… the NZIER modelling suggests that economic output will continue to grow but more slowly, so that by 2050 it will be in the range of 10 per cent to 22 per cent less than if no further action is taken on climate change.

But there are a couple of reasons not to be too alarmed by such a conclusion.

One is that the counterfactual of no action on climate change over the next 30 years is unreal. No country would get away with that, let alone one whose national brand is clean and green.

  It depends what the action is. Pursuing ruinously expensive marginal emissions reductions in New Zealand is mad. We could pay India a tiny fraction of the cost to achieve the same result.

    Just to add we may see a mini-minimum this year through 2020. Scientists have observed a virtually “spotless” sun so far in 2018. This may translate into cooler temperatures and the failure of northern hemisphere food crops this summer, not to mention a poor wine harvest. We shall see. No doubt it will be blamed on global warming. Cooling however means less evaporation off the sea and the failure of the monsoons and other seasonal rains that so much food production depends on.

      What is interesting is that there may be a correlation between minima and volcanic eruptions. That would further enhance cooling. Hawaii and Guatemala may be coincidences, but it is worth watching.

  And it is OK to let them out. They will return to living with ferals and will leave the latte liberals and leafy suburbs alone. Yes, this is a view I heard from a couple of people who advocate reducing sentences etc but who have no fear of dangerous crims on the loose.
  Since ‘3 strikes’ is fairly safe until 2021, the effectiveness of ‘3 strikes’ will be better known then, and in particular whether ‘3 strikes’ has resulted in a reduction of ‘prisoner-years’ overall.

      There is heaps of anecdotal evidence that prospective crims are considering their options very carefully in the light of the ‘3 strikes’ law. It will be known in a few years time for example whether that guy who got a second strike for ‘only’ stealing a skateboard and walkman (the offender had sufficient form to have given the victim a decent hiding if the victim had not yielded so quickly) will come back for a third strike.

        Any time sentencing issues come up we find official predictions made are not just out by 5% but are sometimes orders of magnitude wrong ( ie double)

      1. The worst criminals don’t consider themselves to be bound by any laws we all live by.
      2. Similarly they do not consider other people as equal to them and therefore they can do anything to them.
      
      That’s why they need to be culled or kept in prison as long as possible.
      3S is a very fair system.
      
      National didn’t think it through (when do they ever?).
      
      As it needed a 2 tier housing system.
      Jails for 3S and facilities for those first time offenders which can be turned.
      
      It would be nice to do it all in the community but JAIL is a consequence……..

        We have 2 tier system now.
        Its called parole.
        Those that made a mistake – a biggie but they then realise it are often eleigioble for parole sooner and get it.
        The worst of the worst almost never get parole early and when they do are often recalled.
        
        part of Waikeria( not the high security section which will be rebuilt) and Tongariro prisons can be considered prison farms, where inmates learn horticulture, forestry, dairying etc as well as other trades. Only those who are low risk but longer sentences get the chance to go there.

      I would have thought criminals, especially those in serious cases have indeed thought of the consequences. This is demonstrated by the deviousness of the following acts..Concealing evidence, lying and suchlike. I would also suggest, why would a would be criminal wear a disguise or try to avoid camera’s? Simple answer is they don’t want get caught, thereby clearly demonstrating they know exactly what the punishment is and go out of their way to avoid it.

Still no worse than some dodgy import letting her child die a horrendous death in a hot car because the infant was forgotten. Result discharge without conviction? Well we know there was a serious lack of parental conviction but that is no grounds for a free pass.         generally Im a tough one on crime, as it affects the poor the hardest, especially violence.
        Theres a lot in labour who are deluded about the sort of prisoners we have and the gang problem, so yes in some ways nationals lock them up but allow more alternative sentences works for me.
        In government national is just as easy as labour, but their recent approach has been to have a ceiling on numbers of judges, get the police to give pre charge warnings and even get the judiciary as ‘part of the the program’- which the CJ has got hot and bothered about

        National was well on the way to setting up employment training facilities such as building houses so prisoners gained qualifications while incarcerated as carpenters, painters, also farm workers, etc. This was practical rehabilitation for prisoners with no previous way of breaking their criminal lifestyle. Will the COL continue with this training or just let crims out of prison early only to recycle back through?

