A weird speech by the Chief Ombudsman

Have been sent multiple copies of this speech by the Chief Ombudsman. It has raised many many eyebrows. He is an Independent Officer of Parliament, but shouldn’t claim to speak with the mana of the Parliament.

While the speech was not partisan, I’m not sure the Chief Ombudsman should be saying he stands for systemic change and inviting politicians to agree with him and other speakers.
