I got around to reading Rodney Hide’s excellent piece on Sir Michael Cullen and his beloved CGT after the usual round of Christmas engagements. Great comments too.

As the country will decide the future of Labour et al in 2020 partly over this issue, what it all comes down to is the risk. Which is the bigger voting bloc?

1: Those at the bottom of the heap who have no doubt they will never accrue any wealth in their lifetime that could be affected by the rapacious Cullen

or

2: Those that do have wealth – or more importantly aspire to have it – or may have it coming to them.

I believe it’s (2) by a country mile. As always, Labour doesn’t know how ordinary NZers think.

By and large, Kiwis are not spiteful and vindictive like Cullen, and hope to be prosperous one day. That’s partly why they buy Lotto tickets. It’s also why ‘Ambitious for NZ’ worked.

Cullen’s problems with presenting his new Tax to the public – even via bullshitter in chief Jacinda are manifold and extremely risky. All National has to do is cast doubts like ‘could it affect Kiwisaver?’ or ‘in time could it affect the family home?’ and Kiwis will run a mile.

Bridges’ job – as a politician – running up to 2020 is not just to translate Hide’s analysis for Kiwis, it is to remind them to never trust politicians.

  Cullen is the epitome of the sort of person who picked up left wing politics as a way of projecting their own understandable self loathing outwards towards others and hides behind the shield of sanctimony that surrounds the left .

      Not sure I agree. I’ve never met him but I know a few that have through the motorcycling fraternity.
      
      He may not be the easiest guy to deal with but he is definitely not an envious man and he has the unfortunately ability in that he speaks his mind but at least he has a mind, unlike our vacuous prime minister.

        I have just ventured “to the other side” (Whaleoil – yeah I know) and watched a video clip of Elliot Ikelei on Winston’s announcement about signing the UN Compact. What an articulate and rightfully angry, future, wonderful politician. He’s got the goods, I’ve been watching and listening to him for a while and he has the passion for New Zealand which has been long forgotten about. Hold your nose and take a look, in this climate it is very heartening to see someone who loves New Zealand as much as Donald Trump loves America. God bless them both, we need more of them.

    Hide’s piece, in which he tried to prove that capital gains tax is double taxation, was an unconvincing dive into the ethereal world of price theory.
    
    Duggledog suggests part of Bridges’s job is to translate Hide’s analysis for Kiwis. Hell, have Scientologists taken over ACT and converted Hide? What a turn-off Hide’s price theory would be for voters.
    
    Duggledog also suggests Bridge needs to remind voters never to trust politicians. What was Duggledog thinking of? Perks?

        All points in favour of a capital gains tax depend on the total tax take remaining the same (it’s dreaming to hope it would fall). That is, income tax and company tax being lowered to balance a broader capital gains tax (NZ already has a faint one).
        
        Who then stands to lose the most from a proper capital gains tax? Property developers obviously, but also the retirement village industry, where sale of “rights to occupy” create a huge pool of interest-free capital ultimately to play the property market.

        Who else would lose from a capital gains tax (assuming total tax take is adjusted to stay the same)?
        
        Probably the two rich Maori tribes, Ngai Tahu and Waikato, who are exempt from company tax because they are registered as charities. Similarly, the Seventh Day Adventists’ Sanitarium, the food manufacturer. In fact CGT would be a great chance to bring into the net some of the activist “charities” that are really political organisations.
        
        You can see who, apartment from the retirement village industry and property developers, are pulling National’s strings on capital gains tax.
        
        As for ❗Kea❗Realityczech’s and Kevn’s point about housing. All suggestions I have read are that any capital gains tax in NZ would exempt owner-occupied housing.

  Good post duggledog. I would say that Simon Bridge’s job is to present an alternative vision. That mum and dad and the kids is important. That families can get ahead with applying themselves and getting a good education and working hard and behaving reasonably responsibly with concern for your fellow man.
  
  That the government’s job is to defend the nation and enforce the law and not to be everyone’s parent or big brother. That the government will get out of the way and not tell law abiding citizens how to run their lives.
  