    With a dozen or less 2nd strikes warnings per year its hard to tell as certain crimes can cluster.
    Most strikes are grouped around a few offences with others rare.
    
    What is interesting is the number of murderers who have first strikes for ‘smaller crimes’ and then become liable for the harsh provisions of ‘second strike is murder’- Judges have universally called this manifestly unjust.

      NZ is One of the nicest easiest societies in the world.
      If you are deliberately a criminal you should expect to get fcked over, if you don’t come right.
      
      We owe it to ALL the vulnerable people out there.
      if we don’t we are saying they don’t matter.
      That living your life and enjoying the quiet freedom of our country is subordinate to some low life predators needs.
      
      It should always be about the victims, ALWAYS.
      
      Personally I would be happy if the victims and their immediate families decided on parole.
      Now that would be community involvement…..

        I appreciate your sentiment and you definitely have your heart in the right place MickMac, but in practice this would put too much pressure on the victims. They would likely end up victimised again as the offenders families, friends and associates would try to intimidate and threaten those same victims into supporting parole. Not a fantastic outcome for a victim who’s trying to rebuild their life after the last time.

        We already have restorative justice meetings, and despite what Debbie says there is no ‘standing over’ of victims from my experience, victims are invited to go but don’t have to attend. Police and relatives attend. I went to one over my daughters car being damaged and the offender ‘caught’ on cctv. His offending had escalated over a short period of time and was becoming dangerous. Don’t know if it helped but I could see where the young bloke was headed and told him. He didn’t appreciate that too much but I also told him that when he gets back in the district I’ll help him if he wants. He’s now with an ex SAS member and apparently doing better after getting out of a bad home.

        Nostalgia NZ I was referring to the suggestion that victims determine whether someone is elegible for parole ; not whether restorative justice is a good idea.
        
        And I can assure you that even after the man who beat me up was remanded in custody, I received abuse and pressure from his family and friends to drop the charges; while his cellmate (who I’d never heard of previously) wrote me letters telling me that he was trying to offer people money to come after me; his parents wrote to my employers trying to get me fired.
        
        I’m sure if a skinny white boy from Remuera could put the pressure on like that, then a gang member could definitely find associates to do a lot worse.

    Yes, and some crims are thinking twice before they misbehave. However 9 years is not long enough for the impact to be fully known. An important measure will be the number of third strikers in the next few years. If ‘3 strikes’ is a failure one would expect a surge of three strikers and an increase in prison population accordingly as they have to serve long no-parole sentences. If the portion of second strikers who go on for a third strike is low, then the prison population will ease and ‘three strikes’ will have been a success. Since the second strikers are serving ‘non parole’ sentences it will still be a few years before any significant number are released and are even in a position for a third strike.

      A dozen or so 2 strikes per year isnt enough data, its fallen a bit from the first 3 years.
      But longer sentences could mean they carry on after 8 years away?
      As well the biggest indicator of reduced offending is age. Older crims offend less often.
      But even that has been climbing, so that the drop off in their 30s has now moved to the 40s yrs of age.
      
      best indicator off a long sentence that worked was that nasty criminal Tamahere.
      hes now low risk but if he wasnt convicted of the Swedish tourists he would have gone on to murder again. That couple were his second homicide, his first was manslaughter for a young prostitute who he killed by smashing her head with a rifle butt.

    I’ve never seen that reason presented before.
    
    3S acknowledges that nasty crimes will be committed. First strike is a warning that you will forfeit parole(early release) if you are convicted of a serious crime again.
    
    Some folks are slow learners and do go on to commit nasty second offences.
    
    And some folks are never going to give a stuff about the consequences of their violent actions.

  There are too many people in our prisons. That means we have too many people who need locking up. The question is why. Is it because we have an ethnic underclass that are born criminals? That is not tenable. Back in the 1930’s Irish Catholics were 17% of the population and over 50% of the prison population. Was that due to an excess of Protestant judges, or was it a social consequence of deprivation? Who cares. What is important is to stop offending. Whether that is achieved by social intervention or harsh penal consequences is irrelevant. The only question is whether a method of preventing offending is effective. Political stances are counter-productive. There must be an answer. The real issue is whether any of our politicians have the courage to put their ideology to one side and look at the truth. Playing political games with our futures is disgraceful. I don’t care if it’s Little, Peters or Gharahman who come up with the answer. Just please, find it for us. That’s why you’re there.

