A scenario is not a prediction

CSIRO, Australia’s premier scientific institution, is predicting petrol will cost $10 /litre within a decade.

No they are not. That is quite misleading. They have included an A$8/litre scenario – they are not predicting that as the most likely scenario. In fact to quote the Herald:

“The future price of oil is uncertain,” Dr Wright said. “The Forum’s scenario modelling shows that if oil production peaks, prices could climb as high as A$8 per litre by 2018 in the most extreme case.”

So the “most extreme” scenario is not a prediction. The use of “will” instead of “may”compunds the error.