  And most of all the government will not crush entrepreneurs and people who want to grow and get ahead, with high taxation and burdensome regulations. That the government will stick to its core functions and leave the law abiding citizen the hell alone. That we will have freedom in this country and not the smothering hand of the nanny state.
  
  That’s a vision we could get behind!

  The family home will be caught. Cullen has hinted at this. The way it will work is when Mum and Dad die a Deemed Sale will apply to the home and tax levied at the appropriate rate.
  
  So if a joint family home the beneficiaries (the kids) will have to pay their share at their marginal tax rate.
  
  If in a Trust then the tax will be 33%. If in a company 28%.
  
  If the beneficiaries or the investment vehicle don’t have the cash tough they will have to sell the home to pay it.
  
  V Day set at 1 April 2021 will determine the opening value based on the RV struck at 1 July 2020 the next rateable value date.
  
  There is $800 Billion tied up in family homes (check Stats) so any Government is going to want to get a share of it over the next couple of decades as the Baby Boomers pop their clogs.
  
  It will have the effect of transferring wealth like nothing we have seen in history as Socialist Governments will be able to lock in more and more voters with the promise of more and more freebies.

    If the family home is excluded, it poses real problems. Money will go into those, bringing up house prices at the expense of other investments. Kiwisaver will be subject to CGT, so nobody will like that, and people are likely to pressure fro Kiwisaver to be excluded. Smart invetment funds have set up Kiwisaver so they can switch invetments over at the first sign of a CGT, so yet again there will be wholesale avoidance. It will be mainly borne by the poor bastards who have worked to build up businesses and whose capital assets will be assessed, as will GOODWILL. Goodwill is worthless in most businesses unless crystallised by a sale, so this whole thing is going to be a complete buggers’ muddle.

      “Unrealised Capital Gain” which will be imposed on all property even if no gain is made – applies annually via the local Council even if the property has dropped in value.

    ….I am in the same boat…..worked my arse off for most of my life…..done the right stuff and only now am getting a little bit ahead…..with a bit of breathing space…..it would be political suicide to bring CGT……..I am frightened by the very thought as I am one of the “middling” that it will have the worst effect on……especially this “Unrealized Capital Gain” on all property….Michael Cullen and his hatred of all NZer’s needs to be taken to a “grassy knoll”…..

    Huevon, I don’t think there’s been any suggestion of re-introducing death duties, a.k.a. as death duties. (They are a form of capital gains tax.)
    
    This was suggested a decade or two ago by one of the country’s leading accountants as the most efficient and effective tax system of all – from the State’s point of view. Death duties are cheap to collect, hard to dispute, and a once-only tax. The guy suggested you would then be able to reduce income tax to an extremely low level.
    
    Despite all the angst expressed in the thread today, what really counts is the total tax take – the sum of all taxes raised.
    
    Capital gains tax are applied in nearly every developed country (including Australia, the United States, Japan, China. If income tax rates were lowered to balance a capital gains tax, what’s the problem?

  All of this comes down to two types of people and which way they will vote
  
  1) those who for whatever reason have and will never have any work ethic, no concept of self sufficiency or aspiration to be better
  
  2) those who their castle is their kingdom, their family their main focus and work and save their arses off to make themselves, their children and their grandchildren better than how they entered the world
  
  I for one grew up in a very working class family and the generation before was working poor. My own children will grow up as upper middle class. None of this generation change was through winning lotto, transfers of wealth or handouts. Just fucken hard work and not wasting money on shit

  I agree with you, but you are forgetting that the left will get a large turnout in the next election, simply due to the cannabis referendum. Not only that, but i’m sure they will be promising more handouts of some nature. National and voters on the right, are up against it. Very few governments get tossed out after one term.

During the Xmas break some of our political adversaries who promoted record immigration before the Government change in 2017 will be telling everybody that they’re going to ‘overturn’ the UN Migration Compact and make various inflammatory claims that the “compact” is going to permit mass migration into New Zealand.

It does not, and already immigration has fallen significantly and will go on falling.

