IRD’s problems likely spring from the same basic source as Stats: too much IT, too little management. IT contracts are often sales driven. User need are secondary and may require a further hidden upgrade to provide the dreams promoted.

IRD has experienced the problem in the past. Irritating tapayers irritates voters eventually.
My clients have been troubled by IRD’s latest moves. Frequent notices are being sent claiming large amounts of money are owing when they are not. Tax provisionally due for payment on later dates is presented as owing now. The form even takes you through to the bank for immediate payment.

Further I have lost confidence that all payments are being accounted for. IRD are not following conventional methods and cannot reconcile their accounts with taxpayers.

To add insult to injury they are now automatically adding interest and date-related penalties to their paperwork.

  The problems you report are not ‘too much IT’.
  
  Rather, they are poorly designed or poorly tested and ‘rushed’ ‘IT’.
  
  The IRD signs off on quality before go-live, so if they sign off without testing properly I don’t think it is the vendors fault. Ultimately , IRD employees are the best people to identify faults in testing.

    I’ve been an IRD staffer. I have implemented tax systems elsewhere. I am also an accountant.
    Vendors frequently oversell packages.
    IT needs vigorous supervision. The tail can easily attempt to wag the dog.
    
    The new system looks like they are using primitive “jam jar” accounting where each jar does not know of the other. Centuries of bookkeeping principles appear to have been trashed. They have aways had problems with taxpayer accounts. IRD must be able to account for what’s been paid over and show their charges for tax assessed and other time penalties. They need value-date properties like banks.
    
    Accountability, certainty and confidence are all required. A commissioner was removed because of excessive enthusiasm in collection. That was a real bother to the public and the government.

      Do you have any evidence that racism is more prevalent in Australia than in New Zealand?
      
      Anyway, Maori are disproportionately in prison in higher numbers because they commit more serious crimes, particularly violent crimes. Unlike your slurs of “racist” , there is evidence to support that statement.

  Not just on the edge anymore. Within 2 minutes, Red Radio this morning had one official claiming that the higher rate of problems among Maori was ‘racist’ and another claiming that the high NZ rate of child abuse was ‘shameful’.
  
  Implying that non-Maori Kiwis are racist and all Kiwis are to blame for child abuse.
  
  It is now the fashion to blame everyone except the people who are actually making the poor decisions!

      Still, you may well be right. If we were to make the admittedly-overgenerous assumption that the crowd at a rugby match constitutes a representative cross-section of the NZ population, out of the 50,000 present you could expect around 20,000 to be Nat supporters. The percentage of Nat supporters who are the ugly variety that would demean a cup presentation by booing a Labour PM is unknown, but is likely a significant proportion – based on the commenting on this blog, for example. So, that probably would amount to thousands who’d boo Jacinda Ardern at a rugby match – says more about them than about her, though.

        If they were sober the booing would reflect even worse on them, so I was kind of doing them the courtesy of assuming they weren’t. Also reflects personal prejudice, ie it’s hard for me to picture people voluntarily standing about watching rugby if they’re not also getting pissed.

        Firstly they don’t get let in to the game past security and secondly it takes too long queuing to be able to get enough drinks!
        If anyone misbehaves they get ejected real quick. Security is constantly scanning the crowd.

Two tier New Zealand, in which Maori can neglect and kill their children, but it is the state’s fault. So things have to be rewritten, so Maori have a greater say.

More Maori are in prison, so the system is racist. Hinges must be done in a more Maori way to address the fact that 52% of those in jail are Maori.

We are told more must be done by the whanau, the hapu and the iwi.

Really, where have they been in the past?

To have your children uplifted, you are not a fit person to look after yourself, let alone innocent young lives.

To go to jail, you have committed serious crime.

Maori, reflect on what is happening in your communities and turn things around and stop telling the rest of us that the state is at fault and must pay and may be then you’ll engender some sympathy from the rest of us!

    Most of those tens of thousands of Maori were decimated in the “Musket Wars” of the 1830’s….by Maori, principally the Northern tribes who used European technology to massacre their enemies.
    Definitely they should not have been sold muskets, but surely the marauding tribes bear the bulk of responsibility.
    Yes there have been injustices done to Maori, but they pale into insignificance compared to the good brought by the introduction of the rule of law, and the abolition of slavery and cannibalism.

