Free study for the elderly

The other day I was thinking of all the ways bad incentives are given out by the student loans scheme, and one which occurred to me was that if someone is retired with no income outside state superannuation, they could enrol at university, and as their income would never be over the repayment threshold then they will effectively get a totally free education. And this might not just be to get one degree. Hell if one was a bored pensioner you might enrol for a couple of papers a year for 15 years – just whatever papers you are interested in.

It seems my concern is not just theoretical, and the Government is looking into this problem also.