      Well, no, it wouldn’t, because our society requires an underclass to operate the way it does. While we continue to structure a society so that we have a narrowing middle class with members falling into the lower class we will have this issue. The secret surely lies in making the middle class as big as possible. There will always be a few rich, but we need to also say the same about the poor. By middle class, I generally mean those that are able to survive and prosper with a single main family income. For too many today, both parents work fulltime and it isn’t enough. This is causing societal pressure for those people, and forcing those who don’t have work (for a multitude of reasons – some of them nefarious) to operate outside of the prevailing legal conditions for our society.

    Bill, Paula and co were genuinely working on solutions until they lost the election. Much of the good work has been thrown out of the window. Charter Schools are being closed down for ideological reasons.
    Also it would be fair to say that reformers have had decades to try and reform crims by all sorts of means including lighter sentences, but quite often to no avail. Arguably ideology of one sort or another is tending to stand in the way of reform attempts.
    Seems the ‘reformers’ and Labour politicians could not care less if there is another ‘Panmure RSA’ type incident, but ordinary people do, and Winston knows this.

      There is no one solution to this problem, and the National government were attacking it from a number of angles.
      I am aware of one rabid lefty who dodged every attempt by WINZ to push him into a job, but eventually they put him through a driving course and he is now a working truckie.
      The family moved from their hovel into a better rental and the kids are benefitting from warmer clothing and drier housing.
      One day he’ll realise what that “fkn John Key” did for him.
      Any day now I’m expecting to hear one of his diatribes about lazy c*nts on benefits sucking his tax up.

    It is definitely a social issue (I say that with a little bit of sick in my mouth) and more importantly a cultural issue as evidenced by the obviously high proportion of Maori in prison. There are some very good examples of how modern society can effect cultural change around criminal activity and punishment. Take Japan, a place where I spend a fair bit of time. Crime does exist yes but petty crime is almost unheard-of. One of the driving factors of this result is shame. If convicted of a crime in Japan it filters down to your whole family. Finding a job is near impossible and so goes for your relatives. This alone is reason enough regardless of the possible prison sentence. The other more obvious cultural difference is, Japan is almost wholly populated by Japanese and immigration to that country is also almost impossible for most. This keeps things very stable politically and culturally. Lastly, as a modern society they have learned to respect each other and others way of life. By contrast, some cultures here are driven by hate for the majority backed up by the state reinforcing those beliefs with constant pandering and apologies. Maori will continue this mindset until they can come to terms with the past and what is the future.

    The Irish Catholics who were only 17% of the population making up over 50% of the prison population in the 30’s.
    Versus the NZ Maori who make up 17% of the population here but 50% of the prison population in the 21st century.
    The common denominator?
    They both have cultures that forbade them from using contraception (because every child is a gift from God. )
    (And a woman’s place is in the kitchen, barefoot and pregnant. )

  @Salacious Crumb so funny you would pick Tourism as they have obviously done a few sums and have figured that tourists can be a soft option for heavy taxes. They have slapped another tourist tax of $35 on them but we wonder how the Media party get so confused when we read: “The Tourism Minister said the $3.8 million international visitors that arrive in New Zealand every year, is expected to grow to $5.1 million by 2024”. (Cut & Paste) While we can understand that the COL see them as a dollar figure we would expect the Media party to at least to know the difference between a body and a buck. Trained and skilled journalist or could it be simply presented as provided to them by the COL?   Perhaps softail but it is the left that struggle to find a leader while providing a great road show for the spectators. Simon was starting to improve but might jumped the shark again by writing to the silly little girl as well as the bat shit crazy Shaw regarding bipartisan contribution to Shaw’s Zero emissions folly. On one hand they can not let it be allowed to them to stream roll the country to a reduced economic shadow of what might be so need to be involved. On the other hand this is a one term Government and he is doing this from a position of weakness. Better to bide his time and scrap this garbage from Shaw and start afresh with a realistic plan to emission reductions. Remembering the O&G captains call will be rolled back and future gas reserves that might otherwise go undiscovered will play a very big roll in any transition from fossil fuel. With gas dominating the resources uncovered it may well be the jewel in the NZ crown that may facilitate change in a realistically fiscal responsible manner. Even as a commodity it is too valuable to ignore and could quite conceivably fund much of the change that will be so important to future generations.
  While we watch the COL wrecking the immediate future they will never dampen the Kiwi spirit that has built what we have today. The left are devoted to their claims of knowing what is best for the people but at the end of the day they fail completely to engage with the real people who make the country what it is.