My wife signed up for a free 5-week offer of NZ Herald home delivery.

I have noticed a couple of things about the Herald.
– They support identity politics. It seems very important for immigrants to maintain their “roots” and forever remain a member of a “identifiable minority,” whatever that may be. (The notion of a nation of New Zealanders seems an alien concept to the Herald.)

– They mix in Te Reo terminology (with macrons) at every opportunity, even though English has its own words that will do the job. I find this irritating, like reading Japanese peppered with English. It isn’t natural and it shows a lack of respect for the reader. (The exception would be when no English word exists, and in that case, the Te Reo term should be italicized and followed by an explanation in brackets, or via a footnote.)

I would even get started on the Herald’s attitude regarding climate change, Trump, the “far right” and other hot topics.

I was quite surprised yesterday to realise that Paula Bennett’s comments on behalf of the latest victims of sexual abuse under labour were from her Facebook page.

A thorough search of NZ news sites via Google revealed that nothing has been written about the cover up for a week.

Thank goodness no one pulled a ponytail.

The state of New Zealand media is a disgrace. Shame on them as their silence means they have sided with the abusers over the victims as well.

Why have none of the twelve alleged victims in the Labour sexual abuse controversy made complaints to either Parliamentary Services or the Police?

I’m not victim blaming/shaming but given the magnitude of the alleged offending and the position of power of the alleged perpetrator it seems a little incongruous that not one of the 12 victims has made a formal complaint.

Left wing activists/SJW/Millennials are not groups knowing as shrinking violets when it comes to complaining about injustices suffered. Why isn’t this being formalised?

Prime Minister Jacinda Ardern said the alleged shooter seeks to spread his message online and his letters have the ability to do wider harm if they get online.
“We need to make sure the legislation captures that kind of grotesque behaviour,” she said on Monday.

But lawyer Graeme Edgeler told Newshub the only change needed is around how a prison manager reviews mail. “Maybe they should be either taking advice from experts, maybe an expert could be making the decision, so if that was the change that might be okay.”

Edgeler said Corrections already has the power to withhold mail where it could be dangerous or encourage somebody to commit an offence.
“They just need to be careful and actually do their job next time, which they’ve already admitted they failed to do last time.” [1]

But despite Graeme Edgler’s very commonsense comments, Ardern will press ahead with some change, perhaps to deflect any criticism or embarrassment of this home hiccup after flying to France to talk to Macron, with so much international Adern-adoration over her “Christchurch Call”.

However, having read the Tarrant letter in question (and not requiring any obscure website address to do that) it will be very interesting to see what wording any new amendment or addition to the present law is required to successfully capture the wording Tarrant has used – that which is blurred in photographs local news outlets have shown.

Two years in office, they did a law change to priorities a study and it still took 9 months for the Ckmmercd Commission to trot out a finding we all knew.

Prior to the last election Judith Collkns (then Min of Energy) got a 2 stage report commissioned. Stage 1 found that there was rigging of margins by fuel retailers, fuel prices got lower for a period and then the election came. Commission Stage 2 of the reports seems to have got stuck in Megan Woods office, a bit of bad press last year and Jacinda was all action (12 months ago)……today, we get a report……so, what will Woods do with it?

    Because it is the Commerce Commission, which in its role as overseer of company takeovers that consented to Infratil purchasing Caltex from Chevron NZ three years ago. With the purchase of Caltex and when combined with Z, Infratil now control 52% of the NZ fuel retail market.
    
    In recent weeks, this lack of competition has seen Caltex withdraw from the Aa Onecard fuel discount scheme and link up with Z service stations. Surveying gas stations in the Hibiscus Coast area reveals you can buy higher priced fuel at Z & Caltex petrol stations for a $0.06 per liter discount. Well knock me down with a feather and call me surprised. Caltex has gone from being one of the most competitive brands to being one of the least competitive.
    
    I wonder if Faafoi wants to save himself wasting taxpayer money and get us to write the report for him, because the evidence is already there. How many reports does he need telling him the same thing?

Re Booing in sport, I recall years ago, early 80s Alan Border proclaimed before a tour here, “we don`t mind losing, we just don`t like losing to NZ” or words to that effect.
I was at the first One -dayer at Eden Park, as Border came out to bat he was subject to a loud boo from the entire crowd at which point as he walked to the wicket he raised his arms and bat aloft as a victory/ apology gesture and the noise turned into cheering and laughing, an awesome moment.

