Kyoto carbon tax gone

NZ were looking to be the only developed country in the world that actually was still trying to implement the Kyoto Accord, which is now basically dead.

However even NZ looks like it will be walking away, with it being most unlikely the numbers are there in Parliament to pass the carbon tax.