New Zealand First has very clearly stated immigration policies and if you read the documentation below you will see that the UN Migration Compact has absolutely no legal effect in New Zealand and most importantly makes absolutely no change to New Zealand Firsts principled approach to immigration into this country.

This has become an emotional debate based on certain political interests publishing a misconceived version of the Compact and its impact on New Zealand.

    Yes, well we’ve been through all this. The Compact will be given effect in New Zealand through the Courts. It will be referenced in cases dealing with immigration matters because the New Zealand Government has expressed formally its support for the Compact by its vote in the United Nations General Assembly. It is likely the restrictions on free speech and expression set out in the Compact will also be taken up by the Human Rights Commission, the Ministry of Justice and the Police in framing new “hate speech” legislation. The mailout is disingenuous.

  So what might Comrade Santa grant Winston for being ‘nice’ this year and for instance supporting the UN Migration Compact, so desired by Comrade Cindy and the Watermelons. Will he find by chance at the bottom of his Christmas stocking an envelope containing draft legislation to lower the MMP threshold to 3 percent? Pure speculation of course, nobody but Santa’s elves is privy to such intimate secrets . It would go nicely on the mantelpiece however alongside the waka jumping law which the Watermelons supported through gritted teeth, strangely not long after new offshore oil and gas exploration was banned in New Zealand by the coalition.

[Meanwhile] Police National Headquarters have confirmed Haumaha retains the same responsibilities as when he was the Assistant Commissioner in charge of Maori, Pacific and Ethnic Services. As such, no one will be promoted to the rank he vacated.

Why was Haumaha selected to be the one statutory Deputy Commissioner, appointed by Governor-General, on the recommendation of the Prime Minister?
[Current structure: under Police Commissioner there are 4 Deputy Commissioners – one statutory Deputy Commissioner, appointed by Governor-General, and three Deputy Commissioners, appointed by Police Commissioner. First two were appointed in 2014]

Does new Deputy Police Commissioner Tims in fact have greater responsibilities, running the 12 police districts, than Haumaha in his duties, which are unchanged? (Although his salary is presumably now higher?)

And can Tims be fired internally, under the Police Commissioner level, while –
Haumaha can only be fired on advice by the Prime Minister to the Governor-General

Why, in fact, is Haumaha, of the various Deputy Police Commissioners, a special case – both in process of his appointment and, apparently, in how he may be dismissed?

Was he in fact to be the Maori figurehead – a shining example – who now has lost a little of his stardust?
Police deputy commissioner Wally Haumaha will return to his office unapologetic and “bewildered” after the police watchdog found he humiliated and intimidated two women staffers.

I see our 4.30 pm Friday big announcement was from Less Galloway as he predicted.
He is trying to persuade us that had he got some travel information from Immigration he would not have made the original decision, as he was told to.
His Mistress Ardern has turned her back on him in Parliament.
Sad as he had an expensive private education but does not know when to stop digging – the hole is now so big that he would have been better to shut up.
He is keeping it up in the hope that he is the only one who is right and it will go away over the holiday period. The media will of course forget, but we will not.
He will be out by March – but that will not make this sad saga go away for him or Ardern whilst she continues to prevaricate.
Even then it is too late. We will remember.

Labour’s Sroubek Christmas Friday late afternoon document dump …

The documents also included a letter from Sroubek thanking Lees-Galloway for the Minister’s initial decision.

With the recent New Zeland Rocket Lab launch, it seems a good time to recognise those who made space travel possible. It has changed the world and improved the lives of billions of people. The magnificent Nazi scientists were the ones who made it all possible. Both Russia and the USA grabbed as many as they could, starting the space race.

The Germans have contributed more than any other culture to science, medicine and technology. However, during the war the advances made were incredible and underpin modern engineering and much medical knowledge.

It is time some gratitude was shown for what these wonderful people did for humanity.

      The Germans are great engineers, and the pressure of war spurred much innovation, in the Allied countries and the Soviet Union, as well as in Russia.
      
      Since World War 2, the Germans have been a bit slow at exploiting their engineering. China has lifted from Germany the solar-panel industry and high-speed trains.