    Crazy 4077th when with the simplest of recording all the pertinent details of a fatality could be assembled into a easy read spread sheet could tell a full and detailed assessment of causes. As we have seen every road death has a serious accident unit involved where we expect every detail is recorded. In fact their presence on the scene can lead to some serious delays to traffic and a big increase in rubber necking. Blood tests of the victims are surely taken to screen for drugs, alcohol, medication or individual variances in the deceased. If not why not when there is a special unit operating in the system. There are no privacy or even PC issues that can limit the gathering of this critical information. The goal is not the individual data but the collected cumulative results that will be invaluable in finding measure to minimise road deaths. Sure there is no quantitate measure for stupidity but driver age and experience will also be a factor for inclusion. It is the cumulative value that will make this an invaluable tool for doing things better that it is done at present. Rather than a lot of glib garbage from the likes of JAG who rides a bike for goodness sake.

In the Fonterra fiasco and bullying comments by the two clowns Shane Jones and NZS self styled Dictator Peters saying heads should roll. Hopefully theirs.

A quick look at the numbers shows it is a busy line so to speak putting aside the troll count naturally. In giving justification for Peters to sue government bureaucrats & 2 ministers of the former govt., he could not help himself.
He is meant to be acting as the government’s defence lawyer, but in answer to media questions he was talking of Peters right to investigate the “political skulduggery in leaking of Peter’s superannuation details”. To reinforce his hint that National party ministers were responsible he then points to the settlement paid to Hager & inferred that National politicians had been involved. He then rounded off that Peters’ action should be welcomed if it helps to clean up government.

Let’s get this right.
1. It was Peters who told the press about his superannuation. This based on reports the press had the story;
2. Despite initiated writs for discovery, Peters has not been able to determine who (if anyone, he has chased) leaked his story.
3. So, the only person to defame Peter’s, was peters;
4. As for Hager, when did this person, suddenly become a journalist with integrity? He wrote a book based on stolen communications, and on some instances jumped to erroneous conclusions and has not retracted them despite being shown to be wrong.

In conclusion, how can NZers have confidence in Parker, if given yesterday’s press conference as an example, he is going to shoot his mouth off, every time a microphone is pointed in his direction?

  Although Parker is Attorney General, it could be argued his comments were not in his capacity as Attorney General. Secondly, he was not making the comments in the debating chamber, so he is not protected by privilege.
  
  Therefore, could Tolley, Bennett (and potentially other National MPs past & present) sue David Parker for his comments to the media about Peters’ case?

    I would take his comment as meaning that he will just let the Solicitor General get on with defending it. He would hopefully bear in mind that current COL Ministers would also be susceptible to being sued when no longer Ministers and would expect Crown Law to defend them.

This is a government made up of lots of people who talk talk talk but now they are in government their principles and integrity fly out the window.

I heard on the radio this morning that the Govt is going to introduce a new tax of $35 for anyone overseas wanting the pleasure of entering the country (Australia and the Islands exempted). The guy they had an audio quote from said that visitors would happily pay it because it wasn’t too onerous.

I told my local Nat MP sometime ago and said if this bipartisan approach went ahead I’d be voting elsewhere –trouble is I’m not sure where ACT stands on it.

    Most people who have been a Trustee for a Charitable Trust are careful to distribute funds in accordance with the Trust Deed and would never consider using Trust Funds for their own benefit. Trump has left a remarkable paper trail proving he did just that and also used Trust funds for political purposes. May not be so bad if he was directing his own money to the foundation and then redirecting it ( although maybe a problem with the IRS if claiming a deduction ) but he has made no personal contributions since 2008.
    
    Given everything else probably no big deal.

He certainly used foundation money to make a donation required to settle a dispute about a flagpole at Mar a Lago and he gave the administrator of the foundation a note in his own handwriting directing the payment be made and explaining what it was for.

