The brand new Cabinet Minister is Amy Adams, the third of the 2008 intake to make it after Joyce and Parata. She is joined by Craig Foss and Nathan Guy who were Ministers outside Cabinet.
Three new Ministers outside Cabinet are Chris Tremain, Jo Goodhew and Chester Borrows. They are all from the class of 2005, and I suspect that is a signal from the PM that all future Ministers will now come from the 2008 and 2011 intakes.
The cabinet rankings are more symbolic than a reflection of actual power. For example last term Joyce and McCully were on the second row, but both are very influential. However the symbolism is important to a degree.
Parata moves up 13 places which is a huge vote of confidence in her, and Joyce moves up 10. Paula Bennett also moves up seven spots and Jonathan Coleman up four.
A significant reshuffle in terms of portfolios. Brownlee is freed up to keep working on Christchurch, but gets Transport.
Joyce’s role with Economic Development and Science and Innovation will be at the heart of National’s second term agenda.
Collins gets Justice, so expect to see further reforms.
Tony Ryall gets to be the Minister who sells off minority stakes in SOEs as he did such a good job of it last time. He keeps Health of course.
The move of Parata to Education is inspired – Hekia will champion measures to improve the lot of the 20% who are failing – many of whom are Maori.
Tolley gets Police and Corrections. Her experiences with the NZEI and NZPF will stand her in good stead for these portfolios!
Coleman gets Defence, which is handy as he has Devonport Naval Base in his electorate.
Amy Adams gets Comms/ICT, which will fit in quite well with having Internal Affairs also.
Tremain and Goodhew become Ministers as expected, and they are joined by Chester Borrows who should make a good Courts Minister as a former cop and former lawyer – knows both sides!
Worth noting that 10 portfolios have been disestablished or incorporated into other portfolios.

No great surprises.
I’m intrigued why Brownlee remains at No.3 – does he make a contribution far greater than the public is aware of?

A shame that Nikki Kaye didn’t make it as Minister for Auckland Issues
Vote:December 12th, 2011 at 12:03 pm
@ campit and who to look out for Mataura issues.
Vote:December 12th, 2011 at 12:04 pm
Campit,
Dunno bout the portfolio but would have thought she would at least have had a junior portfolio. She is about due for it.
It does pose the questions: Does she want a warrant? Can she handle it? Is there a problem?
I have no doubt she could handle it. She is friends of friends and all agree she is enormously competent. So whats the issue?
Vote:December 12th, 2011 at 12:08 pm
An excellent team.
A couple of things surprised me; that Williamson survived, that Borrows was promoted (a bit left wing), and that Woodhouse was not promoted to a Minister despite Mr Key saying he would be only a couple of days ago – http://www.odt.co.nz/news/politics/190317/promotion-likely-woodhouse
Pleased to see Guy and Foss made Cabinet and no one leap frogged over them.
Delighted that Findlayson (the National candidate I actually voted for) has been made associate Maori Affairs Minister – he enjoys that sort of thing
The Nation is in good hands for the next three years.

I was disappointed to see Collins lose police. We finally had someone excellent in there with the balls to do the job, I’m not sure Tolley has the same.
Vote:December 12th, 2011 at 12:19 pm
I think you’ll likely see Woodhouse as Chair of FEC.
It will also be interesting to see who the whips are. Perhaps Bridges for senior whip and Upston or Kaye for junior? All three are useful on procedure, standing orders etc. And the whips role is a useful place to springboard to a ministerial role.
Kaye could well get Chair of the Local Government and environment select committee.
Vote:December 12th, 2011 at 12:21 pm
A good lineup.
Vote:Before the next election, however, I’d be moving English, Brownlee and McCully down the order. McCully in particular seems to fit the “deadwood” category, and English and Brownlee are almost there as well.
December 12th, 2011 at 12:24 pm
Looks like Coleman moved up 4 places, not 10. And Devonport Naval Base is in Maggie’s electorate, not Coleman’s.
Vote:December 12th, 2011 at 12:29 pm
Best choice. Joyce for economic development. Time we did what we need to do.
Watch stuff happen now.
worst choice. Retaining that hopeless Aucklander Williamson.

@Michaels
Yea ‘Crusher Tolley’ just doesn’t cut it.
Vote:December 12th, 2011 at 12:33 pm
DPF agree that Parata should make a better fist of education than Tolley which is not a hell of a challenge. She may have a better insight into the cause of the 20% tail or at least one hopes so.
Vote:December 12th, 2011 at 12:34 pm
Nick Smith still in cabinet, why??
Vote:December 12th, 2011 at 12:34 pm
Brownlee has transport. That is the end of any reforms in that area

Vote:McCully and him are National’s equivalents to George Hawkins –

Government ministers MUST watch the following interview with the Governor of Puertorico. His message (to John Key, et al) is don’t be afraid to do of what is right, ie, shrinking the government by firing more than 17,000 government workers, since the state had no money to pay them because of decades of practicing John
MaynardKeynesianpolicies (as the current National Govt is doing).Public Sector Unions (John Stossel)
JamesS, I suggest that you watch the video too, because I find your comments here, being idiotic most of the times, especially with your occasional snide remarks at the ACT Party. It appears to me that you’re an economic illiterate. May I suggest reading the following, so that you understand the issues that are being debate here on this blog. I also recommend the video interview to other state-worshipers such as Pete George.