  It is quite astounding how much rocket gear the Americans took. They loaded up over 300 railway freight cars with rocket kit and also made off with some of the top-end rocket scientists including Wernher von Braun.
  
  They also invented the programmable computer – way before the Brits and Americans who claim it.

      The Z1 was before any of the actual practical work that Turning did.
      
      While Alan Turing did make massive contributions, he is credited with far too much. Turing was mainly a theoretician.
      
      The Turing Machine is a theoretical mechanical computer of no practical consequence to computer engineering. They are slow and, while theoretically capable of doing any calculation, are useless.
      
      Tommy Flowers was the real engineering brains behind the Bletchley code breaking efforts. He actually designed a computer (Collossus) that actually worked. Fast.
      
      So why does Turing get so much press? From what I have read (6 or so books over the last many years rather than just a website), a lot seems to come down to three main things:
      A) Turing’s homosexuality and suicide makes for a nice juicy story about how a gay bloke saved Britain and then was hounded to commit suicide by the very country he saved. AN over-egged pudding, IMHO.
      B) His “history” got a massive airbrushing by his family to build a favourable picture. Even his own family members called some of these “saint stories”.
      C) The Enigma decoding (which Turing was part of) was declassified long before the decoding of the Lorenz machines. Everyone knows about Turing and Enigma, few about the Lorenz decoding and Collosus.
      
      The Lorenz was, in part, decoded by the Collosus, designed by Tommy Flowers. That was a real computer.

      Rocket Lab has the ability to launch smaller satellites very cheaply (around a tenth of the cost of heavy lifting) using far less resources etc. This is the sweet spot for the satellite launch industry.

  IMO the serious breach of privacy and breach of confidence within Corrections warrants a dismissal there and a five figure payout to the victim. One wonders whether Corrections had any decent policies regarding staff files eg they were only available if authorised by a senior manager.
  Moreover I wonder if Wally coerced or bullied the Corrections manager into releasing that information. If so that would add great weight to a case for dismissing him or at least demoting him.
  Air NZ effectively fired a Captain it had lost faith in and was prepared to take it on the nose in the Employment Tribunal (the payout was trivial compared with the risk cost of continuing to employ the pilot).
  The Government should fire the two people involved here and be prepared to take it on the nose at the Employment Tribunal. It will be good news if they do not as this will be another albatross around the government’s neck and NZ First’s neck (they seem to be donkey deep in this) in the run up to the next election.

People may not realise this (nor care) but yesterday saw another COL “Friday announcement” (that tried to be buried) but worse of all another NZ First sell-out (following their support of the UN migration compact).

The COL has scrapped the idea of NZ hosting a squadron of Singapore air force F-15 Strike Eagle’s, citing “excessive costs” to build the necessary infrastructure at Ohakea air base.

Two things come to mind:

1. I call BS on the COL’s reasoning, as Singapore (like they do with their other overseas basings) would pay handsomely for the privilege including funding infrastructure development, plus the COL are saying they are awash with money due to the surpluses announced the other day, plus the COL seem to have plenty of money to throw around, just ask Shane Jones!

2. But more interestingly it looks like the “real” PM, Winston Peters, didn’t back this, otherwise it would have happened! So why didn’t Winston back this? Was it another “captains call” made by Jacinda and James in which Winston had to suck it up (like the ban on oil and gas exploration announcement), if so, what was WinstonFirst’s pay-back?

So what would have been the significance of NZ hosting the Singaporean air force? It would have further enhanced NZ-Singapore relations and co-operation (NZ-Singapore were one of our first FTA’s), but economically NZ would have benefited to the tune of tens of millions per year as the Singaporean govt paid the NZ govt for the privilege and the Rangitekei/Manawatu regional economies would have also gained millions per year due to spending by effectively high-income personnel. And that’s not even taking into account greater NZ Defence Force cooperation and training opportunities.

So the question is, Winston, why did you sell out your supporters again & make a mockery of NZF’s claims of supporting defence?

    Singapore holds NZ’s emergency oil reserves, alot of NZ’s trade goes through SE Asia … Singapore helps protects all that, the least we could do is reciprocate in kind.
    