        As part of a settlement he had to make a Charitable donation. So he did, from his Charitable Foundation.
        It’s a donation, not a Fine.
        No one has ever been prosecuted because their foundation used foundation resources for other businesses they owned when:
        1) the donations to charity exceeded the amount they took in, and
        2) when almost all of the foundation’s donations were from themselves. Trump gives over 50% of the $19+ mio the Foundation donates. They also charge pretty much zero expenses too.
        It’s his money and he can direct the Foundation to do what he likes with it.
        Schneiderman the previous AG has tried this on and failed.
        US Foundations are not really like NZ Charities. Check out Mark Zuckerbergs amongst others

This is my submission:

“I recommend this Subpart 6 be removed in full.

Subpart 6—Prohibiting publication of untrue allegations or accusations against Judges or courts

24 Offence to publish untrue allegation or accusation against Judge or court

(1) A person commits an offence if the person publishes an allegation or accusation made by that person or another person against a Judge or a court, and there is a real risk that the publication could undermine public confidence in the independence, integrity, or impartiality of the judiciary or a court. “

My considered opinion, as an unprotected ‘citizen
anti-corruption whistle-blower’ who has attended seven International Anti-Corruption Conferences, and the 2017 World Justice Project International Rule of Law Forum at The Hague, is that providing further protections for NZ Judges and Courts from public criticism, in a punitive way, is entirely the WRONG approach.

If you want the public to have confidence in the ‘independence, integrity, or impartiality of the judiciary or a court’ – how about having the following safeguards in place?

1) An enforceable ‘Code of Conduct’ for NZ Judges, based upon the Bangalore Principles for Judicial Conduct – the pivotal requirement being to uphold the Rule of Law.

At present – there are only ‘Judicial Guidelines’.

All Judicial decisions – with reasons – to be available for public scrutiny.

4) Create a properly qualified panel to select Judges – not just one person – the Attorney-General.

Even then the were convinced that scribbling all over their buttocks made them unappetising the forgot about how it is all fixed in the fire.         One or more tribes took the clarity of the Pleiades as a sign for whether they would do an early planting (September) or a late planting (October).

    But waikatogirl as pointed out in an earlier comment there are two points of view of this move. Ignore it and be stuck with the outcome. Move to bipartisanship with conditions to try avoid the worst that might come about. There is a third possibility. A holding pattern until the COL are rinsed in 2020 and the clean up can begin with the roll back of Shaw’s folly.
    Progress of this wacky idea will be the usual COL treacle in winter pace plus Shaw’s big ego beckons him to the International arena where he should be encouraged to FO to. He is no fireball and is noticeably work shy so a panel of experts to report back late 2019 should do it.
    Otherwise it could be a leap too far for SB and we will continue to see the rot continue on.

  I still find it all rather strange. I would credit John Key with some perspicacity if he appointed her to wreck the idea of a Race Relations Commissioner; but she didn’t even show that level of competence.
  BTW, I liked Jarrod Gilbert noting how Susan Devoy admitted she wanted to play squash in South Africa for the money – at least she was more honest than Key who claimed he couldn’t remember whether he supported apartheid.

Today is the first anniversary of the Grenfell Tower fire.
Unbelievable such incompetence/callous disregard for people’s safety and lives could go on in 21st century London.
Let’s hope the perps get long prison sentences and pay massive fines.
After all, they throw people in jail for chucking ham sandwiches at mosques there.

    As I read it at the time it depends how it’s fixed JB. Apparently in the Grenfell Towers case the ACM was attached for a cosmetic reasons & was held out from the primary cladding with vertical battens.
    
    When the fire started the gap between the two claddings enabled a venturi effect. Under use it wouldn’t do much more than smoulder or melt.
    
    Remember what happened the last time you burnt milk bottles to piss off the Greens. That runny unburnt mess is HDPE same as the core of ACM. 🙂

        With the number of kids who suffered rickets & other Vit D/calcium deficiency related diseases I now appreciate the governments efforts via school milk.

        Tough Johnboy you must have had lousy milk monitors since we in some of the smaller places had the cold milk arrive not too far ahead of distribution. Milk storage was brief and on the shady side of the building where the ice in winter could be fun carrying a crate of little milk bottles. Ah the good old days. I’d like to be back their for a little home vacation when Angry Andy fronts to tell the Pike crowd it’s a no go. Now that would an event to be witnessed first hand and filmed in 4K. Lol
