Exclusive: ‘Human error’ that led to Treasury Budget information access well-known – source

According to the source, the fact it was a human error is well-known within Treasury to middle management level.

The source raised concerns about “the lies coming out of Treasury in the last 24 hours” and called Treasury Secretary Gabriel Makhlouf’s decision to call in the Police over hacking allegations “absurd”. They said staff within Treasury are feeling “embarrassed”.”

And from stuff, obviously no hack and the wording from labour and treasury should see sackings

Wow, searching is now deemed hacking, to think of all the hacking g people are doing with google each day….. it’s obvious that the wording coming from treasury and government the past few days has been to try cover up, tarnish national and hide their screw up, if not for the search results being shown on google I have no doubt that the lines Winston were running yesterday would be their story they ran with

  Yes there should be sackings and resignations within Treasury and the CoL (but there will not be). Instead now that the truth is emerging, the narrative is becoming:
  “National did nothing illegal, they did what oppositions do all the time, but it wasn’t ethical”.
  
  This was the narrative of Ferguson and Patterson on Morning Report between 7.10 and 7.30 this morning.
  
  Not the fact that the smears and innuendo of the past 24 hours were plain wrong, and not the fact that for the second time in a week Winston has shouted his mouth off with total inaccuracies.

  Without wishing to diminish the mental health problem (and I have mental health in my immediate family), I cannot reconcile how the current ‘Government’ has the ability to improve things.
  If anything, the social and economic environment that they are foisting on us is only going to make the problem worse, no matter how much money they throw at it.

    Those with mental health issues are well represented in social housing, Housing First, emergency housing and homelessness. Some make difficult neighbours, and that will be a problem in the large Kiwibuild / private developments like Porirua and Unitec that are to have 30+ social housing.
    
    Nothing more likely to put buyers right off.
    
    No problem, just more sold for social housing. There goes the neighbourhood.
    
    I don’t have an issue with the state helping vulnerable into subsidised housing, but there are consequences.

    I agree Captain. No matter how much money is spent we will still have the issue until the home environment for the patient improves and the general treatment itself.
    
    Leaving a treatment facility and heading home to a damp empty hovel or one surrounded by drug taking rellies will not cement any well being at all.

We see mallard comparing a National MP to a gorilla, calling someone a “rapist” without evidence and telling people to “shut up”. We have “what’s in it for wynston” calling Simon Bridges a liar an a criminal.
  
  How about you moderators relax a little. God won’t come and get you if you insult ardern, she who promised kindness and honesty coupled with a serving of transparency and has actually presided over one of the most toxic governments I remember.

On the budget leak, the crawler theory seems most likely to me. That is, somebody used a simple piece of software to map out all the publicly accessible pages on the Treasury site, including those that were “hidden” (i.e. weren’t hyperlinked from any other pages).

This is compatible with both Simon Bridges’ denial it was hacking (because legally this technique isn’t considered a cyber-attack) and Gabriel Makhlouf’s claim that Treasury was hacked (because it arguably fits a more casual use of the term). It’s also compatible with Makhlouf’s claim of 2000 attempts, since it’s plausible a crawler might make a lot of page requests while mapping out the site by trial and error (perhaps quibbling semantics here, but I’d call that 1 hacking attempt involving 2000 steps, not 2000 separate attempts).

It’s worth noting that crawler programs have completely legitimate uses (hence why they aren’t considered cyber-attacks). Search engines like Google routinely use crawlers to get a complete lists of all pages within a website. And as long as the website wants those pages to be found, that’s a mutually beneficial arrangement.

Also worth noting, this is the Treasury’s public-facing website we are talking about here, not a secure internal server. People have used the analogy that you wouldn’t just walk into a house with an unlocked door. But if we’re using a building analogy, the Treasury site is not a private residence, it’s a public building which anybody is allowed to walk into. This is a site where they publish numerous documents that they’re happy for the public to download. By default you could reasonably assume any document on the site you can access without challenge, you’re allowed to access it.

Without doubt, this has been Simon Bridges’ best week as National Party leader. Budget Week is traditionally a time when the government controls the narrative, but Bridges and National have turned that notion on its head.

The pressure now goes on Grant Robertson and Jacinda Ardern. Were they consulted on the decision to refer the “hack” of Treasury’s website to the Police? Ardern admitted under questioning in the House yesterday that her deputy chief of staff and a senior press secretary had been involved in discussions with Maklouf and his team; did they relay any messages or instructions from the PM or Finance Minister to Treasury?

In the meantime, Bridges has called a presser in the National Caucus Room at 8.45am this morning, and it’ll be standing room only. I’ve followed politics closely since the early 1970’s, and I cannot recall a time when the Opposition has stolen the headlines from the Government to such a degree. For that, Bridges deserves plenty of praise.