    In essence they would be here for training purposes (NZ is too far away for them to be “bombing” anyone – the aircraft wouldn’t have the payload/range to do so).
    
    Singapore has air force squadrons in Australia, France and the US (because they don’t have the airspace to safely operate), those countries don’t seem to be concerned with “offending” China (and neither should NZ, otherwise what has our nation (or correctly, leadership) become – wimps? 🙂

      My drinking mate is a public sector lawyer in Wgtn and embedded in the workings of trade agreements. Apparently there has been some major leaks from the Ministry relating to trade agreements and some dirty deals done in the past. I think there is to be more on this in 2019. It is no wonder Singapore and other nations do not want to close out trade agreements or are willing to bargain hard for extra benefits!

He then called for the Government to set up such a register. Would you trust them to operate it any better? Or to do something that would expose innocent people and offenders to serious harm? Even if it’s not all true, it deserves to be, given the events of this week…

  Syria and Afghanistan troop withdrawals are not an issue. It’s getting privatised – Blackwater has been suggesting for the last year and said today they can do the job in Afghanistan with 6000 mercenaries and 2000 international SAS types. Far cheaper than what it currently costs and with MORE mercenaries. If it goes ahead it will actually be a ‘troop and mercenary’ withdrawal – although General Mattis said that it’s “Far easier to be the criminal in town than the policeman, and if the US government is putting it’s credibility on the line, then I don’t recommend it be privatised.”

Membership is dwindling in hundreds of community groups and clubs through New Zealand. Why?

An article in Stuff newspapers suggests that the internet is killing community clubs in NZ.

But could there be another cause – diversity?

Robert Putnam in his well known 2000 book, Bowling Alone, on declining civic engagement found that the greater the diversity in a community, the fewer people vote and the less they volunteer, the less they give to charity and work on community projects.

In the most diverse communities, neighbours trust one another about half as much as they do in the most homogenous settings.

Putnam, a Harvard sociologist, has since objected that his findings have been twisted and that there are also benefits of diversity.

  Bowling clubs and golf clubs, racing clubs and others are declining because there are many more things that use up peoples time and many other entertainments. In the case of bowls many of the players now belong in retirement villages who mostly have their own greens.
  
  In the case of Lions Clubs, of which I was a member for 21 years, their reason for being was to assist others in the community by volunteering their time to help with projects and part of that help went into fundraising activities.
  Along came the pokie machines and lotto and subtly the requests changed from helping people and organizations to do things to constant requests just for money. Add the RMA which just made it too hard to do community construction (which have been taken over by councils using their contractors and ripping of the rate payers), Partners in Crime.
  
  So, coupled with the ever increasing demands on peoples time, 7 day trading, requests for money not time, the acceptance of women into clubs and the inability to recruit young people into the Lions Clubs, the clubs have either retrenched to a few oldies or like Round Table and Jaycee’s disappeared altogether.
  
  Mind you I would have to say that Drink Driving Laws helped in a big way to remove the camaraderie from the clubs as well. Lions used to be a huge force for good in our communities.
  
  The community is much the worse for their retrenchment.

      The “overstayer clean up” that immigration started in the 70’s was hastily shut down due to the need for additional workers and the Employers Federation grizzling.
      
      Mainly under a National Government.

Minimum wage increase.

“It’s only a dollar…”

Right, I know a business that employs 20 FTEs. So that’s $20 an hour or $800 a week. So (using a back of the fag packet calculation) this firm needs to sell an extra $2,400 of goods to cover this increase – $125,000 a year.

This is at the same time that their supplier costs are increasing to cover their min wage increases, fuel surcharges and increased compliance costs.

At the same time the average customer spend is falling because, guess what, they’re feeling the squeeze too.

So the firm is faced with 3 options – (1) accept the reduction in profitability, (2) reduce staffing or (3) sell the now poorer-performing business.

To offset the increased wage cost they would have to lose 3 employees which is what they’re doing in the short term.

In the longer term, they are in negotiations to sell the business (it’s a produce business) to someone who will be staffing it mainly with family members.

