So, the school decile system is to be replaced with a new Equity Index. The alleged problem this new index is supposed to solve is the “stigmatisation of low-decile schools”.

Translation – Labour doesn’t like parents using deciles as a metric of school quality, so they’re attempting to muddy the waters by replacing deciles with a needlessly more complicated formula.

It won’t work. Whatever formula they use, ultimately the schools that will need more funding are the schools that have the most issues. The Equity Index will just replace deciles as a proxy for school quality.

  The most important reason low decile schools perform poorly relative to high decile schools is the family background of the kids. AS NZIER has demonstrated, if you strip out those effects, many low decile schools have fine teachers doing their best.

  And here comes the problem if you agree with the NZIER analysis. Maori are heavily represented in low decile schools. So you can be accused of “blaming the (Maori) families” for their children’s poor education outcomes. Instead, schools and teachers are urged to “do better” and be more attuned to the needs and culture of Maori students. And of course nothing changes because, generally, (there are always exceptions) it is not the schools that are the problem. If a child comes from a dysfunctional home with (say) drug addicted parents, they WILL fail in school unless they can be rescued.
  
  Conversely, you could grab an intelligent child from a functional family with two parents with high levels of education and send that kid to a reasonably functional Decile 1 school. They would almost certainly do fine. So why might that still be a bad idea? Well it would not be a terrible idea, but the kid would miss out on a bunch of opportunities that are present in Decile 7 -10 schools but absent in Decile 1 schools because there is no money (e.g. school trips to France etc.). However to repeat, the “disadvantage” is not usually with the quality of the teachers and teaching. The disadvantage is simply a function of the resources that are available, the capacity of the families, and the generally get poor governance you get at Decile 1 schools.

    I think you are mainly correct, but there’s more.
    
    It is not just the crap parents, but the kids themselves that then take those attitudes and infect the whole school.
    
    I know a highly successful family where both parents are doctors and the family environment favours learning etc.
    
    However they live in a part of the country where the schools are packed with kids from low-performing families.
    
    The kids are under enormous pressure from their peers to wag school and, generally, be losers. The parents push for success, but it is a constant battle.

  As a result for someone to actually do well (or even worse WANT to do well) is an affront to the socialist’s ideological principles, so must be forced to conform OR ELSE!
  
  This has, of course, been tried before (Ruthe Richardson’s ‘Level Playing Fields’ comes to mind) and is, as before just a variation on same, with the underlying, but never stated intention of catching the Maori / PI vote cos ‘Look what we’ve done for you’, will always entice a few of the gullible.

Are any KBers having ongoing reception problems with Spark Sport? I have a new professionally installed smart TV with the Spark app preloaded, we have fibre and had no problems with Spark Sport test runs prior to the start of RWC. Despite Spark’s announcements that all is now OK we are still having major problems with RWC broadcasts freezing etc. Is Spark telling the truth that all is well?

  I didn’t watch last night’s match (apart from a few minutes on the iPad, prior to nodding off), but I have had minimal problems with the stream so far. There was a bit of flickering on Saturday night, but that’s been all so far.

  The problems might not be from the Spark network but from the feed that they are getting. I heard that South Africans watching on MTN (major Springbok sponsors, har, har) couldn’t watch the last quarter of the match.

    It would appear the problems when they first appeared were within Sparks infrastructure.
    
    If some customers can get a clean uninterrupted stream, and others can’t, it won’t be the feed that Spark are receiving. It will come down to the weakest link in the chain. Which will either be Spark’s distribution network at a top level, right down to local exchanges, which might be overloaded in some areas, or in the Wi-Fi in the home.
    
    I wouldn’t use SA as a comparison, as SA has always had problems with infrastructure failures, with rolling outages of power, networks etc. All due to cutting back on maintenance and upgrades in the last decade or two, to divert money to nepotism within the corrupt government.

  I got Spark sport to follow the premier league football and the reception is very patchy. I have my smart phone connected to my TV with a cable and its sometimes watchable and sometimes not. The best reception is my laptop connected to the modem by an Ethernet cable.
  I initially tried chromecast but that was no good.
  YouTube streams well to my TV on chromecast.
  But to me Spark sport is a step back to unstable coverage and poor picture quality. Almost back to the days of bunny ears aerials and fuzzy reception.
  Sky sport with crystal clear reception is so much better.

  @ Gazza, Regardless of of your brand new TV the bottle neck is always the wireless network. I’m assuming your TV connects wirelessly? If your ISP is Spark and you are using their Huawei modem as your access point, you may well have problems. While a good modem, the wireless coverage is next to useless unless you live in a 1 room apartment and don’t have too many devices connected. The more devices connected passive or otherwise will degrade speed quite quickly. The 5GHz portion of the network has very poor range also compounding issues because your devices will hop to he 2.4GHz automatically. If possible, cable the TV to router. If not I suggest you look into a wireless mesh system such as Netgear Orbi. I have 300M2 covered at full speed upstairs and down with average 120 to 250Mb/sec throughout the household. ( I have Gb Fibre) The Spark router was useless and could not use Chromecast in the downstairs lounge or Apple TV and the bedrooms upstairs were no better than 3Mb/sec previously. I highly recommend the Orbi systems if you don’t have wired connections available.
  
  A lot of faith is placed in he Spark supplied routers but the truth is they are very average (probably why they are free). You can replace the router with a much more expensive Netgear Nighthawk for $1000 but router changes are not for the faint of heart where all things IT are concerned. I have watched 2 games this week with not a single glitch streaming from both my phone and my laptop wirelessly to my TV. I have a multitude of other devices connected to my wireless network and have not seen a single problem since I installed the Orbi system. The difference is this is a true mesh system and not just wireless extenders (which by the way are also next to useless if the signal they are repeating is already weak).