A spokesperson for Ms Ardern said no complaints had been lodged with anyone in her office; all the complaints had been lodged directly with Labour.
“We’ve been advised that none of the people who made a complaint to the Labour Party about a Labour member currently work in any part of Parliament,” a statement said.
“If a complaint were made about someone in the workplace that would be dealt with immediately as an employment issue. While to the best of our knowledge no such complaints have been raised, we have sought to proactively offer support to staff.
“We continue to urge anyone with concerns or anyone who might feel unsafe to raise that either with their line manager, Parliamentary Service or Ministerial Services.” [1]

Just as with the Summer Camp Incident, it seems Ardern knows nothing.
You can only speculate as to why Labour heiracy do not inform her in such issues.
Even, it seems, when it involves her own office.

Mrs Bennett declined to expand on the nature or extent of the allegations outlined by the Beehive staffer, but said she did not believe they crossed a criminal threshold.
“It would certainly cross an unacceptable-behaviour-within-the-workplace threshold.”
Mrs Bennett said she had raised her concerns directly with Parliament’s Speaker Trevor Mallard and stressed his responsibility to provide a safe work environment.
But she also singled out Ms Ardern, demanding she take immediate action rather than deferring questions to the wider Labour Party. [1]

So Paula Bennet knows. She has involved Mallard. And assumably Paula has also discussed this issue now with Simon Bridges.
So a sexual harassment issue again publicly involving Bridges, Bennett and Mallard.
Did they learn anything last time?

And, having just been appointed National Campaign Manager for Election 2020, how long should Paula Bennett hold this hot potato for Labour before getting burned?

No Yvette; Bridges, Bennett and Mallard are not “involved”. This complaint involves a Labour Party staffer working in the Beehive, a number of female Labour Party members, and some Labour Party staffers working at Parliament.

Paula Bennett is aware of the issue, because some of the complainants came to her for the support they were NOT getting from the Labour Party hierarchy. Trevor Mallard is aware of the issue, because Bennett approasched him at the request of the complainants, before she spoke to the media. We don’t know how much Paula Bennett has told Simon Bridges, so it is pointless to speculate. But none of these people is directly “involved” in the issue themselves; the behaviour of the Labour Party staffer. You do them a disservice by insinuating that they are somehow at fault.

  Obviously I am straight out mistaken – sorry – or did not express myself very well.
  But I still sincerely contend no one in Parliament seems to know how to handle sexual harassment in the work place – theirs, or when someone else asks for help.
  
  As one of the victims said “telling people to avoid Parliament because of a predator, is very scary.
  That no one seems capable of doing anything about it would seem very scary too.
  
  Likewise, if this remark does harm, rather than any good, it is not worthy of being made.
  If I am still wrong, feel free to downtick this comment and I will ban myself henceforward accordingly.

Fact: Maori are in prison at a higher rate than any other ethnicity, and have a higher re-offending rate than other ethnicities

Fact: Asians are under-represented in prison, and have lowest re-offending rate. This is in spite of less opportunity to connect with extended family, and engage in cultural practices, I would assume. This is also in spite of the, as stated in a comment in the document, “…we [are] focusing on American, British, Australian models of rehabilitation”. Which contrasts with another comment: “What works for Māori will work for everybody because it’s about people”.

Fact: Maori are over-represented in maximum security prisons. Does this mean they did more serious crimes? Are the re-offending rates related to seriousness of crime, rather than ethnicity? Of course I would have to ask why Maori have higher rates of conviction, but that is outside scope of this post.

Fact: Maori (on average) have a lower income and less capital (as individuals and families) than general population. Does this indicate re-offending rates are more likely related to these factors than being Maori? Again, why a lower income outside of scope.

Assumption: That those Maori who do the specialised Maori therapy programs have a reduced re-offending rate. As this is mainly self-selecting (i.e. as Corrections put it, those who choose these programs are “motivated”) then the outcome may be more about motivation (I do not want to come back to prison) as opposed to the program itself.