Watching CNN and Fox news early this morning they are both ablaze over Robert Mueller having a nine minute press conference where he says that they couldn’t find evidence enough to charge Trump but they certainly couldn’t exonerate him and find him innocent. This was red meat for the CNN crowd who on a big panel all fell over themselves to push for impeachment.

Robert Mueller really begged the Democrats to impeach Trump. I can’t find enough to charge him with and maybe I couldn’t charge him anyway but he sure as heck is not innocent and he’s got away with something!

Unfortunately Mueller showed himself to be the partisan person that his right wing critics accused him of being. A fundamental bedrock of American and indeed Western jurisprudence is that a person is innocent until found guilty. Robert Mueller had one job – to find enough evidence that Trump has committed a crime of collusion and/or obstruction of justice. That he could not come up with those conclusions means that Trump has been found not guilty. Robert Mueller appears to be inventing a new standard of jurisprudence – guilty until we say that you are innocent.

One can only hope that Republicans and fair-minded people in general will resist this circus and allow Trump to finish his term as president, upon which his fate rests in the hands of the voters, where it should always be, short of a high crime or misdemeanour.

  The Dems are getting scared and nervous now that Trump has given his AG Barr unlimited power to uncover the attempted coup (which is what it was) against Trump and his campaign. That’s the only reason they are doing this now. But one flip comment by Mueller means nothing. He had two years to find something to nail Trump with. And Trump gave him everything – did not exert Executive Privilege over anything or anybody. And yet still there was nothing to find.
  
  I would say that, to all intents and purposes, the report does exonerate Trump. The very outcome proves that. And saying that is doesn’t because you don’t like the outcome doesn’t change that.

  Part 2 of Mueller’s report clearly documents and details multiple obstructions of justice by Trump. The examples and supporting evidence in there are clearly worse than the obstruction of justice seen in Nixon’s impeachment.
  
  *However* since Nixon’s impeachment (in fact, since after the Starr report into Clinton) the DoJ has clarified their policy that the sitting President cannot be indicted. They can be investigated, but they cannot be indicted. And so Mueller has stayed within those rules.
  
  Mueller clearly said “If Trump were innocent we would say so” and to summarise him he says “I can’t indict a sitting President, and so I am not laying charges against Trump”.
  
  Mueller quite rightly points to impeachment being the only proper channel to discipline a sitting President. So far the Democrat’s haven’t pulled the trigger on impeachment. But it’s possible they could go straight to impeachment. Or it’s possible they might initiate a Congressional investigation instead. Or they might do nothing.
  
  My suspicion is that they’re waiting for the counter-intelligence report on Trump. (Note that in addition to Mueller there are at least two other investigations underway … one by the SDNY into campaign finance violations and one by the FBI into counter-intelligence).

[Robertson] denied this was effectively an accusation against National.

But Deputy Prime Minister Winston Peters was not holding back when he spoke to media this afternoon.
He said the information obtained by National had been acquired illegally.

He said Bridges had “made a right fool of himself” and, although he has predicted Bridges downfall numerous times, Peters said he expected the National leader to be “gone-burger” as a result of the saga.

A special needs teacher this morning on MR said she was on strike because she had been assaulted by a violent young man (autistic, I think) in the classroom. She wants more teacher aids. But when she described the assault, that 6 foot, strong man was already alone with a teacher aid in another part of the classroom and came up behind the assaulted teacher while she was teaching a small group.

So clearly a normal teacher aid was not able to prevent this – it basically seems to take a security guard!

I understood that this teacher does need proper security, definitely, but is the strike even dealing with anything this extreme?

  CL, I heard the same interview this morning. The crux of what the teacher was saying proves the view that putting special needs children into mainstream classes/schools is destined to fail.
  
  This is because:
  1. The staff (who are not specifically trained to be teaching such students) need to concentrate more on these students because of academic need, personal safety and the safety of the rest of the class;
  2. The child with special needs, has a high requirement for attention which in most cases can’t be given by 1 or 2 teachers dealing with the specific child(ren) and the needs of the rest of the children in the class; and
  3. The other children in the class are put at risk and they too will not be receiving the level of attention they require and are entitled too.
  
  In all situations such teaching arrangements are a lose/lose for all involved and need to be resolved in a manner that provides a more effective and safer outcome for all.

New Zealanders who identify themselves as homosexual or bisexual, or who have had a same-sex encounter or relationship, tend to come from more disturbed backgrounds, a University of Otago researcher has found.
Information extracted from 13,000 face-to-face interviews clearly showed those with same-sexual or bisexual orientation were more likely to have experienced negative events in childhood, Associate Prof Elisabeth Wells said yesterday.