I am disappointed to see Tolley remain in the cabinet. She was hopeless as MOE, her soft soaping of the teachers union scum was the disappointment of the last term.
I can only hope that Parata takes on and smashes the teachers unions.

I notice that the hard-working Hunua MP Dr Paul Hutchinson has kept his head below the parapet. I wonder what great things he is going to achieve this term – apart from the usual “dilated to meet you” and “at your cervix Madam”. His absence in the super city debate has stripped Franklin down to a mere rates cash cow for that other twat Brown.

It’s all about rejunvenation – isn’t that what Farrar told us that Labour weren’t doing when they announced their new cabinets? One new minister inside cabinet, and she is ranked at no. 20!!
Is sexy mining Brownlee going to make roads and trucks sexy too?
[DPF: 7 of the 24 Ministers are new, as in not there at the beginning of the 49th Parliament. That's pretty good turnover for just one term. I agree more will be needed later though]

Falafuso fisi 12:37pm ummmmm no cannot be bothered watching that video as it will probably be the usual extremist libertarian rubbish; and as National won the election we do not have to listen to anybody now for a few years ha ha
Plenty of ordinary National party members dislike ACT and their extremism – and no one likes a cry baby so the ACT people should not winge and moan because someone points out their more loony and destructive policies.
Thank god for John Key and National preventing that nonsense.
Vote:December 12th, 2011 at 2:51 pm
@ Big Bruv; Tolley has implemented National Standards, a key policy in 2008 despite the protestations of NZEI and the NZPF who have done everything they can to thwart her. I wouldn’t call that “soft soaping”
Vote:December 12th, 2011 at 3:35 pm
Very pleased to see Collins lose Police, as she was an appalling in that role. She forgot that she was supposed to run them in the interests of the public, not the interests of the police. Hopefully Tolley will see the difference.
People should not slag off Williamson so lightly – he is talented and competent, and one of the good guys in National. Those who suggest he not be given a job presume that he would otherwise be quiet and keep his own counsel – Key clearly knows better and has given him a job to do so that the devil does not find work for idle hands
Vote:December 12th, 2011 at 4:03 pm
Those who have got a minus should be thinking post politics this term, and some will need to go if JK is going to give new MPs their chance. Labour’s problem is there are some who hang on right into opposition and if they cannot hang on the they will pull the strings of the new Leader until finally they get forced out kicking and screaming.

Viking2 6:37pm = just picking something off the top of my head – privatisation of the health system.
The ACT policy (I mean the ‘real’ policy, not the watered down version trotted out at election time to try and prove they are not all horrible, evil a***holes) is that if you have a baby with a serious heart condition and its parents are not rich – then the baby dies.
When the parents arrive at the hospital with their chronically ill baby with a heart condition, under the new ACT privatised health system they would be asked how much money they have; they will say they have none. The baby will be thrown out in the alleyway with the rubbish bags to die because the parents are not able to pay – so tough titty.
That is the ACT party for you! How evil.
How disgraceful you people are to have such policies; and I am glad that Mr Key and National are in power and supportive of a public health system so poor people are not simply left to die because they are not rich enough to pay for health care.
I am proudly a ‘One Nation Tory’ who believes in helping his fellow man and does not like evil extremism advocated by the likes of ACT.
You will no doubt be very dishonest and deceitful (David Garrett proved that lies and deceit is also ACT party policy) and say ACT has no such policy but everyone knows you people most certainly do! (as I said – the ‘real’ policy)
Persumably me being a “wanker’ is due to rumbling you lot and your inherent evil – to that I plead guilty! ha ha
Vote:there are plenty of naive people in National prepared to indulge you lunatics and your destructive nasty policies – but not me mately!

Kauri Point is a munitions dump not a Naval Base, are you suggesting that we will see ” Fire Works” in the Defense Portfolio but any way both are miles away from the “Belt Way ” and could seen as one in the same from that end of the Island.
Vote:December 12th, 2011 at 9:30 pm
JamesS, I thought the actual ACT policy was:
– seems that we have two tiers of medical care in NZ, the care the rich get (private) and the care the poor get (public)
– one way to fix that is to drag everyone down to public care
– another way to fix it is to get everyone private care
ACT’s policy is the latter. In order to do this they require everyone to have private health insurance. Those who cannot afford it have it provided by the government.
So, the hypothetical family you describe would turn up at a private hospital, with private health insurance, and get service. Who could argue with everyone in NZ getting the health care that today only the rich get?