Assumption: While many identify as Maori from an ethnicity point of view, this is not necessarily from a cultural identity point of view, hence the concept that Corrections should be helping Maori become more culturally aware. This then raises the question: Do Maori who culturally identify as Maori have a lower re-offending rate than those who ethnically identify as Maori? And if there is, is it because of the Maori culture in itself, or because it encourages connection with community (who can provide support)? If we accept the premise that “What works for Māori will work for everybody because it’s about people” then who are the groups that will support non-Maori on the outside?

Summary: What I am questioning is the focus on the variable “ethnicity”, as opposed to investigating other variables (income, capital, motivation, friend and family support, church support, etc), and that while ethnicity may be correlated to re-offending rates, it is the other factors that are causative for re-offending rates.

    While I do believe in differences in IQ, I also think low aspiration is a thing too. I had a Maori friend who became a successful CEO and he used to say that it was his Pakeha dad’s values of hard work and aspiration that led to his success. The IQ picture is somewhat unclear due to high levels in mixed race parentage among Maori, but maybe you can draw conclusions from the lack of development before European arrival. I’m pretty open minded about that argument. Look at Simon Bridges – part Maori, solid qualifications and impressive legal and political career. He’s certainly got higher up the pole that a lot of NZ Europeans, so it’s not cut and dried. Sorry, just a ramble saying, I don’t know really!

    I have spent over three decades as a member of the NZ Defence Force, another organisation in which Maori are over-represented. I haven’t just worked alongside Maori, I have lived with them, drunk with them, sung with them, fought with them, fought alongside them, played rugby with them, celebrated with them, mourned with them, taken them back to their marae and helped to bury them.
    
    I do not have a single drop of Maori or Polynesian blood in my veins, but I am as at home on a marae as I am anywhere else, in fact, my local marae consider me tanagata whenua, not manuhiri, due to my connections and numerous close friendships.
    
    You generalisation of all Maori as being limited by their own genetics is flawed. It can be simply overcome by looking at the number of talented and high achieving Maori in New Zealand and worldwide. Given the opportunity, anyone can achieve anything.

  Under National there was a Social Investment Policy (uses “Big Data” to analyse situation).

  CONTRAST with Labour’s policy:
  “Ensuring that the perspectives of groups disproportionately impacted by negative social outcomes such as Pacific and disabled people, are meaningfully incorporated. This extends to inclusion in the development of solutions and consultation on key social sector issues that impact them.
  
  “Moving beyond the last Government’s focus on data and databases to make better use of all sources of information and evidence, including client and provider views and experiences.”
  
  In a nutshell, National was about creating multi-variant evidence-based solutions, while Labour’s is about how a person of a particular identity group feels about their situation, and what they think the government can do to make their life more comfortable in that situation.

When he or any other rugby player takes the paddock I only want to see them play.

I don’t advocate censorship. He is free to express his views on, for example, Ihumātao, the land protest.

He is, so I have been told, an inveterate communicator via social media. So let him do that.

On the radio yesterday I heard the broadcasters Andrew Saville and Scott ‘Sumo’ Stevenson tell Mike Hosking, another broadcaster, that they thought there was nothing wrong with what Mr Perenara was doing.

They thought it made him ‘interesting’.

My immediate though then was: “OK, you two, try turning up on the sports segment of the 6 o’clock news tonight with a sticker across your chests espousing your thoughts on something important to you and see how far you get.”

It wouldn’t be allowed in their workplace, would it? Not the time and place.

Same with TJ. Not the time and place.

The five-metre tall polystyrene and resin sculpture was created by artist Ronnie van Hout. It’s a large hand standing on two fingers, with a face in the palm.

Originally, it stood atop Christchurch Art Gallery, but now “Quasi” is perched on top of Wellington’s City Gallery, staring out over the city.

So it appears that Wellington is choosing (unlike Auckland) to spend money “hand” over “Fist”.

Maori make up over 50% of the prison population and Kelvin wants to reduce this to 15% to match the with their proportion of NZ.

Surely this logic should also be applied to gender, and the reason why there are so many more men are in prison is solely down to sexism by police and the NZ justice system.

      I did not. Pluralise is the proper verb and I didn’t make it up.
      
      You might have preferred I use the verb conjugate and I would have, if the concept of conjugations and declensions wasn’t almost entirely unfamiliar to monolingual native English speakers.