End result: at least 15 people losing their jobs and instead of paying some tax will now be paying none and taking more from the welfare cake.

  They just moved their call centre overseas and the $4 an hour that Labour has promised people would just have re-inforced their decision.

  Then we will all be better off.

  sorry but you have not got this right.
  
  The increase is $1.20 per hour. add to that things like holiday Pay, sick pay and a thousand other entitlements and basically most people would add about 15 to 20 % just to cover the increase. so then that $1.20 becomes $1.38 – $1.44 and sometimes more.
  Some will say that it only affects the lower pays but it transfers through due to relativity.
  
  In my own case it will cost around $1400 per week which will require saving or increased incomes to the tune of $3200 per week. Going to be a tough to do as we don’t run with any fat in the system and we have competitive pressure via imports etc.
  
  Lots of businesses will find their profits going backwards. Recession on the way unless we get rid of these stupid socialists.

    The reality is that they would probably need to find and extra $200,000+ a year to stand still at a time where their costs are skyrocketing thanks to knock-on effects and Akl bloody council.
    
    Also at the same time the local roads are being fecked about with and parking reduced which has led to a massive reduction in customer numbers.
    
    Frankly to be as profitable as previous years revenue needs to increase by about $1/2m and that ain’t happening.
    
    This will end up as a family business with bugger all wages or income tax being paid – there’s no other way to make it work.
    
    This is the new reality for the non-supermarket food business.

We used to have five or six large super yacht builders here building boats for overseas customers. Based on our yachting prowess.
Each one employed lots of people in trades and design etc. Good well paying jobs.

But due to our huge wage rises over the last 10 years, they have all disappeared.
So that’s less jobs, less exports and less and tax paid.

sad to see not one frosted window in downed town Queen St, no plods on the street to remind beggars they can’t be loosers in the closed alleyways of shops undergoing re-vamping. Was it the Canterbury arcade empty and chained off? Not even a signs of a sign-writer in the whole of Auckland, even the Chinese shoppers and shop attendants must be disappointed…..not even tinsel drawn on advertising junk mail… still there’s Franklin St to wander down. OOPs there was Santa above the old Whitcombe and Tombs (now buried above by Farmers )….yes folks Queen ST farmers are in town… merry… don’t say it,there’s still 2 more shoplifting days till you know….you remember, he died for all our signs.

      I remember some TV ad years ago where a guy was dropping off his girlfriend. She asks him in a seductive way: “Would you like to come in for a … coffee”? He looks anguished, and after a momentary pause says: “No”. Then he goes off to some petrol station (Bean Café or something? I can’t recall exactly) to get a real coffee.

There once was a scientist doing an experiment on the reaction of fleas. He had trained a flea to jump on command. The scientist would say to the flea “jump flea” & the flea would jump.

Then the scientist would proceed to pull off one of the flea’s many legs with a pair of tweezers & write a comment in his notebook about the distance the flea would jump.

The scientist did this many times until the flea had only one leg left. The scientist said “jump flea” & the flea made its best effort to jump which the scientist recorded in his notebook.

After he pulled off the last leg the scientist commanded the flea to jump & after repeating the order many times without the flea responding he jotted down in his notebook: “After the flea loses all of its legs it becomes completely deaf”.

And that’s how Nobel prizes are won & climate scientists are trained.

  Absolutely! I read somewhere that arguing that the increased CO2 warming was heating the oceans. A very sage rebuttal suggested heating bath water using a heater in the bathroom. He further calculated that for the atmosphere to heat the sea by the observed amount, it would need to get to about 4000 degrees C. Climate scientists, for some reason have forgotten about the sun…..

Greetings from the top island. Went to a clients BBQ today and had a great time. Many attending were your average Kiwi trying to run a small business and survive.

Interesting that the worm has turned against Ardern & Peters. Apart from Ardern being described a burbling airhead and playing second fiddle to Peters the main discussion was about Peters being a two faced bag of shit who has sold his soul to the devil.

From what I heard today Peters will be history as he has pissed many of his former supporters off.

National just has to sort out their leadership issues. Simon is still popular but has yet to gain full trust.