  I have the 3 module system and as I mentioned, I have 300 M2 over 2 levels with and average of 180Mb/sec in every room. Prior to Gb upgrade I had 90Mb/sec in every room. The Orbi system also allows wired connections which I use in my home theatre room for Apple TV and my Amplifier (Spotify and so on). Let me know if you need a few tips and I can help out.

    Another hazard is that the router may have a special setting disabled which would otherwise allow chromecasting. I got a moderately advanced mode/router from Slingshot (Callplus) with my fibre broadband. A particular setting had been turned off at the factory. My son in law took one look at the settings and instantly new what to change.

Imagine if in 2008 the incoming National government had stated that “capitalism had failed” so rather than do anything they would form 200 plus working groups at a cost in excess of $300 million and then travel the world on our dollar until those groups had managed to write a report.

Would the GFC impact on NZ been mitigated? Would they have so ably managed not one but two major seismic events? Would our country have become the envy of the world in both economic management and well-being improvements for our people?

labour = incompetence at the highest level, corruption at the highest level and their supporters have to be the most stupid people on the planet… closely followed by the watermelons.

It was hilarious yesterday watching NZs Parliament. There was the” Has Been” Peters who self selected himself to be the defacto NZ PM when SLG was out big noting in UN . Of course selling the myth of Global Warming in the accursed cauldron of overpaid bludgers.. Ignoring the fact that is what happens when the Sun shines maybe all too brightly for some Global Warming Bludgers.
Peters was ranting and raving about a “Never Was”PM Ardern selected by the voting public.
Of course him being a “Has Been” and singing the praises of a “Never Was” hiding the fact that his crazy stupid decision to anoint the present regime
has been a failure. In fact his cause has been a failure.Or even worse a complete disaster for NZs backbone of the NZ economy. The Farming Community.The Oil and Gas Industry. They are just a couple of out of order and control idealogy decisions by Peters mad dog decision putting the present regime on a power trip ,seconded by him and his ilk.

    Their most fulfilling days are the ones where they talked themselves into exhaustion, labouring under the misguided belief that talk is action, but never really joining the dots that they keep going back year after year saying the same thing and yet nothing has actually changed.

      What Tripe. The biggest Greenhouse gas is water vapour, which increases with planet heating of which 99.9% is caused by proximity to the sun.

Yesterday, Sonny Bill Williams posted a photo on Instagram showing him and Ofa Tu’ungafasi praying just prior to taking the field in the game against South Africa. Both players are Muslims, and were praying in the Muslim style. Instagram took down the photo following a complaint from a third party that the use of the photo infringed or otherwise violated their rights.

Instagram, as is the way of most social media, went NUTS! Post after post of how it was terrible that Instagram had responded to hate and bigotry because some anti-Muslim hater had complained and had the post taken down…except they hadn’t.

The complainant was, in fact, the photographer, who had not been credited for, or asked for, the use of the photograph, The photographers name was Faiz Azizan, a Malaysian photographer affiliated to Malaysian Rugby.

Arising from “Britain’s highest court having ruled that UK Prime Minister Boris Johnson decision to suspend Parliament for five weeks was illegal”, was Prime Minister Jacinda Ardern acting legally when she required development work at Ihumatao to cease until the land dispute is settled – and so what too is the part of the Maori King to stipulate his flag fly at Ihumatao until the issue is resolved – and when it is, does that have to be approved by Ardern to say when, or if, Fletchers may resume work?
And does that implicate Ardern in any damages Fletchers may subsequently claim?

  PM Ardern had, and has, no legal right to stop building on any privately-owned land if the relevant local authority is prepared to grant appropriate building permits.
  
  Her intervention at Ihumātao signaled a belief that, as PM, she had power to over-ride the law. Which is rubbish, of course. Her illusion will soon catch up with her if continues down that path.
  
  But even worse was an implication from her comments and actions that “full and final” settlement of historical Maori grievances may be able to be re-visited and re-negotiated. If that kind of thinking begins to take root, it could signal the end of any prospect of Maori land grievances ever being resolved in accordance with the rule of law.
  
  Ms Ardern needs serious legal and constitutional advice before she acts again in such an autocratic and misguided manner as she did on her visit (July?) to Ihumātao.

So why exactly are families being invited to enter the mine at this stage, and who initiated that, approves it and takes responsibility in any problematic event?

In the Christchurch Press today an item says: “… a police officer who shot themselves while putting a gun back in its holster is off work.”

And a report in the Southland Times says about a boat overturning at Stewart Island:” … one of the trampers drifted away from the boat, and Osbourne swam over to rescue them.”

When they are not merging Maori into English to form NZ Pidgin, the Stuff folk are trying to force us into woke pronouns.

They iz always trying to mould uz customers.

But it doesn’t seem to be helping them. Their circulations at March 31 compared with March 31 last year –
Christchurch Press 39,758, down from 46,441 last year.
Southland Times 13,164, down from 15,953 last year.

        It’s cash flow that funds payouts, and these are still positive, says ACC’s chair woman, Dame Paula Rebstock.
        
        The return from investments just increases or decreases the book value of the fund. The fund size will now likely shrink because the world seems to be going into a period of lower interest rates.
        
        Still with one of the fastest rising populations of any developed country, there will be pressure on the ACC, and this could be worsened by the constant pressure to widen coverage, such as to “psychological injury” for crime victims.

        I grumbled about this to my older cousin, who’s a grizzled journalist of the old school persuasion, recently retired. He himself got in touch with them about the lack of attribution (more likely his email than my post got them moving, I’d say), but was still tetchy with them because, like you say, the attribution should be full and formal, and placed at the top of the article, not a cursory mention at the bottom.