Can someone on the Prison Reform gang just get a clear message as to why Maori are ending up in Prison and reoffending.

The PM says it’s racism in our prisons:
Prime Minister Jacinda Ardern says she backs Corrections Minister Kelvin Davis as being best placed to comment on racism in the prison system.

Chester Borrows says it is failures in other government departments … but in particular with Education.

It’s not rocket science and people have been saying it for 30 years – that failures in education end up being failures in the justice sector.”

The vast majority of people in the youth justice system haven’t been to high school and those in prison come from the same social system, he said.

But as you note: he also identifies the same social system.

And that to my mind is where the problem lies:
Families who eschew education; embrace booze, drugs and gang life; exploit their children.

Same story all over the world…not exclusive to Maori.

  This, most definitely this. It is cultural – social behaviour is learnt from peers and parent(s).
  
  If your “culture” respects and encourages learning and achievement you will get more of that (see Chinese, Jewish as cultural groups that espouse this and have over a very long time) – by sexual selection this will get reflected in the population genetics to a degree. If however your culture primarily “respects” the macho masculine display and ritual dominance you will get more of that for the same reasons.
  
  If you as a child know that amongst your peers you will be disrespected and bullied for being studious, then very very few children in that group will ever be studious.

  For the last few months I’ve had a late-30s Maori mother and her 12 year old daughter living with us.
  
  I fear it may end soon – we’re just too different.
  
  I’ll give but one example – daughter has had more days off school in the few months they’ve been with us than my 16 years old has had off in, I’m guessing, the last five years maybe more.
  
  She has been home today and yesterday, after the weekend with the rellies in Whangarei and getting back 5am yesterday(!), and when I asked her yesterday if she was sick the response I got was ‘Oh, no, I am just too tired to go to school.’

  Sure, but our petrol price also includes ACC etc. so you are not making an apples-to-apples comparison.
  
  In most states in USA insurance is compulsory (effectively to replace what we do with ACC) That can cost a few hundred $ per month (say NZ$300) to get the level of cover that ACC effectively provides.
  
  If you’re using 200l of petrol a month then the “package deal” is probably a bit cheaper in NZ.
  
  One good thing though is that in USA a good driver ends up paying lower insurance rates. In NZ, the ACC component of petrol is the same regardless. Good drivers subsidise nob heads.

  The yanks have smaller gallons. 3.78541 litres/ gallon vs 4.54609 here. Not sure about sales tax on petrol there but sales tax generally not included in advertised retail prices. That is why a $1.00 item costs maybe $1.05 depending on where or what. Gas is cheaper there but not hat much.

Watched Goff v Tamihere last night. To my surprise Goff came across better prepared and with a slicker and better researched presentation. He claimed spending was down, rates rises at a minimum and that bringing more traffic into the CBD is crazy, I have to agree with the last one. Doubt that John can get out from under that heal somehow now, especially feeding more lanes from the Shore into the city deadlock and being on both sides of the Ihumatao argument.

If you cant be bothered reading it in essence ( French for petrol I think ) he says the biggest component of the price increase since Labout got elected has been the weakening of the exchange rate closely followed by tax increases especially in Auckland. The oil company margin has gone down in the last two years.

The latest giant of the seas, the MSC Gülsün, has docked in Europe after its first voyage from northern China set a record for container ships.

The 400 metre (1,312ft) vessel is longer than 36 London buses and can transport 23,576 standard 20ft long shipping containers – known as “TEUs” (Twenty Foot Equivalent units).

According to owner MSC Mediterranean Shipping, that means the ship can transport 8.35m microwave ovens, 223m bananas or 386m pairs of shoes in a single load.

  Peters has no case, no evidence and undertook a backroom attack on National while presenting himself as negotiating in good faith. Labour handed over all the baubles to Winston and Winston appointed Cindy as Princess.
  
  My sources say that the case in question has no merit. The evidence of any foul play is weak to non-existent, and the circumstances actually demonstrate good administrative practise. The Nats will laugh it off. Winston cocked up and he is trying to apportion blame to other parties.
  
  Of more concern are some other actual cases of leaked documents in Wgtn that are in legal process and will have their day in court (ironically one of those cases involves a Peters Ministry)

Can somebody please tell me what Cindy means by the following …
