”.       The company who ‘managed’ the device were little more than scam artists. There is a random sampling thing where if a sounder goes off you have to pull over and breath into it to continue.
      Except the sounder extremely quiet and ludicrously easy to miss with general car noise.
      The fun part is for every infraction they get an extension of 3 months and a HUGE fucking fee that would make a towie blush.
      A year after the supposed expiry date the blood suckers were still extracting cash as it was still operative
      He had to fight to get it finally terminated.

    Remembering these accused are out on bail – not convicted – presumably they would be out on bail with or without the bracelet.
    
    Not the same thing as someone on HD who mucks with their bracelet and runs the risk that home detention becomes non-home detention.

      No, you have that wrong. There are conditions to bail. If those conditions are not met then bail can be withdrawn.
      
      It is completely the same has HD. In both cases the person is essentially limited by the restrictions of their bail or HD conditions and are required to comply.

  On Saturday I asked Ginny Andersen, ‘with rampant crime and repeat offending why she had said that no Māori should be in prison’, she denied it.
  She claimed to have said that ‘nobody should be in prison’ (a blatant lie). She then accused me of being abusive.
  According to Seymour there is a Michael Hill Jeweller in Takapuna which has been robbed 5 times in 6 months, as a result they have shut up shop, and she thinks the solution is community panels, Māori of course.

Just heard on TV1 news.
The reason or inflation…”MAY” be due to increased business profit.
When they showed ther interview with the “expert”….it was the chief economist for the CTU.
I own my own small business, providing tech services to business’s.
So I speak to 100’s of business people and managers
They are saying
Money’s tight and they can’t purchase
Money’s tight and projects under way are on hold
They are not looking to employ
Personally, over the past few months
I have more default (late) payments than since I started my business in 2008 (remember the GFC?)
and had my worst month last month since 2008.
So I, as usual, am calling BULL SHIT on the CTUI “expert economist”.

  I’m so tired of that BS argument. Increasing prices and profits are a consequence of inflation. Not the cause. It’s terrifying that the average NZers economic comprehension is so backwards that they can get away with propagating this disinformation. They should ask – how did NZers suddenly have a bunch of extra $ to pay these higher prices? Where did those $ come from?

I really don’t know what Hosking was on about this morning in his relentless browbeating of Luxon over New Zealand first. He was like a yappy little dog with a bone. Personally all I care about is that there is a National/Act coalition running the country from October. Peters is nothing but a distraction. Whether Luxon rules him in or out is neither here nor there, he’ll have absolutely no power either way.

  Lifesgood, couldn’t agree with you more about Mr. Luxon and NZ1. It is perfectly fair to wait until after the election. You can never be certain of an outcome. It might be that to get rid of this Government NZ1 might be needed. If that is what it takes to make Labour go away, so be it. If the MSM get their way the election will become a form of first past the post. The two sides will have declared their positions and it will become “them or us”.

  Hosking, for all of his good points ( and I am a big Hosking follower ) must learn that believe it or not there are people on earth who do not have the same opinion as him.
  Luxon gave him his answer, several times, but Hosking just wanted this answer to match Hosking’s slant on things.
  Maybe a bit of ego taking over, I don’t know.
  I was quite disappointed with this interview, it could have been so much more productive and less of a pissing contest.

      We can print as many pieces of paper as we like, but those pieces of paper have no value unless actual work is done.
      
      This is why we should revert to a backed currency like gold or bitcoin. This would guarantee that every dollar has value, because work was required to create it. It also brings back the social licence. Govt would have to fund itself via taxation only and would not have the option of funding via money creation (inflation). This means the govt would have to get permission from the public for its policy via tax, and would not be able to print the money to pay for whatever undemocratic policy they like.

Prime Minister Chris Hipkins and Finance Minister Grant Robertson have announced a sweeping package of public service savings, cutting the Government’s cloth as clouds gather over the New Zealand economy.

The pair announced almost $4b worth of savings, booked over the four year forecast period. That is on top of $4b worth of savings announced at the Budget.

On Posie Parker returning to New Zealand next month, Hipkins says he doesn’t agree with her views or how she conveys them.

“I don’t think that adds to the debate in any way that’s useful, constructive, and I fully support the people who will oppose it who have indicated that they would oppose it with us and express a contrary view,” he said.

National leader Christopher Luxon has confirmed to Newshub it’s ripping up an historic election deal with ACT and will try to win the Epsom seat.

But it wasn’t before Luxon had to deal with a heckler at a press conference on Monday.

“What you’re seeing is a very unstable coalition of chaos emerging on the other side,” Luxon said before the man appeared over a fence.

Hints of nationals tax plan

Interestingly when Newshub asked her whether she’d rule out tax hikes she was very specific, saying she’d rule out tax hikes for working people. When pushed she admitted that extended to landlords.

Now she’s ruled out a wealth tax, any income tax hikes, capital gains tax, inheritance tax.

Those are the obvious revenue-gathering options.

Newshub is told that once everyone looks at how National wants to raise more money, we’ll be thinking, well why haven’t we been doing so already.