People who had experienced sexual abuse as children were three times more likely to identity themselves as homosexual or bisexual than those who had not experienced abuse, she said. Also, the more adverse events someone experienced in childhood, the more likely they were to belong to one of the “non-exclusively heterosexual” groups.

    In the throne speech in 2017 Prime Minister Jacinda Ardern promised to prevent any new mines on New Zealand’s conservation land which covers a third of the country.
    
    That would be a significant expansion of protected land over the status quo and a serious curtailment of land available to mine.
    
    Ardern may well regret this promise.

  Exactly right Jack, how to put a spin on things –call them Green minerals. I believe gold is used in many electronic products as well (probably parts of electric car computing). Maybe the Waihi guys should have told Sage they were mining a “green mineral” and they would have had no problems.
  
  It is just like all those scientists linking their projects to AGW in any way possible to ensure funding.
  They will all tie themselves in knots over this.
  
  BTW. I hope the mining goes ahead or at least the next stage in the exploration process.

  The name “rare earths” is a misnomer, they’re not actually rare. One of them, Cerium, is listed as the 25th most common element on earth.
  
  What is hard with them is that the Lanthanide elements are typically found in mixed compounds and in the same ore bodies and separating them is arduous, difficult, and requires multiple steps and harsh chemicals. China dominates the production right now because its lax environmental rules make the processing a lot cheaper. In the 1990’s a US mine in California was a major producer, but could not compete as the Chinese ramped up cheaper production, and the mine is now closed and the company bankrupt.
  
  Everything in mining parlance is ore or dirt, and the difference is in the value of what is contained and what it costs to extract those minerals or elements. As prices fluctuate, a resource can change from dirt to ore, and back again.

  We always hear about how USA and such go make war in the Middle East over oil, but is that really so?
  
  Oil and hydrocarbons are found just about everywhere. Flip over a rock and you’ll probably find oil. Hardly worth fighting a war over. That is certainly the casse since fracking technologies have opened up more hydrocarbon sources.
  
  But what about commodity minerals?
  
  South Africa is the world’s leading producer of chrome, manganese, platinum, vanadium and others and second in a whole bunch more.
  
  97% of the world’s vanadium is from South Africa, Russia and China. 50% of the world’s chrome comes from South Africa and the next up the list are Kazakhstan and Turkey.
  
  Without either of those minerals you can’t make toughened steel or stainless steel. No guns. No tanks. No car engines.
  
  It’s a similar story for platinum.
  
  The increasing Chinese influence in Southern Africa is raising a few eyebrows. The USA in particular will be worrying about South African minerals falling under Chinese control and shutting them out.

  3 months till my boy turns 16 this is his last year, i will finally be free of having to unlearn everything in him everyday. NZ schools just aren’t teaching anymore. They are indoctrinating a generation into ridiculous mini religions like diversity, Climate change etc etc.
  
  When you have to ring the school and ask why your child is being taught about transgenderism in Maths class (looking at you Orewa Collage) and they tell you “its part of the curriculum” yet won’t give any details and hang up on you, the patience whither. Orewa Collage has an entire classroom dedicated to LGBT yet somehow it makes it way through EVERY class.
  
  The students should be striking for better teachers tbh.

It seems the latest idea to divert attention from the Govt for the Budget details getting out is to suggest Bridges used the wrong tactics.

So we have : National hacked for the data –wrong
It was hacked and leaked to National —
wrong
National should have told the Police and not
gone public —nothing criminal to report.
It was ethically wrong to do something –??
Now it is the wrong thing to do at the time —
we the MSM know how to do things better.

What will they try tomorrow ?

  Oh that’s easy, national changed the budget and grant read the wrong one. Bad national, we really did mean to give teachers a pay rise and doctors and nurses but national removed it from the budget

I’m unsure how Northland teachers could possibly present as being more pathetic. A selection of heart wrenching placards from yesterday’s day off:

“Teach what’s your super power?”

“It’s not about money. It’s about the kids.”

“I love my teacher.”

“Over worked. Under paid”

“My students think I’m a hipster but they don’t know I can’t afford craft beer.”

You’d honestly think that the University educated, fat mingers could come up with better!

I dont know if anyone else has noted this but…
I can solve the teachers strike while costing no extra money.
The teachers want $4 billion for wage/conditions rise. Government has offered $1.2 billion. Shortfall $2.8 billion. $2.8 billion? Where have I heard that figure before? Oh. Cindys “the next year’s on me!”
Ok 1st year uni students, we’ll take that back. Give it to the teachers who got you there. Problem solved for you Chris Hipkins, Grant Robertson & co
