Mallard ignored advice to authorise Wananaga payment

Oh it just gets worse. Bill English has revealed that officials advised Trevor Mallard that $15 million paid to the wananaga as a treaty settlement, was on condition that 80% of students at the wananaga were Maori. Only 48% were, yet the payment was made anyway.
